July 17, 2017 Call to Order The Board of Governors meeting was called to order at 9:30 a.m. by Board of Governors President Cecilia V. Estolano. Roll Call The following board members were present on Monday, July 17, 2017: Joseph J. Bielanski, Jr., Scott Budnick, Connie Conway, Eman Dalili, Tom Epstein, Cecilia V. Estolano, Danny Hawkins, Pamela Haynes, Man Phan, Gary Reed, Valerie Shaw, Nancy Sumner Pledge of Allegiance Led by Board of Governors member Valerie Shaw RECOMMENDED ACTION: It is recommended that the Board of Governors approve the July 15, 2017 meeting minutes as presented.

President s Report President Cecilia V. Estolano Attended the Foundation for California Community Colleges (FCCC) Board meeting at Los Angeles City College. Witnessed depth and breadth of the programs the FCCC administers and the relationship between the FCCC board and the Chancellor s Office. Saw finalization of the draft of the Strategic Vision. Chancellor s Report Chancellor Eloy Ortiz Oakley Thanked all of the 114 colleges for all they did to close out another year of instruction. Thanked Governor Brown for the support of our students through the signing of the budget. Thanked Vice Chancellor Mario Rodriguez for his work on the budget. Holding an event on Thursday, July 20 at the State Capitol that will highlight Career Technical Programs. Thanked Vice Chancellors Van Ton-Quinlivan and Paul Feist for their work on the event. Advised that we have a new student board member, Alex Walker-Griffin who will be present at the September meeting. Thanked Vice Chancellor Pam Walker for her service to the system. Introduced Laura Hope who will be the new Executive Vice Chancellor of Student Services. Announced new and re-elected members of the Student Senate of California Community Colleges. Thanked everyone who contributed and participated in the forming the system strategic vision. Thanked Sandy Fried, Amy Supinger and Camille Esch for their contributions. Consent Calendar Item 1.1 Approval of the Minutes Presented by: Deputy Chancellor Erik Skinner This item requested approval of the May 15, 2017, meeting minutes. Nancy Sumner moved approval of the Consent Calendar, Pamela Haynes seconded the motion. The vote was unanimous in support of the motion. Action Calendar Item 2.1 Approval of Contracts and Grants Presented by: Deputy Chancellor Erik Skinner This item recommended that the Board of Governors approve entering into the contracts and grants described in the July 2017 agenda. Scott Budnick moved approval of entering into the contracts and grants described in the July 2017 agenda as amended, Danny Hawkins seconded the motion. The vote was unanimous in support of the motion.

Item 2.2 Amended Expenditure Plan for SB 1402 Economic & Workforce Development Programs Presented by: Vice Chancellor Van Ton-Quinlivan This item requested approval for an incremental $8,000,000 augment for the 2016-17 Economic & Workforce Development program expenditure plan. Gary Reed moved approval of the program expenditure plan, Eman Dalili seconded the motion. The vote was unanimous in support of the motion. Joseph Bielanski, Jr., Nancy Sumner Item 2.3 Guided Pathways Grant Program Presented by: Vice Chancellor Theresa Tena This item requested the Board of Governors approve the allocation formula for the Guided Pathways Grant Program outlined in the Education Trailer Bill (Senate Bill 85, Chapter 23, Statutes of 2017). Danny Hawkins moved approval of the allocation formula for the Guided Pathways Grant Program, Joseph Bielanski, Jr. seconded the motion. The vote was unanimous in support of the motion. Scott Budnick moved approval of recognizing Compton College as an accredited college within the California Community College system, Cecilia Estolano seconded the motion. The vote was unanimous in support of the motion. Nancy Sumner moved approval of the strategic vision, Man Phan seconded the motion. The vote was unanimous in support of the motion. Walker This item was a second reading of proposed regulations amending provisions of the California Code of Regulations. Danny Hawkins Item 2.10 California Community Colleges 2018-19 Five-Year Capital Outlay Plan and the Annual 2018-19 Capital Outlay Spending Plan Presented by: Vice Chancellor Mario Rodriguez This item requested approval of the California Community Colleges 2018-19 Five-Year Capital Outlay Plan prepared pursuant to the requirements of Government Code sections 13100-13102 and Education Code sections 67500-67503 and the 2018-19 Capital Outlay Spending Plan. Pamela Haynes, Valerie Shaw Information and Reports Calendar Item 3.1 Overview of the Enacted 2017-18 Budget Presented by: Vice Chancellor Mario Rodriguez This item presented an overview of the 2017-18 State Budget approved by the Governor as it relates to the California Community Colleges. Joseph Bielanski, Jr., Danny Hawkins, Pamela Haynes, Man Phan, Nancy Sumner Item 3.2 State and Federal Legislative Update Presented by: Vice Chancellor Laura Metune This item provided an update on recent state and federal activities. Tom Epstein, Pamela Haynes, Valerie Shaw, Nancy Sumner Item 3.3 Board Member Reports Board members report on their activities since the last board meeting. Joseph Bielanski, Jr. Provided an update on former student board member, Colin Van Loon, who graduated from University of California, Berkeley with a 4.0 GPA and has been admitted to Stanford Law School to study International Law. Attended the Academic Senate Curriculum Institute; thanked CCCCO staff who presented. Thanked Pam Walker for her service to the system.

Scott Budnick Visited a supportive housing project in partnership with Los Angeles Trade Tech College (LATTC) where twenty-two formerly incarcerated students live and attend LATTC. Also visited Kern Valley State Prison and Corcoran Prison and observed several Bakersfield College classes. Bakersfield College is currently in eight prisons offering thirty-three classes and will be offering 100 classes by spring 2018. Met with Laura Hope about programs offered by Chaffey College. Connie Conway Happy to be back following elective surgery. Eman Dalili Congratulated Compton Community College on achieving accreditation. Congratulated all of the new Student Senate for California Community Colleges members and new student board member Alex Griffin on his appointment to the board. Pamela Haynes Participates on a joint Workforce Advisory Board, which includes three members of the Board of Education; excited about the discussions going on with the group. Hoping that the time to completion will shorten as we implement the strategic plan. Trustees need to be involved with curriculum. Thanked Pam Walker for her service to the system. Man Phan Attended Online Teaching Conference. Learned that retention rates of shorter online courses is higher than that of the longer sixteen-week courses. Discussed Financial Aid pilot program with Stacy Cook. Will possibly hold a summit in the fall in conjunction with CSU on student homelessness. Nancy Sumner Gave one veteran scholarship to Glendale City College and three to Pasadena City College. The veteran suicide prevention activity, Not on Our Watch is coming up in September.
