1.- INVITATION The Confederation of Chess for America (CCA), the Chilean Chess Federation (AJEFECH) and the National Sports Institute (IND) are pleased to invite all National Chess Federations of the Americas to the XXIX Pan-American Youth Chess Festival both Open and Girls to be held in Santiago de Chile, from July 21th to July 29th 2018. The tournament could be played by boys and girls born from January 1 st 2000. The events will be distributed in two series: Absolute and Girls following the next categories: - Under 18: Born from January 1st 2000 - Under 16: Born from January 1st 2002 - Under 14: Born from January 1st 2004 - Under 12: Born from January 1st 2006 - Under 10: Born from January 1st 2008 - Under 08: Born from January 1st 2010 Venue: The event will take place in the Gimnasio Polideportivo del Estadio Nacional de Santiago de Chile placed in Avenue Pedro de Valdivia 4885, Ñuñoa, Santiago CHILE. Venue is next to subway metro station Estadio Nacional, Line 6. 3

2.- PLAYERS The chess Federations from America may register players in the event following the next rules: 2.1. Official Players Each federation may register one Official Player for each of the 12 competitions developed in the event. There will be considered Official players also the Defending champions in the last Pan-American Youth Chess Championship year 2017 and the Regional Youth Champions in their respective categories (Fide America Panamerican Youth regulations 2.2). Official players will cost their trip to Santiago de Chile being the Chilean organization responsible for their accommodation and internal transport during the competition. 2.3. Head of Delegation Each federation may register one Head of Delegation who will have to cost his trip to Santiago de Chile, being the Chilean organization responsible for his accommodation and internal transport during the competition. The Head of Delegation must participate in technical meetings with the organization and ensure good behavior of his full delegation and his companions. 2.2. Additional Players and accompanying persons: Each Federation will be able to present the number of additional players as they wish, who will have to pay their full expenses of transportation, board and lodging. Accompanying persons will also have to pay their full expenses of transportation, board and lodging. Players and accompanying persons will have to be registered by their respective Federation. 5
3.- SCHEDULE AND REGULATIONS 3.1 General Dispositions 3.1.1 The tournament will be played under FIDE current regulations. 3.1.2 Tournaments will preferably be played under the Swiss System in 9 rounds. If the category has ten players the tournament will be round robin. In case of having less than ten players the absolute and feminine tournaments will be merged in the same category. 3.1.3 - Swiss Manager Software will be used for the competition control. The time control shall be 90 minutes per player with an additional 30 seconds per move from move one. 3.1.4 The time allowed for delay will be 15 minutes. After that time the participant must be present at their game table otherwise he/she will lose the game by default. 3.1.5 - If a player has lost a match by default without indicating a reason for his absence he will be expelled from the competition unless the Chief Arbiter decides otherwise. 3.2 Appeals 3.2.1 - During the Technical Meeting, an Appeals Committee shall be constituted, composed by one member of the Organization and four members (2 holders and 2 reserves) belonging to different federations. None of these members can take part in a decision in which their federation is involved. 3.2.2 - Any complaint to the Appeals Committee must be submitted in writing to the Chief Arbiter of the Tournament, with a maximum period of 1 hour after the end of the round in which the event took place. It must be accompanied by a deposit of 100 US dollars, reimbursable if it prospers. The Appeals Committee will have a time limit to give an answer of 1 hour before the start of the next round. 6

3.4 Tie break systems For the different types of tournaments, the Tie-Break Rules listed below will be applied in the listed order: Swiss Tournaments: 1. Direct encounter (only if the involved players have all met each other) 2. The greater number of wins (forfeit included). 3. The greater number of games with Black (no played games shall be counted as played with White). 4. Bucholz Cut 1. 5. Bucholz. 6. Sonneborn- Berger. 7. By age in favor of the younger player. Individual Round-Robin Tournaments: 1. Direct encounter (only if the involved players have all met each other) 2. The greater number of wins (forfeit included). 3. Sonneborn- Berger. 4. Sistema Koya. 5. By age in favor of the younger player. 3.5- Prizes and Tournament rights. There will be prizes for the first 3 positions in each category with trophies, medals and diplomas. Certificates of participation will be granted to all participants who require it. Trophies shall be awarded to the top 3 federations based on the addition of points of the players of the same federation and according to the placing in the top 3 players in each category and gender: Gold awarded 3 points, Silver awarded 2 points, Bronze awarded 1 point. Titles and rights of the tournament shall be in accordance with FIDE Handbook Table for Direct Titles effective from 1 July 2017 : http://www.fide.com/component/handbook/?id=199&view=article 8
4.- General Tournament Costs The following will be the costs of Participation for the athletes that compete in the event: 4.1.- Registration costs Official Players : 130 USD (one hundred thirty US dollars) Additional Players : 140 USD (one hundred forty US dollars). Both values include Fide America rate and event accreditation. 4.2.- Accreditation to the Organization Official and Additional players: This payment is included in the registration cost of the participants and will entitle Transportation Airport - Hotel - Airport and Internal Transportation Hotel - Game Room - Hotel for those who take the option of stay proposed by the Organization. ALL PLAYERS MUST HAVE COMPLETED ITS REGISTRATION TO THE ORGANIZATION BEFORE THE START OF THE FIRST ROUND IN ORDER TO PARTICIPATE IN THE EVENT. Head of Delegation and Accompanying Persons: The Heads of Delegation and Accompanying persons must cancel for the right to have access to the parking area, bleachers and sides of the venue a value of 10 USD. This will be credited with the delivery of a Credential. For credential reposition 10 USD must be paid to the organization for its replacement. THOSE PEOPLE (PLAYERS AND COMPANIONS) NOT HAVING CREDENTIALS WILL NOT HAVE ACCESS TO THE PLAYING HALL. Transport Airport Hotel Airport: Head of Delegation and Accompanying persons must cancel to the organization for the official airport - hotel - airport transfer the sum of 30 USD. This transport will be organized according to the arrival of delegations (previous notice with list of passengers to the organization). In the case of players, the transport Airport - Hotel will be delivered only upon request and notice of their flight itineraries. 9
4.3 Lodging Costs Official Hotels. a) Official Hotels Option 1: HOTEL PLAZA LONDRES. Rate Additional Players and Accompanying Persons Values include accommodation and three meals a day. Payments will be received in US dollars. Payment only to the Chilean Chess Federation to reserve. The stay includes admission to the Hotel from 17:00 PM Saturday July 21th and departure at 12:00 PM (noon) on Sunday, July 29th, 2018. Hotel considers breakfast from Sunday, July 22 to Sunday, July 29, 2018. For lunch and dinner purposes, the system card Cheque Restorán will be delivered on arrival for a total value of approximately USD 130 per person (https://www.misodexo.cl/buscador#cheque-restaurant-tarjeta). Official Players and Head of Delegation stay will be considered in twin room type. Those wishing single room must pay the difference of price corresponding to the organization. 5.- EVENT REGISTRATION PROCESS 5.1.- Participants Information Each Federation must inform the Organization by e-mail the details of the participants in the event and their registration (Official Players, Extras Players, Head of Delegation and Accompanying persons) indicating the following information: - Full name of the participant. - FIDE ID (If do not own one, it must be generated from the local Rating manager) - National ID number - Birthdate. - Category to Participate. - Proof of Payment of Registration, Accreditation, Transportation and Stay (If applicable). In the case of requiring transportation Airport - Hotel must indicate Date and Time of arrival in Santiago de Chile in addition to the flight number. 5.2 Payment Methods Option 1: INTERNATIONAL BANK TRANSFER: Payments can be made by bank transfer to the following account: BANC : BANCO DE CHILE OF. It must be indicated by mail Issuer Name and Delivery Code issued by Western Union. Every transaction must be informed by email to the organization to be confirmed: info@panamericanoajedrez2018.cl. All bank charges for transactions will be in the sender's charge. 5.3 Deadlines for payments and sending of information. Deadlines to inform the participation of the players and make the corresponding payments for Registration, Accreditation and Transportation will be the following: Official Players and Head of Delegations: Until Monday May 21th, 2018. Additional Players and Accompanying Persons: Until Thursday June 21th, 2018. In relation to the stays in Official Hotels, the reserve period for extra players and accompanying persons is the one indicated in point 4.3 of these rules, June 1st. For the case of official players and delegates, the date May 21st applies. Deadlines involve the complete sending of the participant's information and the realization of all the payments corresponding to Registration, Accreditation, Stays and Transportation as appropriate. IMPORTANT: Those who do not meet these requirements will not be CONFIRMED in the event, therefore, they will be eliminated from any tournament record and will not be able to participate in it. Registration fees and late stays for official players, extras, delegates and companions will have an additional charge of 100 USD. Round 1 pairings of the tournament will be published after technical meeting. 13
6. OTHER EVENTS PANAMERICAN YOUTH BLITZ FESTIVAL 2018 The Pan American Blitz Chess Championship will take place on Thursday, July 26, starting at 16:00 p.m. It will take place in the Tournament Game room. It will be done by applying the current laws of chess, under the following provisions: Participants: Participation is Open to all players. Categories: Under 08, Under 10, Under 12, Under 14, Under 16 and Under 18. Tournament system: Swiss 9 rounds. Rate of play: 3 minutes + 2 seconds added per move. Prices: Medals for the first 3 places in each category. Inscription: U$S 15.- Inscription Place: Playing hall on July 25th. 14
