Purpose This is an information package with respect to a Rogers wireless communication structure installation. Rogers Communications Inc. proposes to install a newly designed wireless communications installation that will replace the existing Bell structure and will house cellular antennas while still maintaining the cross tower, the bells and the existing memorial on a site located near the intersection of Islington Ave. & Langstaff Rd. at St. Margaret Mary Catholic Church, 8500 Islington Avenue, Vaughan, ON. Based on an agreement reached in principle between the Pastor, the Finance Council of St. Margaret Mary Parish and Rogers Communications Inc. this site will provide the Parish with a steady income stream over a period of at least twenty years. This proposal has been reviewed extensively and approved by the Archdiocese and is satisfied that the proposal is in the best interest of the parish and has no negative impacts on the community. The lease agreement is pending on public comments and will be finalized by the end of business day on January 15, 2011. The Parish and Rogers Communications Inc. welcome public comments about this proposal, by mail, electronic mail, phone or fax, and will provide responses to your questions, comments or concerns in a timely fashion. Background & Coverage Requirement The selection of a wireless communications site works similarly to fitting a piece into a puzzle. In this case, the puzzle is a complex radio network. Client demand, radio frequency engineering principles, local topography and land use opportunities working in concert with one another direct the geography of our sites. In order to achieve a reliable wireless network, carriers must provide a seamless transmission signal to alleviate any gaps in coverage. Gaps in coverage are responsible for dropped calls, and unavailable service to clients. Rogers Communications Inc. would utilize the following proposed site location in order to provide high quality network signal for its high speed wireless voice and data network. Wireless communication carriers constantly strive to improve coverage and network quality for the sake of their clients. In the recent past, due to subscriber feedback, our Network Planning and Engineering departments have become aware of coverage deficiencies in signal density in the Islington Ave. and Langstaff Rd. of Vaughan. Vaughan is one of the continuous growth areas resulting in wireless coverage deficiencies which are recognized by the Rogers network. Rogers has surveyed the area of Islington Ave. & Langstaff Rd. and have identified a proposed site which will achieve the necessary engineering coverage objectives to satisfy the demands from its customers. Description of Proposed System The proposed site at St. Margaret Mary Catholic Church, 8500 Islington Ave., Vaughan is a wireless communications site, 19 metres tall, with cellular antennas hidden by decorative shroud. Rogers proposes to install (2) 7750.1st.0002.00 antennas on a 2-sectored 850/1900 MHz HSPA macro site installed at the height of 15.7 metres. The tower would provide wireless voice and data services for subscribers to the Rogers network. Shown on attached pages are photo simulations of the proposed installation for your review. 2
Canadian Environmental Assessment Act Rogers attests that the radio antenna system described in this notification package will comply with the Canadian Environmental Assessment Act. Health Canada s Safety Code 6 Compliance Rogers Communications Inc. attests that the radio antenna system described in this notification package will at all times comply with Health Canada s Safety Code 6 limits, as may be amended from time to time, for the protection of the general public including any combined effects of additional carrier collocations and nearby installations within the local radio environment. Engineering Practices Rogers Communications Inc. attests that the radio antenna system described in this notification package will be constructed in compliance with the National Building Code of Canada and comply with good engineering practices including structural adequacy. Municipal Requirements Wireless Communication Facilities are exclusively regulated by the Federal Government and as a result are not required to obtain municipal permits of any kind. Industry Canada s Spectrum Management Please be advised that the approval of this site and its design is under the exclusive jurisdiction of the Government of Canada through Industry Canada.
