V. Louise McCarren Ms. McCarren has spent most of her checkered career working in regulation, both as a regulator and an executive of regulated companies. Most recently 2003-2010 she was the CEO of the Western Electricity Coordinating Council, a Utah corporation responsible for the reliability of the Western Power Grid, including regulatory compliance, reliability coordination, transmission planning and renewable energy credit accounting. Prior to that she was the Verizon State President for Vermont and Verizon Managing Director for State Regulatory Planning. She was Chair, Vermont Public Service Board 1981-1987, Commissioner of the Department of Public Service 1991 and partner in the firm Sheehey Furlong and Behm. She received her JD from the University of California, Los Angeles. Don Einhorn Don Einhorn is an attorney with the Vermont Agency of Natural Resources. His primary duties involve representation of the Agency before the Public Service Board in connection with gas and electric utility generation and transmission projects under Section 248. He received a B.A. from Villanova University and a J.D., cum laude, from Widener University School of Law where he was President of the Environmental Law and Policy Society. Before coming to Vermont, he practiced law in New Jersey and Pennsylvania with an emphasis on representing public sector clients in the areas of environmental law, open space preservation, infrastructure construction projects, contracts and land acquisitions. He was also executive director of the South Branch Watershed Association, a nonprofit organization founded in 1959 with a water-resources based mission focused on water quality, environmental education, stewardship and land preservation. Don previously served as the Brownfields Project Manager with the Vermont Department of Environmental Conservation. In that capacity, Don was involved in the drafting and enactment of the State s Brownfields Reuse and Environmental Liability Limitation Act, and was a contributing writer to the legal practice series Brownfields Law and Practice: The Cleanup and Redevelopment of Contaminated Land published by Mathew Bender & Company, Inc., a member of the LexisNexis Group. Peter Zamore Peter Zamore has been a director in the firm of Sheehey Furlong & Behm P.C. since 2001. He previously was General Counsel to Green Mountain Energy Company (1997-2000), General
Counsel to Green Mountain Power Corporation (1995-1997), an associate, then partner in Sheehey Brue & Gray (1984 1995), Special Counsel to the Vermont Department of Public Service (1981-1984) and Special Counsel to the Vermont Public Service Board (1979-1981). He graduated from Marlboro College in 1974 and from Vermont Law School in 1979. He specializes in regulated industries. He has represented telecommunications providers (landline and wireless), energy companies (electric and gas) and cable television systems in regulatory proceedings, in litigation, and in transactions, including power supply contracts, and acquisitions and sales of business units. Don Rendall Don Rendall has served as a Vice President and General Counsel of Green Mountain Power in Vermont since 2002. He leads the company s financial strategic planning, regulatory and legal affairs. Green Mountain Power serves 260,000 customers, almost 75% of Vermonters. Green Mountain Power completed construction of the Kingdom Community Wind project in Lowell, Vermont in 2012. Green Mountain has launched its commitment to make the City of Rutland the solar capital of New England. Green Mountain, together with other Vermont electric service providers, has built one of the country s most innovative smart grids. Green Mountain works with customers, stakeholders and state regulatory agencies to provide and encourage renewable energy generation choices for customers and communities. Prior to joining Green Mountain Power, Don practiced law in Burlington Vermont at Sheehey Furlong & Behm in Burlington. Before joining Sheehey, Don served as an Assistant U.S. Attorney in Rutland and as an associate attorney at Jenner & Block in Chicago. Don is a graduate of Dartmouth College and Duke University Law School. Don has served as President of the Vermont Bar Association, President of the Board of Directors of the United Way of Chittenden County, and Chair of the Board of Directors of the Lake Champlain Regional Chamber of Commerce. Billy Coster Billy Coster is the senior planner and policy analyst for the Vermont Agency of Natural Resources where, amongst other responsibilities, he works with ANR s litigation team to coordinate the Agency s participation in Section 248 dockets related to large, complex projects including utility-scale wind, solar and biomass energy generation facilities. Billy recently served as ANR staff to the Governor s Energy Generation Sitting Policy Commission and has worked on a number of energy-related policy and legislative initiatives. Prior to joining ANR, Billy was
the conservation policy and stewardship director at the Vermont Housing and Conservation Board. A graduate of Middlebury College, Billy lives in Morristown where he serves as a director of the Stowe Land Trust and is a past member of both the Stowe and Morristown conservation commissions. Jon Groveman Jon currently serves as General Counsel of the Vermont Agency of Natural Resources. He received a B.A. in Psychology from SUNY Binghamton in 1988 and his J.D. from Quinnipiac College School of Law in 1991. Jon has served as Legal Counsel to the New York City Department of Environmental Protection, as Land Use Attorney for the Vermont Agency of Natural Resources, as Director of the Law Center for the Vermont League of Cities and Towns the Executive Officer of the Vermont Water Resources Board and most recently as General Counsel and as Water Program Director for the Vermont Natural Resources Council, until leaving VNRC to take the position of General Counsel of the Vermont Agency of Natural Resources. Jon lives in Marshfield with his wife Nancy and his son Gabriel. June Tierney June Tierney has served on the staff of the Vermont Public Service Board since 2008, first as a hearing officer, and more recently as the general counsel to the Board. Prior to working at the Board, June served as an attorney in the Public Advocacy Division of the Vermont Department of Public Service (2001-2008). A 1986 graduate of Boston University (journalism) and a 1993 graduate of Vermont Law School, June began her legal career as a law clerk to Justice James L. Morse on the Vermont Supreme Court. Thereafter, she practiced law as an associate at Davis Polk & Wardwell in New York City (1994-1997), specializing in securities fraud litigation, white collar crime defense and corporate internal compliance investigations. Following her return to Vermont in 1997, June continued to litigate and to counsel clients on internal compliance matters in private practice (1997-2001). Prior to her career as a lawyer, June served four years on active duty as a commissioned officer in the United States Army, where she specialized in human resources management and developed a facility for parsing complex regulations for the benefit of soldiers in need of compassion and pragmatic solutions. Michael Dworkin Michael Dworkin is Professor of Law and Director of the institute for Energy and the Environment at Vermont Law School (the top-ranked environmental law program in the United States). He is a Director of LELCO, Vermont s electricity transmission company, and of VEIC, which manages Vermont s energy-efficiency programs. Michael is also an adjunct professor and
Ph.D. reviewer for Carnegie Mellon University s program on Engineering & Public Policy and he is the 2013 CEREL Visiting Professor at Te Piringa Faculty of Law at the University of Waikato. Michael has been the Chairman of the Vermont Public Service Board, a Director of the American Council for an Energy Efficient Economy and a Director on the Executive Committee of the Electric Power Research Institute. He has also been Chairman of the National Association of Utility Regulators ; Committee on Energy Resources and the Environment, President of the New England Conference of Public Utility Commissioners, a managing partner in a telecommunications engineering firm, an administrative law judge, an appellate litigator for the U.S. Environmental Protection Agency, and a law clerk for the District of Columbia Court of Appeals. In 2003, on behalf of Efficiency Vermont, Michael received the Kennedy School of Government award for Innovations in American Government. He has also received the U.S. EPA Bronze Medal for outstanding contributions to protection of human health and the environment. And, in 2008, Michael was awarded the Kilmer Award for sustained Contributions to Good Government, Clean Energy, and the Environment. A summa cum laude graduate of Middlebury College and a cum laude graduate of the Harvard Law School, Michael lives in East Montpelier, Vermont, where his neighbors have elected him as Moderator of Town Meeting each of the last nine years. Michael often says that: If you care about the environment, energy policy is the most important influence you must consider and, if you care about energy policy, environmental realities are the most important constraint you must face. David Mullett David Mullett is the General Manager of Vermont Public Power Supply Authority ( VPPSA ), a statutorily created joint action agency with twelve Vermont municipal electric member systems. He served as Special Counsel for the Vermont Public Service Department, and later as Associate General Counsel of the Public Service Board, during the late 1980s, and thereafter practiced utility law for many years prior to assuming his current position in 2010. Richard Saudek Richard Saudek is a partner in the law firm of Cheney, Saudek & Grayck, P.C. in Montpelier where his practice focuses on municipal and energy law and civil litigation. His current practice
includes representation of municipalities and other parties in proceedings involving the siting of energy facilities. Richard Saudek served as Counsel to the Public Service Board from 1974-1976; as Chair of the Public Service Board from 1977-1981; as Commissioner of Public Service from 1981-1985 (first Commissioner after the split of the Board and DPS); and from 1985-present, has been in private practice at the firm of Cheney, Brock & Saudek and more recently Cheney, Saudek & Grayck. Prior to 1974 Mr. Saudek practiced law in New York City. Mr. Saudek helped draft the laws creating the Department of Public Service in 1981. He was instrumental in creating the divisions of power planning, public advocacy and consumer affairs within the Department. As Commissioner of the Department, Mr. Saudek negotiated the first long term power contract between the State of Vermont and Hydro Quebec. He was instrumental in planning and developing the transmission connections between the state of Vermont and the Province of Quebec while ensuring the viability of the transmission links with New York State and southern New England. Judith L. Dillon Senior Legal Counsel, Vermont Agency of Natural Resources Judith Dillon regularly appears before the Public Service Board and the Environmental Division of the Vermont Superior Court. Judith has worked on a number of large wind and other renewable energy projects before the Public Service Board. Judith represented the Agency in the appeal before the Public Service Board of the various water permits the Agency issued for the Kingdom Community Wind Project in Lowell, Vermont. Judith has also has worked as an Assistant Attorney General representing the Agency of Transportation where she shepherded major transportation projects through the permitting process. Judith is part of the adjunct faculty at Vermont Technical College where she teaches Environmental Law. Before joining public service, Judith worked with the Burlington law firm Lisman & Lisman, now Lisman & Leckerling, representing clients in family, employment and general litigation matters. Judith is a graduate of the University of Vermont and Vermont Law School, where she served as Managing Editor of the Vermont Law Review. Judith s community involvement includes serving as the Chairperson of the Twinfield Together Mentoring.
