REGULATION 96-01 OF MAY 13 TH, 1996 RELATING TO THE ISSUE AND PUTTING INTO CIRCULATION OF A BANKNOTE OF (500) FIVE HUNDRED ALGERIAN DINARS The Governor of the Bank of Algeria, Whereas Law 90-10 of April 14 th, 1990 relating to Money and Credit, namely to the provisions of its book I, and its Articles 44, Paragraph a, 47 and 107; Whereas the Presidential Decree of July 21 st, 1992 relating to the appointment of the Governor of the Bank of Algeria; Whereas the Presidential Decrees of May 14 th, 1990 relating to the appointments of the Vice-Governors of the Bank of Algeria; Whereas the Executive Decree of July 1 st, 1991 designating the Regular Members of the Council of Money and Credit and their substitutes; Whereas Regulation 92-06 of May 21 st, 1992 relating to the creation of a series of banknotes with an Algerian dinar value of (1000) one thousand, (500) five hundred, (200) two hundred, (100) one hundred and (50) fifty Further to the Resolution of the Council of Money and Credit of March 13 th, 1996 promulgates the Regulation the content of which follows: Article 1: Under Regulation 92-06 of May 21 st, 1992 relating to the creation of a series of banknotes with an Algerian dinar value of (1000) one thousand, (500) five hundred, (200) two hundred, (100) one hundred and (50) fifty, the Bank of Algeria has issued a banknote with an Algerian dinars value of (500) five hundred. This new banknote shall be put into circulation further to the promulgation of this Regulation. Article 2: The special peculiarities, namely, the detailed specifications of this banknote shall be outlined as follows:

1. Dimensions: Diameter 150 mm x 71,7 mm Vignette: 110 mm x 61,7 mm 2. Tonality: Reddish brown 3. PAPER: Watermarked banknote type paper, mass dyed with light pink colour 4. Description: A- General theme: History of Algeria Period of the Islamic penetration B- Recto: in (3) three juxtaposed colours. 1. Security background: consisting of geometrical figures, graphical numismatic chequered patterns micro-prints, pieces of writing and decorative illustrations of the concerned period. The security background covers the vignette area and the watermarked strip. 2. Vignette: It represents a battle scene between the Numidian army and the Roman army 3. Pieces of writing in national language. Bank of Algeria Five hundred dinars 4. The figure 500 is located horizontally on the top right and left bottom angles of the vignette 5. Signatures 6. Figures 7. Date C-Verso: in (3) three juxtaposed colours. 1. Security background: Consisting of geometrical figures, graphical numismatic chequered patterns, micro- prints, pieces of writing and decorative illustrations of the concerned period. The security background covers the vignette area and the watermarked strip

2. Vignette: it shows decorative illustrations from the Numidian landscape 3. Pieces of writing in national language Bank of Algeria Five hundred dinars 4. Figures 500 located horizontally on the two top right and bottom left angles of the vignette. 5. Watermark: continuous inside a vertical strip located on the left side of the banknote RECTO, and the right side VERSO. The watermark shows heads of the Elephant. 5) Piece of writing in national language Article 197 of the Criminal Code punishes the forgers 6. Security thread: a Window Thread type, micro-printed appearing on the right central part of the recto in alternating silvery bright and dark areas. Article 3: The new banknote shall be circulated concomitant with those of the former series. Whereas the Presidential Decrees of May 14 th, 1990 relating to the appointments the Vice-Governors of the Bank of Algeria; Whereas the Executive Decree of July 1 st, 1991 relating to the appointment of the regular members of the Council of Money and Credit and their substitutes; Whereas Regulation 92-06 of May 21 st, 1992 relating to the creation of a series of banknotes of (1000) one thousand, (500) five hundred, (200) two hundred, (100) one hundred and (50) fifty Algerian dinars; Further to the Resolution of the Council of Money and Credit of March 13 th, 1996 promulgates the Regulation the content of which follows: Article 1: Under Regulation 92-06 of May 21 st, 1992 relating to the creation of a series of banknotes with an Algerian dinar value of (1000) one thousand, (500) five hundred, (200) two hundred, (100) one hundred and (50) fifty, the Bank of Algeria has issued a banknote of (200) two hundred Algerian dinars This new banknote shall be circulated further to the promulgation of this Regulation. Article 2: The special peculiarities, namely, the detailed technical specifications of this banknote shall be outlined as follows:

1. Dimensions: - Diameter: 140 mm x 71,7 mm - Vignette: 100 mm x 61,7 mm 2. Tonality: Reddish purple 3. Paper: Watermarked banknote type mass-dyed with a light pink colour. 4. Description: A. General theme: the History of Algeria, Period of the Islamic penetration. B. Recto: 3 colours placed side by side. 1. Security background: Consisting of geometrical figures, graphical numismatic micro- prints pieces of writings and decorative illustrations of the concerned period. The security background covers the vignette area and the watermarked strip. 2. Vignette: It represents a sight of a Koranic lecture scene in a traditional school as well as kalam (symbols of the Islamic penetration in Algeria as they were at the beginning of the Koranic message) 3. Pieces of writing worded in national language. Bank of Algeria Two hundred dinars 4. Figures: 200 placed horizontally on the top right left angles and on the vignette. 5. Signatures 6. Numbers 7. Date C. Verso in (3) three juxtaposed colours 1. Security background: Consisting of geometrical figures, graphical numismatic chequered patterns, micro-prints, pieces of writing and decorative illustrations of the concerned period.

The security background covers the vignette area and the watermarked strip area. 2. Vignette: It shows decorative illustrations and symbols from the Koranic message (Mosque- 7 concentric circles, symbolising the 7 juxtaposed heavens olive and fig branches). 3. Pieces of writing worded in national language. Bank of Algeria Two hundred dinars 4. Figures: 200 placed horizontally on the top right and bottom left angles of the vignette. 5. Pieces of writing in national language Article 197 of the Criminal Code punishes the infringers 5. Watermark: Continuous inside a vertical strip located on the top left side of the banknote and verso, on the right side. The watermark represents heads of elephants. 6. Security thread- a WINDOW THREAD type, micro-print, appearing on the right central section of the recto, in silvery alternating light and dark areas. The thread can be seen through transparency either on the recto or verso side. Article3: The new banknotes shall be put into circulation simultaneously with those of the previous series. This new banknote shall be circulated further to the promulgation of this Regulation Article 2: The special peculiarities, namely, the detailed technical characteristics of this banknote are defined as follows:

1. Dimensions: Diameter: 130 mm x 71, 7 mm Vignette: 90 mm x 61, 7 mm 2. Tonality: blue 3. Paper: A watermarked banknote type paper all coloured in light blue 4. Description: A. General theme: the History of Algeria, period prior to the colonial invasion. B. Front Side: in (3) three juxtaposed colours. 1. Security background: Formed of geometrical illustrations, guilloche, micro-printings and in graphic numismatic, texts and ornamental designs of the concerned period. The security background covers the vignette area and the watermarked band. 2. Vignette: It represents a scene of El Harach battle (1775): victory of the Algerian army against the Spanish invading army. 3. Pieces of writing in national language. Bank of Algeria One hundred dinars 4. Figures 100 written in a horizontally on the right top left bottom angles of the vignette. 5. Signature 6. Figures 7. Date C. Back side: in (3) three juxtaposed colours. 1. Security background: composed of geometrical illustrations, guilloche, micro-printings and, in graphic numismatic, texts and ornamental designs of the concerned period. The security background includes the vignette area and the watermarked band.

2. Vignette: It reproduces scenes of the concerned period (in medallion cavalryman brandishing a sword- at the core: Elements of the Algerian navy thrown into a naval battle) 3. Pieces of writing in national language. Bank of Algeria One hundred dinars 4. Figures 100 written on a horizontally on the top right angle and the bottom right angle of the vignette. 5. Written in the national language Article 197 the Criminal Code punishes the forgers. 5. Watermark: in continuous line, inside a vertical band situated on the left side of the banknote on the front, and on the right side at the back. The watermarked reproduces weaved heads of gazelles 6. Security thread: a Window-Thread type, micro-printing, appearing in alternatively silvery bright and dark areas on the left centre side of the recto. The tread is visible through transparency on both front and back sides. Article3: The new banknotes shall be put into circulation simultaneously with those of previous series. REGULATION 96-04 OF MARCH 13 TH, 1996 RELATING TO THE CREATION, ISSUE AND PUTTING INTO CIRCULATION OF A METALLIC COIN OF (100) ONE HUNDRED ALGERIAN DINARS The Governor of the Bank of Algeria, Whereas Law 90-10 of April 14 th, 1990 relating to Money and Credit, namely to the provisions of its book I, and its Articles 44, Paragraph a, 47 and 107; Whereas the Presidential Decree of May 14 th, 1990 relating to the appointment of the Governor of the Bank of Algeria; Whereas the Presidential Decrees of May 14 th, 1990 relating to the appointments of the Vice-Governors of the Bank of Algeria; Whereas the Executive Decree of July 1 st, 1991 designating the Regular Members of the Council of Money and Credit and their substitutes; Further to the Resolution of the Council of Money and Credit of March 13 th, 1996. promulgates the Regulation the content of which follows: Article 1: The Bank of Algeria has created a new metallic coin of (100) one hundred Algerian dinars. Article 2: The Bank of Algeria has created a new metallic coin of (100) one hundred Algerian dinars. This coin shall be put into circulation after the promulgation of this Regulation. Article 3: The technical characteristics and descriptions of this coin are as follows: 1.1 Presentation: The coin of (100) one hundred Algerian dinars is a bimetallic type coin. It is constituted of an external steel crown made of stainless steel and inside this crown is a yellow copper-nickel heart.

It is straddling the heart and the crown. The 1 st figure O is situated inside the coin. It reproduces, in miniature, the reverse of this coin (Horse s head and circular ornament) directed to the right side. The 2 nd figure O is straddling the drawing engraved inside the heart and the crown. It equally reproduces, in miniature, the reverse of the coin but directed to the left side. B) Written in full letters and in national language: On the top: Bank of Algeria On the bottom: Dinars

2. Reverse Side: A). Principal theme: Horse s head Arab pure bred directed to the right side and engraved inside the heart except for the muffle and breast which are extending over the crown. B). The Hegirian and the Gregorian dates of the minting year: Inserted inside the heart on the right side of the coin. C). Ornamental design surrounding the horse s head entirely situated on the crown. 3. REGULATION 96-05 OF MAY 23 RD, 1996 RELATING TO THE MINTING AND ISSUE OF A GOLDEN COIN OF (2) TWO ALGERIAN DINARS The Governor of the Bank of Algeria, Whereas Law 90-10 of April 14 th, 1990 relating to Money and Credit, namely to the provisions of its book I, and its Articles 44, Paragraph a, 47 and 107; Whereas the Presidential Decree of July 21 st, 1992 relating to the appointment of the Governor of the Bank of Algeria; Whereas the Presidential Decrees of May 14 th, 1990 relating to the appointments of the Vice-Governors of the Bank of Algeria; Whereas the Executive Decree of July 1 st, 1991 designating the Regular Members of the Council of Money and Credit and their substitutes; Further to the resolution of the Council of Money and Credit of May 23 rd, 1996. promulgates the Regulation the content of which follows: Article 1: The Bank of Algeria shall mint and issue a golden coin of (2) two dinars, the standard of which is 920/1000. Article 2: The general specifications of the coin referred to in Article 1 herein above are as follows: - The obverse represents the effigy of Emir Abdelkader; - The reverse side includes the face value of (2) two dinars in gold; - It is a (22 carats) yellow gold type coin. Article 3: The technical specifications and the descriptions of the coin are as follows: 1- Specifications: 1. Gold standard: 920/1000 2. Cordon thickness: 1, 35 + 0,02 3. Total weight of the coin: 6,45 g + 0, 07g

4. Gold weight: 5, 934 g 5. Diameter: 21 mm + 0, 02 mm 6. Composition: Au: 920/1000 Ag: 40/1000 Cu: 40/1000 2- Description: I. Obverse: A- Main design: Portrait of Emir Abdelkader; B- Written in full letters in the national language: Emir Abdelkader in a semicircle above the portrait; C- Dates of birth and death of Emir Abdelkader on both sides of the portrait according to the: Hegirian calendar (right side): 1222-1300 Gregorian calendar (left side): 1807-1883: II. Reverse side: A- Main design: figure 2 stylized at the core; B- Written in full letters in the national language. - on the top section: Bank of Algeria ; - on the bottom section: two dinars/gold. C- On both sides of figure 2, Hegirian (on the right side) and Gregorian (on the left side dates) of the minting year. III. Edge: engraving of a series of symbols, figures and Arabic characters, at regular intervals all over the circumference of the coin. Article 4: The issue of the above mentioned coin in terms of quantity and quality (Proof and BU) as well as its initial price and conditions of its distribution shall be determined by an instruction from the Bank of Algeria. REGULATION 96-06 OF July 3 RD, 1996 DETERMINING THE TERMS AND CONDITIONS RELATING TO THE CONSTITUTION AND APPROVAL OF LEASING COMPANIES The Governor of the Bank of Algeria, Whereas Law 90-10 of April 14 th, 1990 relating to Money and Credit, namely to its Articles 44, 45, 47, 112, 115, 116 Paragraphs 6, 125, 132 and 140; Whereas Law 91-26 of December 18 th, 1991 relating to the1992 national plan; Whereas Legislative Decree 93-12 of October 5 th, 1993 relating to the promotion of investments; Whereas Legislative Decree 93-08 of April 25 th, 1993 amending and completing Order No 75-59 of September 26 th, 1975 relating to the Commercial Code; Whereas Order 95-27 of December 30 th, 1995 relating to the 1996 Finance Act; Whereas Order 96-09 of January 10 th, 1996 relating to leasing; Whereas the Presidential Decree of July 21 st, 1992 relating to the appointment of the Governor of the Bank of Algeria; Whereas the Presidential Decrees of May 14 th, 1990 relating to the appointments of the Vice-Governors of the Bank of Algeria; Whereas the Executive Decree of July 1 st, 1991 designating the Regular Members of the Council of Money and Credit and their substitutes; Whereas Regulation 90-01 of July 4 th, 1990, amended and completed, relating to the minimum capital of Banks and Financial Institutions operating in Algeria. Whereas Regulation 90-03 of September 8 th, 1990 determining the conditions of capital transfers to Algeria to finance economic activities and their capital revenues repatriation; Whereas Regulation 91-03 of February 20 th, 1991, as amended, relating to the conditions governing the financing and execution of goods imports operations; Whereas Regulation 91-07 of August 14 th, 1991 relating to the terms and conditions of exchange;

Whereas Regulation 91-08 of August 14 th, 1991 relating to the organization of the money market; Whereas Regulation 91-09 of August 14 th, 1991, as amended and completed, determining the Management Prudential Rules of Banks and Financial Institutions; Whereas Regulation 91-12 of August 14 th, 1991 relating to imports Bank domiciliation; Whereas Regulation 91-13 of August 14 th, 1991 relating to the Domiciliation and Financial Regulation of non-hydrocarbon exports; Whereas Regulation 92-05 of March 22 nd, 1992 relating to the conditions to be met by founders, managers and representatives of Banks and Financial Institutions; Whereas Regulation 93-01 of January 3 rd, 1993 determining the conditions relating to the constitution of Banks and Financial Institutions and setting-up of Banks Branches and Foreign Financial Institutions; Whereas Regulation 94-13 defining the general rules governing the hard terms applicable to Bank Transactions; Whereas Regulation 95-07 of December 23 rd, 1995 amending and replacing Regulation No 92-04 of March 22 nd, 1992 relating to foreign exchange control. Further to the Resolution of the Council of Money and Credit of July 3 rd, 1996. promulgates the Regulation the content of which follows: Article 1: In pursuance of the legislation and the regulation in force, the purpose of this Regulation is to determine the terms and conditions relating to the constitution of leasing companies and obtaining of their approval from the Council of Money and Credit. Article 2: The leasing transactions as defined by the Regulation in force can be achieved by leasing companies following the example of Banks and Financial Institutions.

Article 3: The leasing companies referred to in Article 2 herein above can only be constituted as joint stock companies in accordance with the conditions provided for by the legislation in force. Article 4: The founders, managers or representatives of the leasing company shall not be the object of a prohibition referred to in Article 125 of Law 90-10 of April 14 th, 1990 and shall meet the conditions determined by Regulation 92-05 of March 22 nd, 1992 referred to herein above. Article 5: The promoters of any leasing company shall provide, with a supporting application for incorporation sent to the Council of Money and Credit, a file the content of which shall be specified by an instruction from the Bank of Algeria. Such file shall be constituted on the basis of forms to be withdrawn from the concerned department of the Bank of Algeria. Article 6: The minimum capital stock to be subscribed by the Leasing Companies is set at 100 millions of Algerian dinars provided that the amount is not less than 50% of the equity capital. Article 7: The minimum capital stock referred to in the preceding article shall be released according to the rules and conditions determined by the legislation in force. Article 8: Besides the minimum capital stock, the equity capital shall be constituted of reserves; profits carried forward, revaluation of the capital gain appreciation, equity loans and non-appropriated reserves. Other elements which can be part of the capital stock shall be determined as required, by an instruction. Article 9: The approval shall be granted by a decision made by the Governor of the Bank of Algeria. The approval decision shall be notified to the promoter within (2) two months, at the latest, after the delivery of all the documents constituting the file referred to in Article 5 herein above. Article 10: The approval decision referred to in Article 9 herein above shall be published in le Journal Officiel of the People s Democratic Republic of Algeria, in compliance with the conditions provided for in Article 45 of Law 90-10 of April 14 th, 1990 mentioned herein above.

The approval decision shall comprise: - The corporate name of the leasing company; - Its address; - The name of the main managers; - The capital amount and its distribution among shareholders. Article 11: In case the approval is refused, an appeal may be lodged according to the conditions and forms set forth in Article 132 of Law 90-10 of April 14 th, 1990 mentioned herein above. Article 12: Withdrawal of the approval may be decided for the reasons set forth in Article 140 of Law 90-10 of April 14 th, 1990 mentioned herein above. Article 13: The leasing companies shall be reliable to submit to publicity the transactions falling within the scope of their activity. Article 14: Any amendment of statutes relating to shareholding and/or the capital of a leasing company shall be subject to a prior agreement of the Governor of the Bank of Algeria. REGULATION 96-07 OF JULY 3 RD, 1996 RELATING TO THE ORGANIZATION AND FUNCTIONING OF THE OVERDUES CENTRAL DEPARTMENT The Governor of the Bank of Algeria, Whereas Law 90-10 of April 14 th, 1990 relating to Money and Credit, namely to its Articles 44, 47, 55, 56, 160 and 161. Whereas the Presidential Decree of July 21 st, 1992 relating to the appointment of the Governor of the Bank of Algeria; Whereas the Presidential Decrees of May 14 th, 1990 relating to the appointments of the Vice-Governors of the Bank of Algeria; Whereas the Executive Order of July 1 st, 1991 relating to the appointment of the Regular Members of the Council of Money and Credit and their substitutes; Whereas Regulation 92-01 of May 22 nd, relating to the organization and functioning of the Risks Rating Central Department Whereas Regulation 94-12 of June 2 nd, 1994 relating to the laying down of management principles and standards of the Financial Sector; Whereas Regulation 96-06 of July 3 rd, 1996 relating to the terms of constitution and approval of Leasing Companies Further to the Resolution of the Council of Money and Credit of July 3 rd, 1996; promulgates the Regulation the content of which follows: Article 1: An Overdues Central Department has been instituted within the Bank of Algeria in compliance with its mission of control of credit distribution by Banks and Financial Institutions in order to generalize the application of financial analysis standardized methods by companies within the bank system. The object of this Regulation is to set the principles of organization and functioning of the Overdues Central Department

Article 2: The Overdues Central Department is commissioned to collect, process and communicate, as per the conditions outlined in Articles 7, 8 and 9 below, financial and accounting information relating to the Companies which have been granted a financial contribution by Banks, Financial Institutions and Leasing Companies and which are subject to a declaration to the Risk Rating Central Department of the Bank of Algeria. Article 3: Banks, Financial Institutions and Leasing Companies shall be compelled to adhere to the Overdues Central Department and observe the functioning rules of the latter. Article 4: Banks, Financial Institutions and Leasing Companies shall transmit to the Overdues Central Department of the Bank of Algeria the financial and accounting information for the last three financial years concerning their Companies representing clients according to a standardized pattern set up by the Bank of Algeria. Article 5: In the sense of this Regulation, accounting and financial information include: the balance sheet, profit and loss account and attached statements. Article 6: Prior to their transmittal to the Overdues Central Department, the accounting and financial information shall be printed and their data shall be subject to a coherence control by the Banks, the Financial Institutions and Leasing Companies according to the standardized pattern referred to in the above article. Article 7: When the processing of the accounting and financial information transmitted by their clients is completed, Banks, Financial Institutions and Leasing Companies shall receive from the Overdues Central Department the analysis results written down in the company individual file. Banks, Financial Institutions and Leasing Companies may transmit the individual file mentioned in the above paragraph to the concerned company only. Article 8: Banks, Financial Institutions and Leasing Companies may consult the Overdues Central Department regarding the newly domiciled Companies subject to a written approval from the latter. Article 9: The results communicated by the Bank of Algeria under the Overdues Central Department are strictly confidential and reserved to Banks, Financial Institutions, Leasing Companies and the concerned company.

Article 10: Any failure to the provisions of this Regulation and subsequent articles shall be declared to the Commission Bancaire. Article 11: An instruction from the Bank of Algeria shall set the terms of application of this Regulation.
