DEVELOPMENT SERVICES SITE PLAN SUBMITTAL 2.2.3 Unified Development Code (UDC) Article 2, Applications, Procedures and Criteria provides the steps for applying the Unified Development Code standards to specific development applications. It includes the technical steps in the development review process and criteria for evaluating development applications. It is useful to anyone who may become involved in development review, including City staff, public officials, potential applicants and citizens. Applicable process and procedures are located in UDC 2.2.3 A pre-application is not required but is recommended. The pre-application conference may be used to discuss design and development concepts, applicable standards, and application requirements and procedures. SUBMITTAL REQUIREMENTS: Completed Master Application Form (original) signed by both owner and agent. Applicable Fees (non-refundable) payable to City Treasurer. One (1).pdf digital copy and two (2) hard copies of the site/landscape plan drawing: 24 x36 is preferred. (See checklist for drawing requirements.) Completed Drawing Requirement Checklist. Drainage Worksheet and/or Study. Two (2) hard copies and (1) digital copy (U.D.C., Article 3.2 and Appendix H). Recommend a pre-application meeting to discuss scope of worksheet or study requirements. Transportation Worksheet and/or Study. Two (2) hard copies and (1) digital copy (U.D.C., Article 3.1). Recommend a pre-application meeting to discuss scope of worksheet or study requirements. Open Space Approach, where applicable (6.6.3, 6.7.4, 6.8.3 or 6.9.3). Please provide a brief explanation of the approach taken on the open space requirement. This explanation may include identification of the type of open space being pursued as identified in Table 4-16 and identification of elements consistent with the Description, Size and Applicability described in the table as well as applicable location criteria as described in 4.4.5. In general the open space elements are applicable at the site level to most commercial and multifamily developments. This excludes development in Light or Heavy Industrial zones. Lighting Plan (U.D.C, Article 6.4). Sufficient information to demonstrate compliance with requirements. This includes locations and heights of parking lot lights, specifications for pedestrian lighting and cut sheets for all lighting including any building mounted lighting as well. Exterior building elevations where applicable, to include scaled drawings of all four sides including materials, texture and color variations. In general this is required for all commercial and multifamily except for Industrial uses in the Light or Heavy Industrial Zoning Districts. DEVELOPMENT SERVICES SITE PLAN SUBMITTAL 2.2.3 General Information and Acknowledgement 1. When a site plan is approved, meeting all current City requirements, the Development Office shall issue a Certificate of Review (COR) to the applicant and/or agent. A copy of the Certificate of Review must be presented to the appropriate permitting agency upon request for a building permit/zoning certificate. 2. An approved site plan is valid for a period of two (2) years from issue date of the COR. 3. Building permits for projects requiring Site Plan Review will NOT be issued without a Certificate of Review from the Development Office. 4. Engineered construction plans will NOT be reviewed for final approval until a Certificate of Review (COR) is issued, indicating approval of the submitted Site Plan. 5. I understand that the Site Plan approved by the Development Office represents a commitment by me to carry out the construction of the project as represented. Any and all modifications to the Approved Site Plan must be coordinated through the Development Office; at which time a determination will be made as to the need for an amended/revised Site Plan and/or additional Administrative or Board review. I also understand that the site will be examined during the final inspection for compliance with the Approved Site Plan of record. DEVELOPMENT SERVICES SITE PLAN MAP CHECK LIST 2.2.3 The drawing requirement checklist has been developed to give you a clear understanding of the minimum requirements for submitting your site plan map for review. This checklist is divided into categories. Each category lists the necessary information that shall be provided on the map drawing. Do not check the box unless the indicated information appears on the site plan. A complete and accurate site plan will facilitate efficient and productive review and comments. PLEASE NOTE: IF REQUIRED INFORMATION IS OMITTED OR MIS-REPRESENTED, YOUR SUBMITTAL WILL BE RETURNED WITHOUT REVIEW AND YOUR PROJECT MAY BE DELAYED. Show Sight Distance Triangles on the Site Plan and Landscape Plan. Reference Unified Development Code Article 4.3.5.c. The site plan must depict driveways and curb cuts that are within at least 100 on collectors and at least 200 on arterials. Driveways opposite the site s driveway should also be provided. DETAILED SITE INFORMATION: Computation table to include the following: Total site area Total building area Total parking/paved area(s) Detailed parking requirements (requirements by use, UDC 6.2.4) Dimension, height and setbacks of existing building(s) if they are to remain on site.
