Population Figures Methodology June 018
1 Introduction The Population Figures statistical operation has the purpose of providing every six onth a quantitative easureent of the population with regular residence in Spain in each Autonoous Counity and in each province (or island for island provinces) at 1 January and 1 July each year starting in 01 broken down by se year of birt age country of nationality and country of birth. This operation is integrated within the European legislative fraework governed by Regulation (EU) No 160/013 of the European Parliaent and the Council on European deographic statistics. The Population Figures aintain total inter-territorial and deographic consistency which iplies the coplete coherence of their results with those provided in the Vital Statistics and the Migration Statistic at all breakdown levels considered. This operation thus enables the analysis of deographic change fro the perspective of any of its coponents (birth deaths and igrations). The 011 Population Census establishes the starting point of this operation given that it sets the figures for the resident population on the census date (1 Noveber 011). As of the Censu and in coherence with it the INE has prepared the 001-011 Intercensus Population Estiate whose results reach 1 January 01 linking with the series of population figures provided by the previous Censuses and Intercensus Estiates. All the above constitutes the historical statistical series of population figures for Spain. Thus beginning in the year 01 the Figures are obtained for the Population resident in each Spanish province (or island) at 1 January of year t through an accounting of deographic events (birth death foreign and doestic igration and acquisition of Spanish nationality by the foreign population). In this way the Population Figures constitute synthesis statistic whose results will be obtained fro the data provided by other statistical operations and inforation sources. Specifically: - The 011 Population Censu as the starting point of the results series. - The Vital Statistic as a source of data on births and deaths. - The Migration Statistic which will provide the data on foreign and doestic igration. - The records fro the Civil Registry on the acquisition of Spanish nationality fraed in the Statistics on Acquisition of Spanish Citizenship of Residents since 013. Population figures are not only first-rate inforation for depicting a society but also an essential cog in the achine of the statistical syste. Both the generalization of the statistical production by using data for saple surveys and the calculation of various statistical indicators are carried out by using the population figures of the reference period (year quarter). Because of thi although the population figures are disseinated every six onth the ain
population series are produced quarterly by using the latest deographic data available. Definitions and concepts Resident population: the population resident in a given geographical scope is defined as those persons who on the reference date have established their regular residence therein. Regular residence 1 is understood to be that place where a person norally spends her/his daily rest period not including teporary absences due to travel for leisure holiday visits to relatives and friend busines edical treatent or religious pilgriage. Nevertheles it is iportant to highlight that only regular residents in a district will be considered: - Those who according to the previous definition would norally have lived therein for a continuous period of at least 1 onths. - Those who according to the previous definition would have established their regular residence therein less than 1 onths ago but with the intention of reaining therein for at least one year. Nationality: legal link between an individual and a State acquired by birth or naturalisation if it is by declaration or acquired by choice arriage or other ter according to the national legislation. This refers to the nationality at the reference date classified as Spanish so long as the individual has said nationality though s/he any have others as well. Place of birth: country of regular residence of the other at the tie of birth. 3 Calculation ethod The figures are calculated broken down by se year of birt age nationality and country of birt and derived fro the Population Figures at 1 January t 1 (or the results fro the Intercensus Population Estiates at 1 January 01 in the starting year) and occurring throughout the year t 1. With thi it is possible to guarantee total consistency of the inforation relating to deographic flow and population stock in all of the territorial levels considered. 1 Definition of regular residence established in Regulation No 763/008 of the European Parliaent and of the Council on population and housing censuses and Regulation No 160/013 of the European Parliaent and the Council on European deographic statistics. In June 017 a correction was applied to the population aged 100 and over at 1 January 016 which had been published as definitive since there was evidence that it had been over-estiated. This correction was carried out with the iproveents in the cross-data coparisons of the historical death files and of the population register with the different adinistrative registers. Due to the design of the calculation ethod itself all the populations subsequently obtained initially taking the corrected population as a starting point will iplicitly include this correction. 3
In general the Population Figures at day 1 of each onth in a given year t are derived fro the Population Figures at day 1 of the previous ont 1 according to the following expressions: P P N D I E 1 1 1 1 1 Spain Spain Spain Spain Spain Spain Ii Ei Nac 1 1 1 hsxspain hsxspain hsxi i Spain P P 1 N 1 D 1 I 1 E 1 Ii 1 Ei 1 Nac if i Spain. Where: 1 P is the population resident in province h of Spanish nationality of sex Spain s year of birth x and country of birth at day 1 of. P h is the population resident in province h of sex s year of birth x country of nationality i and country of birth at day 1 of. N h are the births to woen residence in province h of sex s year of birth x country of nationality i and country of birth occurring throughout t ( N 0 if x t ). D h are the deaths of residents in province h of sex s year of birth x country of nationality i and country of birth occurring throughout. I h are the iigrations fro abroad in province h of persons of sex s year of birth x country of nationality i and country of birth occurring throughout. E h are the eigrations abroad of residents in province h of sex s year of birth x country of nationality i and country of birth occurring throughout. Ii are the iigrations fro the rest of Spain in province h of persons of h i sex s year of birth x country of nationality i and country of birth occurring throughout. Ei are the eigrations to the rest of Spain of residents in province h of sex s year of birth x country of nationality i and country of birth occurring throughout. 4
Nac are the acquisitions of Spanish nationality of residents in province h of h i persons of sex s year of birth x country of nationality i and country of birth occurring throughout. Note: subindex h refers to the province or island for island provinces. Figures by age ste fro the figures resulting of this proces under the hypothesis of unifor distribution of the effect of each phenoenon in each generation between the exact ages individuals of each generation will be at soe point of the year. In June 017 a correction was applied to the Population Figures as at 1st January 016 for those aged 100 and above based on iproveents in census links with historical death records and various adinistrative registers. The Population Figures published fro then onwards contain this correction which is perfored in an integrated way with the calculation process and is applied to the population that will turn 100 years old in each period. This iplies the need to introduce a sall adustent ite to be able to explain the population increase as a su of its coponents (birth death iigration eigration and adustent). Lastly and as necessary an adustent is carried out regarding the beginning foreign igratory flow for the purpose of guaranteeing total consistency between the population stocks and deographic flows occurring. 4 Disseination of results The disseination of the Population Figures - and of inforation regarding birth deaths and igrations - takes place twice a year: - In the onth of June each year t the provisional Population Figures are published at 1 January t and 1 July t 1 (the latter update provisional figures whic for the sae date were provided in the previous onth of Deceber). - In the onth of Deceber each year t the following is published: o The final Population Figures at 1 January t and 1 July t 1. o The provisional Population Figures at 1 July t. 5
