IMO NAV 59 Agenda preview Introduction The 59th session of the IMO Sub-Committee on Safety of Navigation (NAV 59) will be held from 2nd to 6th September 2013, at the IMO headquarters in London. This briefing summarises subjects under discussion which are relevant to the work of Lloyd's Register. Due attention should be made to the Advice and Application sections given under each subject. Overview of agenda items The following agenda items are relevant to the work of Lloyd s Register: Decisions of other IMO bodies (Agenda item 2) Outcome of the MSC, MEPC, COMSAR and Council will be introduced. One of the primary issues is reorganization of the IMO Sub-Committee structure. The NAV Sub-Committee will be merged with the COMSAR Sub-Committee in 2014. The task given by MSC 92 on the interpretation on BNWAS will be discussed under Any other business. Application of Satellite navigation system BeiDou (Agenda item 4) NAV 59 will give preliminary consideration for the recognition of the satellite navigation system "Beidou" as a future component of the World-Wide Radionavigation System (WWRNS) and develop performance standards for shipborne "Beidou" receiver equipment taking into account proposals received. NAV 59 will make proposals in relation to the BeiDou system, including its performance standard. The submission document contains the time-scale towards the actual operation planned in 2020. Target completion year of this item is 2014. For details please see Annex 1 to this document. ITU matters, including Radiocommunication ITU-R Study Group matters (Agenda item 5) The progress of the ITU (International Telecommunication Union) will be presented to the NAV Sub-Committee. Some of the movements in ITU, e.g., radio frequency allocation for maritime use, may affect future carriage requirements of navigational/radiocommunication equipment onboard ships. This includes: Draft new report on Man Overboard Systems Draft new report on AIS for distress communications The concept of VHF Data Exchange System (VDES) Radars operating in the frequency band 2 900-3 100 MHz (S-band radars) Radars operating in the frequency band 8 500-10 680 MHz (X-band radars) There is no immediate impact to equipment carried onboard ships, but the above discussions may trigger further changes to the existing performance standards. Development of an e-navigation strategy implementation plan (Agenda item 6) NAV 59 will review the outcome of the correspondence group (NAV 59/6), as introduced below, in particular Generic or address multiple issues (NAV 59/6, NAV 59/6/6, NAV 59/6/7) Usability issue (NAV 59/6/1) Software quality assurance (NAV 59/6/2) Extended concept of "goals" (NAV 59/6/3) Maritime Service Portfolios (NAV 59/6/4) Comments on Risk Control Options (RCOs) (NAV 59/6/5) Decision support system in collision situation (NAV 59/INF.2) Data model (NAV 59/INF.6) Introduction of a project (NAV 59/INF.8) Target completion year of this item is 2013. For details please see Annex 2 to this document. Development of policy and new symbols for AIS aids to navigation (Agenda item 7) NAV 59 will consider the report of the correspondence group, take action as appropriate, and consider:.1 the finalized draft policy on use of AIS Aids to Navigation and, if agreed, establish a Drafting Group for its review prior to submission to the Maritime Safety Committee for approval; and.2 the proposed draft new improved symbols for AIS AtoN and, if agreed, establish a Drafting Group for reviewing the new symbols prior to submission to the Maritime Safety Committee for approval. Target completion year of this item is 2013. For details please see Annex 3 to this document. Review of general cargo ship safety (Agenda item 8) NAV 59 will consider document MSC 90/WP.7, annex 4 (relating to action plans for relevant Sub-Committees regarding the review of general cargo ship safety) and provide it comments on the Risk Control Options (RCOs) of relevance to safety of navigation, namely RCO 27, RCO 32 and RCO 2, taking into account any proposals received. RCO 27 (Anchoring watch alarm integrated in ECDIS; no additional costs if ECDIS is already integrated on bridge); RCO 32 (Combine watch alarm with autopilot): and RCO 2 (ECDIS with AIS and RADAR, only for newbuilds, for matters of navigation). Target completion year of this item is 2013. For details please see Annex 4 to this document. Revision of the Guidelines for the onboard operational use of shipborne automatic identification systems (AIS) (Agenda item 10) NAV 59 will try to finalize the revision of the guidelines for the onboard use of shipborne Automatic Identification Systems (AIS) based on document MSC 90/25/7, taking into account any proposals received. Target completion year of this item is 2013. For details please see Annex 5 to this document. Consideration of ECDIS-related IMO circulars (Agenda item 11) (Overview) 2

NAV 59 will progress the consolidation of ECDIS-related IMO circulars, taking into account any proposals received. Target completion year of this item is 2014. For details please see Annex 6 to this document. Consideration of ECDIS matters related to the implementation of the carriage requirements in SOLAS regulation V/19.2.10 and V/15, V/18, V19 and V/27 (Agenda item 12) NAV 59 will consider ECDIS matters related to the implementation of the carriage requirements in SOLAS regulations V/19.2.10 and V/19.2.11, taking into account any proposals received, including: The outcome of a survey conducted to obtain information on the implementation of use of ECDIS and in particular operating anomalies (NAV 59/12) The action taken by IHO since NAV 58 to monitor and address ECDIS issues related to the implementation of the carriage requirements in SOLAS regulations V/19.2.10 and V/19.2.11 (NAV 59/12/1) Proposal for modernization of ECDIS for VHF radiocommunication (NAV 59/12/2) Target completion year of this item is 2014. For details please see Annex 7 to this document. Development of explanatory footnotes to SOLAS regulations V/15, V/18, V/19 and V/27 (Agenda item 13) The primary focus under this agenda item is software updates that operate navigational equipment required by the SOLAS Chapter V. Target completion year of this item is 2014. For details, please refer to Annex 8 to this document. Casualty analysis (Agenda item 15) NAV 59 will consider the relevant casualty analysis of any incident referred to it by the FSI Sub-Committee. This is an open item without specific target completion date. Consideration of IACS Unified Interpretations (Agenda item 16) The following interpretations have been submitted for considerations: Interpretation to COLREG 1972 annex I, section 9(b) (IACS UI COLREG 1) (NAV 59/16) Pilot Transfer Arrangements (SOLAS regulation V/23.3.3, as amended by resolution MSC.308(88)) IACS UI SC 257 (NAV 59/16/1) Clarification on how to complete items 2.1 and 2.2 of part 3 of Form E (NAV 59/16/2) Interpretation relevant to the Performance Standards for Voyage Data Recorders (VRDs) (resolution MSC.333(90)) IACS UI SC261 (NAV 59/16/3) This is an open item without specific target completion date. Annex 1 Application of Satellite navigation system BeiDou (Agenda item 4) Overview NAV 59 will make proposals in relation to the BeiDou system, including its performance standard. The submission document contains the time-scale toward the actual operation planned in 2020. Background NAV 59 is expected to give preliminary consideration for the recognition of the satellite navigation system "Beidou" as a future component of the World-Wide Radionavigation System (WWRNS) and develop performance standards for shipborne "Beidou" receiver equipment taking into account proposals received. BDS is independently developed and operated by China. It is designed to provide all-weather and all-time positioning, velocity and timing services for global users with high accuracy and reliability. BDS came into official service with full operational capability covering most parts of the Asia-Pacific region at the end of 2012, and will be completely established and provide global service by 2020. Lloyd s Register position Lloyd s Register will to monitor the development. Advice for clients At this moment, there is no specific change to regulatory regime. Industries are to monitor the operational status of this satellite system. Applicability To wait until the satellite is fully operational and decision of the flag/imo on its acceptance. Document submitted (relevant to the activities of Lloyd s Register only) NAV 59/4/1 (China) Preliminary Review of BeiDou Satellite Navigation System This document provides a brief introduction to BEI Dou Satellite Navigation System (BDS) for preliminary consideration of the Sub-Committee NAV 59/4 (China) Proposed draft performance standards for shipborne BeiDou receiver equipment This document provides the draft performance standards for shipborne BDS receiver equipment for consideration by the Sub-Committee. Annex 2 Development of an e-navigation strategy in the implementation plan (Agenda item 6) Overview NAV 59 will review the outcome of the correspondence group (NAV 59/6), as introduced below, in particular Generic or address multiple issues (NAV 59/6, NAV 59/6/6, NAV 59/6/7) Usability issue (NAV 59/6/1) Software quality assurance (NAV 59/6/2) extended concept of "goals" (NAV 59/6/3) Maritime Service Portfolios (NAV 59/6/4) Comments on Risk Control Options (RCOs) (NAV 59/6/5) Decision support system in collision situation (NAV 59/INF.2) Data model (NAV 59/INF.6) Introduction of a project (NAV 59/INF.8) Background MSC 85 (November 2008), approved the strategy for the development and implementation of e-navigation and noted that it was sufficiently developed and detailed for implementation. MSC 85 also approved the framework (system architecture) along with a timeframe for the implementation process for the strategy (MSC 85/26, Annex 20). MSC 85 defined and scoped e-navigation to be as follows: E-navigation is the harmonised collection, integration, exchange, presentation and analysis of marine information on board and ashore by electronic means to enhance berth to berth navigation and related services for safety and security at sea and protection of the marine environment. E-navigation is intended to meet present and future user needs through harmonisation of marine navigation systems and supporting shore services The work programme on e-navigation (MSC 86/23/4) outlines a joint plan of work for COMSAR, NAV and STW Sub-Committees for the period 2009-2012. At MSC 90, the Committee approved the proposed joint plan of work on e-navigation for the COMSAR, NAV and STW Sub-Committees, for the period 2012-2014 (MSC 90/28, section 10.10.4). NAV 58 re-established the Correspondence Group (CG) on e-navigation under the coordination of Norway and instructed it to take into account the revised joint plan of work for the COMSAR, NAV and STW Sub-Committees for the period 2012-2014, as approved by MSC 90. NAV 59 is expected to finalize the development of an e-navigation strategy implementation plan, taking into account the report of NAV 58 (NAV 58/14, paragraphs 6.1 to 6.46), decisions of COMSAR 17, STW 44 and MSC 92, including the report of the Correspondence Group established at NAV 58, and proposals received. Lloyd s Register position NAV 59 will closely monitor the discussion, especially discussion on software quality assurance. Annex 2 - Development of an e-navigation strategy in the implementation plan (Agenda item 6) 6

Advice for clients This is still the development of the strategy and not a particular regulation for the implementation but it is advised to monitoring the discussion for the future use of the technologies. Applicability No specific application as mandatory regulatory requirement are not considered at this stage. Document submitted (relevant to the activities of Lloyd s Register only) NAV 56/6 (Norway) - Report of the Correspondence Group on e-navigation to NAV 59 The report addresses the following: The preliminary list of potential e-navigation solutions (NAV 58/WP.6/Rev.1) The group prioritized the following five main potential e-navigation solutions: o S1: improved, harmonized and user-friendly bridge design; o S2: means for standardized and automated reporting; o S3: improved reliability, resilience and integrity of bridge equipment and navigation information; o S4: integration and presentation of available information in graphical displays received via communication equipment; and o S9: improved Communication of VTS Service Portfolio. These five prioritized potential e-navigation solutions are the basis for the Risk and Cost-Benefit Analyses. The Risk and Cost-Benefit Analysis The has finalized the Risk and Cost-Benefit Analysis, with a view to obtaining final approval by NAV 59, taking into account the Formal Safety Assessment (FSA) process and the methodology of the HEAP (NAV 58/6, annex 3) The detailed ship and shore architecture The Group further developed the concept of Maritime Service Portfolios (MSPs) and considered the issue of Software Quality Assurance taking into account document NAV 58/6/4. Further development of the concept of Maritime Service Portfolios A "Maritime Service Portfolio (MSP)" defines and describes the set of operational and technical services and their level of service provided by stakeholders in a given sea area, waterway, or port, as appropriate. Draft guidelines for usability evaluation of navigational equipment, and its harmonization with the Human Element Analysing Process (HEAP) The Group presented a proposal for a guideline on Human Centred Design (HCD) for e-navigation equipment and systems. Draft guidelines for the harmonization of test-bed results Draft framework for the Strategy Implementation Plan (SIP) NAV 59 is invited to further develop the draft SIP prepared by the group, taking into account the information provided on the Communication Strategy and funding/financing The resilient and integrated Position, Navigation and Timing (PNT) system NAV 59 is invited to note that there is an identified user need for resilient PNT for the implementation of e-navigation and that technical solution are continuing to be developed. Software Quality Assurance The group has considered the issue of Software Quality Assurance (SQA), taking into account document NAV 58/6/4 (Republic of Korea). NAV 59 is invited to consider the inclusion of Software Quality Assurance, including a software updating regime, within the overarching Human Centred Design framework. Harmonization of test-beds The group has progressed the development of draft guidelines for the harmonization of testbeds, taking into account document NAV 58/6/8 (Republic of Korea). Further, taking into account document MSC 86/23/18 (CIRM) and comments received, the Committee agreed to include, in the work programme of the NAV Sub-Committee, a high-priority item on "New symbols for AIS AtoN". Annex 4 Review of general cargo ship safety (Agenda item 8) Overview NAV 59 will consider document MSC 90/WP.7, annex 4 (relating to action plans for relevant Sub-Committees regarding the review of general cargo ship safety) and provide it comments on the Risk Control Options (RCOs) of relevance to safety of navigation, namely RCO 27, RCO 32 and RCO 2, taking into account any proposals received. RCO 27 (Anchoring watch alarm integrated in ECDIS; no additional costs if ECDIS is already integrated on bridge); RCO 32 (Combine watch alarm with autopilot): and RCO 2 (ECDIS with AIS and RADAR, only for newbuildings in matters of navigation). Background At MSC 77, the issue of general cargo ship safety was brought to the attention of the MSC by RINA (MSC 77/25/4). This was followed up by a submission from the Russian Federation (MSC 82/21/19). IACS investigated the current situation of general cargo ships and submitted the evaluation of historical data to IMO as step 1 of the FSA (MSC 85/19/1 and MSC 87/INF.3). Subsequent to undertaking step 1, the casualty records for general cargo ships were investigated and the risk model was developed for ships within the IACS fleet and with a minimum size of 500 GT. This step of the FSA study was submitted to the Organization at MSC 87 (MSC 87/20/1 and MSC 87/INF.4). As per the amended FSA Guidelines (MSC 83/INF.2), IACS continued the FSA study by conducting steps 3 and 4 (Risk Control Options and Cost-Benefit Assessment respectively). The results of these two steps are reported in detail in the annex to document MSC 88/INF.6. The annex to document MSC 88/INF.6 provides a report of steps 3 and 4 (Risk Control Options and Cost-Benefit Assessment) from the FSA study conducted by IACS regarding general cargo ships.
