Horizon 2020 and standardization In COM/2011/0808 final Horizon 2020 - The Framework Programme for Research and Innovation : Stronger support will be given to the market take-up of innovation, including by the public sector. This will include more proof-of-concept, piloting and demonstration. It will involve a better use of the potential of research infrastructures, as well as setting technical standards, pre-commercial procurement and strengthened loan and equity financing. Standards in Horizon 2020 Calls Screening of the calls for proposals (Dec 2014) identified standardization in 31,7% of topics as follows: Mapping of relevant standards Standardization gap analysis Development of new standards Development and implementation of standardization roadmaps (may include international cooperation) Etc Even if not specifically mentioned in the call standards can be identified by project proposers. Horizon 2020 calls (2014/15) extracts SPIRE-04-2014: Methodologies, tools and indicators for cross-sectorial sustainability assessment of energy and resource efficient solutions in the process industry BG-06-2014: Delivering the sub-sea technologies for new services at sea Scope: Strategies should be proposed to work with value chain partners, public authorities and final users, in particular to meet expectations in terms of relevant sustainability assessment (e.g. standards, labelling), and create a broad range of options to raise awareness levels and understanding of sustainability. Collaboration with standardisation bodies should be addressed. Scope: Where relevant, activities should cover the development of European standards. EeB-01-2014: Materials for building envelope NMP-06-2015: Novel nanomatrices and nanocapsules Scope: Standardisation aspects can be considered particularly in relation with the work carried out in CEN/TC 350. Scope: Safety considerations and contribution to standardization should be an integral part of the projects. Expected impact: Identification of gaps in standards, paving the way for future pre-normative activities in the field. H2020-SFS-2015-1 Sustainable Food Security Specific Challenge:. In particular there is a need for the development, validation and pre- as well as co-normative activities followed by the standardization of a method for the assessment of the organoleptic characteristics based on. Do you need standards? Will your R&D results need to be compatible and interoperable with other technologies? Do you intend to bring your research results to the market? Will you need to ensure reliability and comparability of your R&D activities or results? Does your project intend to have a long-term impact? Do your results have a potential European or international market application? Would you like to display some kind of mark of product or process quality? Will any products or processes arising from your project be of interest for public procurement? Will you need to reassure consumers and others regarding the safety of your innovation? Steps for a project proposer The support a CEN or CENELEC member gives to the standardization process as part of a research project can be broken down into: Step 1 Analysis of standardization potential (state of the art, overview etc) Step 2 Identification of gaps and proposal for new standardization work (input to existing work, new standards, roadmaps etc) Step 3 Links with ongoing standardization (Project Liaison Organization if applicable) Step 4 Guidance on the general standardization process Step 5 Publication of the final deliverable (note: CEN- CENELEC keep copyright!) CEN-CENELEC 2014-10

Project Funding Support can go to participation in the Technical Committee of an existing European standard with the goal of injecting innovative elements in the standard Funding can be provided to finance preparatory and accompanying work for developing new standards, or project and/or independent experts' participation in a technical committee's work A Project Liaison can be financed as part of the project allowing for a representative of the project to participate in plenary meetings of the relevant Technical Committee and contribute to the work CEN-CENELEC 2014-11

Good practice for proposers Step 1 establish contact with your National Standardization Body (AENOR, DIN, SFS etc) Step 2 identify relevant Technical Committees for the research proposed Step 3 understand the role of standardization Step 4 express your needs on standardization (what do you want to standardize?) Step 5 create partnerships (project proposer and National Standardization Body) or get info at ETPIS event CEN-CENELEC 2014-12

Influencing Standardization Project funded under FP7 PantoTRAIN: Pantograph and Catenary Interaction Research: proposal to extend EN 50367 pantograph homologation procedure to different catenary systems by numerical simulation has been made proposal to extend TSI HS ENE procedure by the use of simulation for pantograph characteristics has been made CEN-CENELEC 2014-13

Driving Standardization Project funded under FP7 SustainValue: Sustainable Value Creation in Manufacturing Networks Research on new industrial models for a sustainable and efficient production. Standardization: The project developed a Workshop Agreement covering good-practices for developing business models, governance models, sustainable solutions and performance management for existing and new sustainable production and service networks. The CWA was published in summer 2014. CEN-CENELEC 2014-14
