Agenda 5YP Process Recap Structure of the 5YP Strategic Plan Content of 5YP 2015-2020 Consultation Process (Next Steps) 16 Jul 2013 2
Landscape Federal S&T Strategy is still the dominant paradigm Still rumours of an update, but nothing yet Means three advantages and four principles should still guide us Federal spending for science is very tight Flat budgets with directed increases for specific programs New outcomes expected more than ever Stewardship of big science is still open topic in Canada TRIUMF is the biggest science ask in Canada (except maybe for Chalk River ) We cannot complain 16 Jul 2013 3
Strategy Five-Year Plan 2015-2020 should: Present the big picture Build on 5YP 2010-2015 Be prepared in consultation with stakeholders Have sufficient shelf-life to be useful 5YP 2015-2020 is a proposal for resources for TRIUMF and its community for a particular future for Canada 16 Jul 2013 4
Developing the 5YP Report Many have been working on this plan for 12+ months RK launched the process at CAP Congress, Jun 2012 PPAC collected three pagers and recommended high-priority activities in Nov 2012 80+ authors provided contributions and edits ~Apr 2013 TRIUMF Board, ACOT, EECs, others have been providing feedback since Mar 2013 5YP Steering Committee has been beating m.s. into shape RK sketched plan for community at CAP Congress, May 2013 Plan is not done yet but stay tuned for feedback request at end of this talk 16 Jul 2013 5
Structure of 5YP Report (1) As per last time, report organized to accommodate multiple audiences with different purposes Primary audience is International Peer Review Committee Secondary audience is government decision makers Tertiary audience is community & peers The more expert/experienced p you are, the further you read into the report Outline is online http://www.triumf.ca/five-year-plan-2015-20/report-preparation 16 Jul 2013 6
Structure of 5YP Report (2) Layer 0 (Title) is most compact summary Accelerating Science for Canada? Excellence with Impact? Suggestions welcome! Layer 1 (Chapter 1) For ministers & univ presidents (& their immediate staff) Mission, Vision, Executive Summary Layer 0+1 would be published as stand-alone 16 Jul 2013 7
Structure of 5YP Report (3) Layer 2 (Chapters 2, 3) For senior decision-makers and people p involved in Cabinet procedures: inspiration, relevance, performance Overview of the plan (science, impacts) Alignment with government priorities/s&t strategy Demonstrated track record Partnerships Layer 3 (Chapter 4, 5, 6) For IPRC, community, peers: the details Successes: Specific accomplishments 2008-2013 Organized by three benefits of science Organized by science topic (harder to write!) Assets: What TRIUMF already has & brings to the table Plan: Objectives for 2015-2020 and what resources are required 16 Jul 2013 8
Triple Impact Report is organized (esp. Ch4) around simplistic model of the three categories of benefits of science Advancing knowledge Attracting & training talent to (Canada/science/ ) Di Driving i economic growth Triple impact is reflected in TRIUMF mission We argue that everything starts with discovery TRIUMF is first & foremost a basic research lab, not an elementary school, not a technology-xfer organization 16 Jul 2013 9
Three Themes TRI umf means 3 is a special number Report identifies three themes that spantriumf s program of activities (bigger than just science) 1. Advancing isotopes for science and medicine 2. Understanding the building blocks of matter and how they shape our universe 3. Harnessing particles & beams to drive discovery and innovation Assertion is that most of the program fits under the combination of these (intentionally overlapping) themes Choice of three themes also reflects decision to emphasize types of impact: health, basic discovery, technology 16 Jul 2013 10

What s in the Plan? From NSL talk, you ve seen overview of the plan Fulfill the vision i of ARIEL Finish construction & start science operations Get the science out from everything else Address deferred maintenance issues One message of 5YP 2015-2020 is that TRIUMF core program will tilt from design & construct toward commission & operate 16 Jul 2013 12
Three scenarios Again, magic number 3 Reviewers & government want to understand trade-offs Better to examine these, at a high-level, in public to generate consensus & understanding 5YP 2015-2020 will contain three budget scenarios Optimal (~$290M via NRC) Steady performance (~$260M via NRC) Constrained & focused (~$222M via NRC) Given previous comments, one intention is to move more staff + operations onto NRC-supported core budget As funding via NRC decreases, less of this intention is realized 16 Jul 2013 13
ARIEL is the Flagship ARIEL is the decadal flagship ~$65M funded d (completed late 2014), and another ~$35M (to be requested via CFI) for full scope Operations would ramp up over 2015-2020 2020 Biggest impact of funding scenarios is on path to realizing ARIEL TRIUMF labour needed to execute CFI package TRIUMF labour needed to operate & maintain each new capability delivered by ARIEL 16 Jul 2013 14
