Objectives Establish a platform for our scientist, academics, engineers, researchers and students to engage in an in depth discussion and productive exchange of ideas and experienceswithcolleaguesinapeconhowbestwecanwork together and complement each other in mobilizing our higher education institutions as engines for innovations in science and technology. Explore best possible ways of utilizing higher education to address challenges, propose and arrive at solutions in relation to the three themes. Expected Outputs The Dialogue will result in the formulation of a Joint Statement strengthening multi lateral cooperation on advancing science and technology in higher education in the APEC economies towards developing the 21 st century innovators for science and technology. The Joint Statement will embody the various strategies and actionable steps such as : 1. Cross Border Education and Inter University Collaborations 2. S&T Mobility Card: Talent Mobility for Scientist and Expert Researchers ; and 3. Capacity Building through Twinning Programs (Joint and Double Programs for Ph.D. degrees in Science and Technology, Engineering, Agriculture and Marine Sciences and Fisheries). 4

Joint Statement (First draft as of 11 th May 2015 ) 2015 APEC High Level Policy Dialogue on Science and Technology in Higher Education 1. We, the APEC high level representatives responsible for policy and partnership in science, technology and education and building human resources in higher education, science and technology, and research and development as well as representatives from trade and industry, and other representatives from business and academia, met in Manila, Philippines on July 6 and 7, 2015 for the APEC High Level Policy Dialogue on Science and Technology in Higher Education with the theme, Developing 21 st Century Innovators for Sustainable and Inclusive Growth. 2. We met under the theme of APEC 2015 Philippines. 8
