Center Harbor Board of Selectmen Board of Selectmen s Meeting Wednesday, May 6, 2015 CALL TO ORDER: At 7:00 p.m. Chairman Harry Viens called the Board of Selectmen s meeting to order. Selectmen Richard Hanson (via speakerphone) and Richard Drenkhahn were present. Fire Chief Leon Manville and Selectmen s Administrative Assistant Robin Woodaman were also in attendance. APPROVAL OF MINUTES: April 29, 2015 Board of Selectmen s public hearing and meeting: Mr. Drenkhahn motioned to accept the minutes of the April 29, 2015 Board of Selectmen s public hearing and meeting. Mr. Hanson seconded the motion and the vote was unanimous. SALE OF 1997 FORD PL CUSTOM EMERGENCY VEHICLE: No bids were submitted for the vehicle. Fire Chief Leon Manville reported, until there is a second bay at Station 2, there is not a need for a second rescue vehicle. He suggested the Selectmen consider removing the body from this vehicle and, in the future, purchasing a truck and frame; the Town would have the body to mount on it. Mr. Drenkhahn reported that was the original intent when the rescue vehicle was purchased. Mr. Hanson suggested an option is to look for a surplus vehicle for the body. Chief Manville reported the State of New Hampshire could auction the vehicle. Mr. Drenkhahn motioned to keep the rescue vehicle at this time. Mr. Viens seconded the motion and the vote was unanimous. APPOINTMENTS: FIRE CHIEF LEON MANVILLE: Calls for service: Chief Manville reported there have been 108 calls for service to date, 30 less than last year at this time. He explained last year the Fire Department was called several times a week to help an individual who would fall and could not get up. Chief Manville reported four (4) firefighters assisted with a woods fire in Sandwich on Sunday, four (4) firefighters were part of a task force assembled to help with the Canterbury brush fire and two (2) firefighters have been assisting with the West Ossipee brush fire since 7:00 a.m. Per diem firefighters: Chief Manville reported he and the Fire Department Advisory Committee (FDAC) had discussed the possibility of hiring per diem firefighters to help with daytime coverage during the summer months. He explained the majority of the calls are from 7:00 a.m. to 4:00 p.m. and the students are relied on a lot to respond to daytime calls, but they are not here during the summer months. Chief Manville proposed hiring per diem firefighters during the times when there are no students; 125 shifts, with an average rate of pay of $14.50, would cost $18,125. There was discussion regarding the per diem firefighters having additional duties while working so that they are not being paid their full rate of pay to be on call. Mr. Viens suggested Chief Manville draft job descriptions, including their responsibilities and duties, for per diem firefighters. The Selectmen are in favor of Chief Manville s proposal, which will be discussed further as part of the 2016 budget process. Student dormitory: Chief Manville reported the student dormitory is almost complete; it will be sheetrocked this weekend. Hazardous Waste Collection Day: Chief Manville reported on the possibility of two (2) firefighters representing the Town during this project. 1
Student graduations: The Selectmen were informed that students Kyle Lizotte and Jamie Grandmaison will be graduation from the Lakes Region Community College with Associate Degrees in Fire Science; an open house to congratulate the students is scheduled for Friday, May 15, 2015 from 6:00 p.m. to 8:00 p.m. at the Fire Station. NEW BUSINESS: TAX ANTICIPATION NOTE (TAN): Mr. Viens motioned to draw $250,000 on the Town s TAN with Meredith Village Savings Bank. Mr. Drenkhahn seconded the motion. There was discussion regarding the first billing of the 2015 property taxes being issued in approximately one month, which will help with the cash flow. The vote was unanimous. PROPERTY TAX DEEDS: Tax Collector Mary Richardson submitted information on five (5) properties which, due to unpaid property taxes, should be deeded to the Town. The Selectmen reviewed the accounts, some of whom have made monthly payment arrangements with the Town. Mr. Hanson motioned to request two of the five properties not be deeded to the Town because the property owners have been making scheduled payments. Mr. Viens seconded the motion and the vote was unanimous. MUNICIPAL BUILDING FLOOR CLEANING AND MAINTENANCE: The Selectmen received, and reviewed, a proposal from Joyce Janitorial for carpet cleaning and scrubbing, waxing and buffing the vinyl composite tile flooring; the cost would be between $830 and $880. Mr. Drenkhahn motioned to contract with Joyce janitorial for carpet cleaning and scrubbing, waxing and buffing the vinyl composite tile flooring, with a cost between $830 and $880. Mr. Viens seconded the motion and the vote was unanimous. NEW HAMPSHIRE HUMANE SOCIETY: Mr. Hanson motioned to sign the 2015 contract with the New Hampshire Humane Society, in the amount of $2,600. Mr. Viens seconded the motion. The vote was unanimous. GIS DATA INQUIRY: The Selectmen received a request from Corelogic Spatial Solutions regarding obtaining the Town s GIS data. Cartographics Associates, Inc. (CAI) delivers a data CD to the Town; CAI representative Tim Fountain reported the Town could burn a copy of the CD or authorize CAI to make a copy; CAI will charge $250. Mr. Viens recommended Corelogic Spatial Solutions be referred to CAI to purchase a copy of the data; Mr. Hanson and Mr. Drenkhahn agreed. NEW HAMPSHIRE ELECTRIC COOPERATIVE (NHEC) VEGETATION CONTROL: The Selectmen received notification that NHEC has contracted with Vegetation Control Services, Inc. to selectively apply herbicides to undesirable vegetation growing within the power line rights of way corridors in Town. OLD BUSINESS: TAX CARDS ACCESS: The Selectmen received, and reviewed, information regarding the cost and process for having the Town s full tax cards available on-line and in a stand-alone computer for public use; the start-up cost would be approximately $2,000 plus the cost of a computer. This will be researched further. 2
NOISE COMPLAINT: Police Chief Mark Chase previously submitted a noise complaint regarding work, including the running of a crusher, beginning at the Ambrose Gravel pit at 6:15 a.m.; the person who complained reported they are not permitted to being prior to 7:00 a.m. Chief Chase reported he forwarded this complaint to Code Enforcement Officer Ken Ballance because the Police Department can only enforce the Town s noise ordinance, which allows work to begin at 6:00 a.m. Ms. Woodaman reported Mr. Ballance spoke with an Ambrose Brothers representative who explained there was a new employee who was not informed on the Town-established crushing hours. VOLUNTEER RECRUITMENT: Mr. Viens submitted a draft of a volunteer recruitment press release for the Selectmen s review. PUBLIC INPUT: Anonymous letter: The Selectmen received a second un-signed letter regarding the construction of a cabin three (3) years ago, which has not been taxed. Mr. Viens reported the first anonymous letter was addressed and appropriate action was taken. Mr. Drenkhahn reported he does not give any credence to anonymous letters; Mr. Viens and Mr. Hanson agreed. Mr. Viens reported if people want to address the Selectmen, the Selectmen will listen to them, but will not address anonymous correspondence. Bonnie Burgess: Ms. Burgess asked the Selectmen and Code Enforcement Officer to consider a new zoning ordinance for the Village area which would only allow one (1) unregistered vehicle per property in the Village area. She reported there are three (3) properties, a short distance from each other, which have more than one (1) and are starting to look like junkyards. Ms. Burgess reported she feels this would be a good place to start as Center Harbor is trying to beautify its Village area. Mr. Viens reported his understanding that State of New Hampshire laws allow two (2) unregistered, or components of, vehicles on property. This will be researched further. STREET LIGHTS: Mr. Viens reported Chris Johnson will be submitting an engineering map of the street lights for the public hearing. Mr. Viens suggested the Selectmen, Police Chief Mark Chase, Road Agent Jeff Haines and the Energy Committee meet prior to the public hearing to review the proposals; Mr. Hanson and Mr. Drenkhahn agreed. BEACH PAVILION: Mr. Viens will submit information on cost estimates for installing electrical outlets and lighting in the pavilion. TOWN BEAUTIFICATION: Loam and seeding along Plymouth Street: Mr. Hanson asked the status of installing the loam and seeding along Plymouth Street, which the State authorized last year. Mr. Drenkhahn explained the State will be paving that section of road; the Dig Safe flags have been installed. Mr. Viens reported the loan and seeding will be done after the paving. Road Agent Jeff Haines will be asked if he knows the timeframe for the paving project. Painting of Brooks House: The Selectmen discussed soliciting proposals for painting Brooks House. Morrill Park parking area: Mr. Hanson asked when the gravel, which has been purchase, will be installed in the parking area of Morrill Park; Mr. Haines will be asked the status of this project. 3
ADDITIONAL BUSINESS: HIGHWAY DEPARTMENT: Band stand maintenance: Mr. Viens requested Road Agent Jeff Haines be asked about the needed band stand maintenance. Reader board: Mr. Haines reported, via email, that he left a message with Paquette Signs and hopes to have the reader board installed next week. Street lights: Mr. Haines reported, via email, that he would review the Energy Committee s street lights recommendations and then submit his own recommendations. Decorative flags: Mr. Haines reported, via email, that he will communicate with Parks & Recreation Director Sandy Frost regarding the purchase of the new flags. Tree lights: Mr. Haines reported, via email, that will he will obtain the price for white lights for the Library s tree. He reported he will speak with a Town of Meredith representative regarding the possibility of using their truck to string the lights. EMERGENCY MANAGEMENT: NH Emergency Preparedness Conference: The Selectmen received, and reviewed, information regarding the NH Emergency Preparedness Conference scheduled for June 10, 2015. This information was forwarded to Emergency Management Director David Hughes. ECONOMIC DEVELOPMENT: Town website: Mr. Viens reported members of the Town s economic development group requested a community calendar be included on the Town s new website; Mr. Hanson and Mr. Drenkhahn agreed to their request. Activities: o Street dance: Mr. Viens reported on plans for a street dance in Senter s Market before Keepsake Quilting s quilt show. o Shop hop: Mr. Viens reported on plans for a shop hop during Columbus Day weekend. STATE OF NEW HAMPSHIRE: State of New Hampshire Department of Revenue Administration (NH DRA): The Selectmen received notification from the NH DRA that the Town s 2014 equalized valuation is $400,250,708. CURRENT BILLS PAYABLE: The Selectmen reviewed, and approved, the payroll and accounts payable manifests as presented. ADJOURNMENT: At 8:11 p.m. Mr. Drenkhahn motioned to adjourn the Board of Selectmen s meeting. Mr. Hanson seconded the motion and the vote was unanimous.
