BDS Activities to Support SMEs in 2013 1. Introduction The report summarizes the activities implemented in 2013 by BDS to support SMEs in the application of standards and to encourage them for participation in the standardization process. The document draws the attention to the changes of BDS policies and strategic documents resulting from the implementation of Regulation (EU) No 1025/2012 of the European Parliament and of the Council on European standardization. It underlines the new BDS strategic objectives and priorities laid down in the Strategy for development of the standardization system in Bulgaria and for the development of BDS for the period 2014-2017. The report highlights also the knowledge and information we produced, the events we organized, as well as the actions we implemented to facilitate small and medium-sized businesses in Bulgaria to benefit from standards and standardization. 2. Regulation 1025/2012 on European standardization The Regulation (EU) No 1025/2012 of the European Parliament and of the Council on European standardization is the legal basis for the Union to use European standards for products and for services in support of Union legislation and policies, to identify ICT technical specifications and to finance European standardization. The Regulation also sets obligations to European standardization organizations (CEN, CENELEC and ETSI) and national standardization bodies on transparency of standardization processes and on stakeholder participation in European and national standardization activities. In pursuance of the Regulation specific requirements, BDS amended its Statues to assure better terms and conditions for SMEs involvement in the standardization process. On April 26 th,, 2013 BDS General Assembly amended art. 53 of the BDS Statutes by creating a new paragraph 4: (4) Provides accesses of the micro, small and medium-sized enterprises (SMEs) representatives to the technical committees work including access to standardization projects without the rights and the obligations of the BDS members. With regard to this a change of BDS Internal Rules on standardization activities was also undertaken to provide for SMEs access to draft standards without being necessary to purchase them. The Internal Rules are expected to be approved in the first quarter of 2014. 3. BDS Strategy 2014-2017 On July 12 th, 2013 BDS Managing Board adopted the new 2014-2017 Strategy for development of the standardization system in Bulgaria and for the development of BDS. The strategy places SMEs and their organization as core target groups of BDS efforts to involve stakeholders in the standardization process and to intensify the cooperation with the interested parties.

Page 2 of 6 The following particular objectives and measures are incorporated in the strategic document: Priority 2 Expanding the scope of activities in new priority areas and sectors of the economy and society, providing new services, promoting and facilitating the access of micro, small and medium enterprises (SMEs) to standards and to the processes of their development Strategic Objective 2.3 Encouraging and facilitating the access of micro, small and medium-sized enterprises (SMEs) to standards and to the processes of their development 2.3.1 Establishment of a mechanism, including through change of BDS regulations, for adequate involvement of micro, small and medium enterprises in the standardization process; 2.3.2 Creating conditions for advantages, price reductions or other bonuses when purchasing standards; 2.3.3 Exploring best practices in other EU member states and adapting them to the present Bulgarian conditions. Strategic Objective 3.4 Intensification of the dialogue with public organizations, including consumer protection organizations 3.4.1 Establishing strategic partnerships with public (non-governmental) organisations for creating joint platforms of information, guidance and attracting businesses, primarily SMEs in the standardization process 3.4.2 Improving the dialogue with consumer protection organisations to encourage their involvement in the processes of application of standards. 4. SMEs access to standards Currently, free access to draft standards is provided at BDS Information Center (library), where everyone who is interested could read them. With the upgrade of BDS standards management system it is planned for 2014 to provide password protected online access for those non-member SMEs that have decided to benefit from the opportunity to participate in the standardization process. Those SMEs will not need to pay a fee to read the draft standards. Within the first quarter of 2014 BDS Internal Rules for standardization activities are planned to be amended. The amendment will provide the opportunity for SMEs to have access to draft standards free of charge. At the beginning of 2014 a new service is to be launched, which will allow SMEs to read standards remotely from their offices and locations paying a price for the service that each Bulgarian enterprise could afford. 5. Activities BDS provides targeted products, services and events seminars, collections of standards in special rates, online free access to the scope of standards, etc. which support SMEs in the vast world of standardization. Facilitating the access to standardization process for SMEs is a BDS priority.

Page 3 of 6 5.1 Events BDS conducted a number of seminars and trainings in particular spheres for SMEs in order to encourage their participation in the standardization process, raise awareness and education about standardization. The seminars and trainings were held on topics of interest in certain sectors and specific standards in the relevant field were presented. At the beginning of 2013 BDS conducted trainings for experts on standardization with speakers from AENOR, Spain. The trainings were organized within the implementation of the project Improvement of the Standardization System of Bulgaria, financed under the Operational Program Competitiveness. Some of the topics were related to standards development at national, European and international level and good standardization practice. A seminar on "Energy efficiency and standardization in the construction sector and operation of the buildings" was held on June 6 th, 2013 at BDS Centre for meetings, conferences and trainings. The seminar was organized in response to the high interest of the society in the energy efficiency management and it was attended by representatives of more than 15 companies and organizations. BDS experts presented important standards and draft standards, the implementation of which ensures energy efficiency and rational use of resources. On April 05, 2013 the Bulgarian Institute for Standardization carried out a workshop for SMEs Including SMEs in standardization within the framework of the European project SMEST 2 (Small and Medium Enterprises Standardization Toolkit). The workshop in Sofia was a part of the events related to raising awareness among SMEs about standards through the use of online platforms and business benefits of using standards. BDS invitation for participation was responded by representatives of over 35 Bulgarian companies and organizations. The workshop enabled SME s representatives to find the answer of important questions and to dispel doubts about standards and standardization. The Tenth anniversary international conference "Standardization and related activities - factors for international and Balkan cooperation" was held on 13 and 14 September in Sozopol this year. Organizers of the conference were the Bulgarian Institute for Standardization (BDS), the Technical University of Sofia and the Bulgarian Union of Standardizers with the support of the Balkan Steering Committee. The speakers presented the rules and procedures for standardization work, and the role and functions of the organizations involved in the national quality infrastructure. The participants had the opportunity to learn about the benefits of standards for the improvement of the efficiency and competitiveness of the enterprises. All speakers emphasized the great importance of cooperation for the development of the standardization activities. The Bulgarian Institute for Standardization in cooperation with the Bulgarian Association of Producers of Plastic Pipes hosted the 53rd Plenary meeting of the European Technical Committee CEN/TC 155 "Plastics pipes and piping systems" held on 15 and 16 of May 2013. CEN/TC 155 "Plastics pipes and piping systems" develops standards with requirements for plastic pipes, fittings and systems as well as methods for their testing. To provide Bulgarian enterprises with the unique opportunity to attend a plenary meeting at European level, BDS invited both member and non-member SMEs working in this field to participate. 5.2 Publications BDS published on its web-site seven brochures in Bulgarian, following the recommendations

Page 4 of 6 to raise awareness and to encourage SMEs to participate in the standardization process. The brochures represent the vast world of standardization and cover a wide range of standards of interest for Bulgarian companies. They are targeted to SMEs and their associations, but are also useful for everyone interested in the most popular standards in the relevant sectors. Standards - Benefits and Achievements - The brochure provides general information on standards and standardization and it explains the benefits of using standards. Management Systems - The brochure provides basic information about the main series of standards dealing with management systems, environment, information security, safety of supplies, risk management, energy management, sustainable events, etc. Construction Standards - The brochure describes the Eurocodes and National Annexes regulating construction and the benefits of their implementation. It also focuses on the Construction Products Regulation CPR 305/2011 and sustainability of buildings. Services Standards -The brochure presents information on standards applicable to the most popular for Bulgaria types of services translation, postal, tourism, financial and consultancy services, real estate, etc. Standards and Food - The brochure explains the importance of applying standards in the food industry and is targeted to the businesses involved in or related to the food production sector. Energy Efficiency - The brochure explains basic issues related to Directive 2006/32/EC on energy end-user efficiency and energy services, ISO 50001 international standard, definitions and requirements on services for energy efficiency, etc. Standards and IT - The brochure presents the use of standards in IT and scrutinizes important topics such as IT and service management systems, standards and information security, etc. In order to promote the standardization activities BDS also prepares other specialized publications such as BDS Compass magazine, published every two months and available online at BDS website. The edition presents the novelties in standardization. It is addressed to enterprises, consumers, manufacturers, control authorities, educational institutions and others. The topics of the magazine affect all areas of the economy. The average number of unique downloads of the magazine is over 220, which proves that it is considered useful for SMEs and all interested parties. 5.3 Providing new services and discount prices for SMEs The renovated Business Information Centre and Conference and Meeting Centre have all the necessary equipment computers, printers, projectors, screens, chalkboards, interpreting equipment, etc. The Business Information Centre provides information on published Bulgarian, European, international and foreign standards and standardization documents. BDS has a rich fund of national standards and library to the Information Centre offers copies of all European and international standards as well as foreign standards. Customers have the option to find on spot the necessary information about standards and standardization documents. The Conference and Meeting Centre provides three meeting room for holding

Page 5 of 6 events of different format and is actively used for various BDS activities. In 2013 the actives operation of BDS printing centre started. The state-of-the-art equipment allows for providing print-on-demand services to customers saving their time and efforts to obtain standards and other BDS deliverables. Discount prices for purchase of standards are offered to SMEs on various occasions, such as for participation in BDS seminars. Participants in BDS workshops and seminars are given the opportunity to buy standards at discount prices. Bundles of standards are sold at significantly reduced prices: - Collection of standards titled ISO 22000 Food safety management systems on CD. The CD is intended for all who want to implement systems that guarantee food safety, including: food producers, retailers, restaurants and catering companies, transport, storage and distribution companies, manufacturers of equipment, cleaning products, packing and materials coming into contact with food, etc.; - Two collections for the companies in the construction sector Eurocodes and Harmonized standards for construction products; - Collection of standards ISO 9000 Quality management systems on CD. The CD contains the most popular standards of ISO series 90000 and ISO 10000 translated into Bulgarian. - A collection is being prepared focusing on ISO/IEC 27000 Information technology Security techniques Information security management systems. The collection will assist SMEs to understand the fundaments and principles to improve protection of their information assets. SME Portal at BDS website In 2013 BDS improved its website along with the SME web-portal. New sections were added and additional information was included to raise the awareness of SMEs both in terms of participation in the standardization process and the use of standards. The portal helps SMEs better identify standards and use them to a greater extend. SMEs can also find the answers of all questions dealing with standardization and on how to participate in standards work. A new Information Centre on Standardization was opened at the Technical University of Sofia on 30 September 2013 with the official launching of the academic year. This is the first pilot project for establishment of information centres for standardization at the universities. The main objective is to extend and develop the cooperation between the Bulgarian Institute for Standardization (BDS) and the universities as the majority of Bulgarian society actually is not aware of the standards and doesn t use them in the everyday live. Our deep belief is that when the future experts and managers of enterprises are used to working with standards they will apply them in their future activities. 5.4 Others BDS took part in SMEST project and was a host organisation of two events. The first workshop as a part of SMEST held in 2009 and the second as a part of SMEST2 on April 5th, 2013. BDS representative participated in the final conference SMEs and standardization in Brussels on 28th of May 2013.

Page 6 of 6 At CEN-CENELEC SME Standardization Toolkit (SMEST) all stakeholders can find a link to BDS publications. The publications provide general information on standards and standardization and explain the benefits of using standards and are targeted to enterprises and business associations. Information could be found about some BDS initiatives related to SMEs in the CEN- CENELEC Newsletter devoted to the European SME week 2013. 6. Plans for 2014 BDS activities for 2014 in support of SMEs will be focused on the following priorities: - establishing strategic partnerships with public (non-governmental) organisations for exchange of information, guidance and attracting businesses, primarily SMEs, in the standardization process; - facilitating further the access of SMEs to the standardization process; - developing and offering to SMEs new bundles of standards which are of interest to SMEs; - organizing events: seminars and workshops, open-door days, conferences; - developing new services; - improving the dialogue with consumer organisations to encourage their involvement in the processes of application of standards. Standards always a step ahead : BDS will keep following its aim to encourage Bulgarian SMEs to take the first step in their great journey in the world of standardization and to lead them to achieve better business results and increase their competitiveness through standards.
