: Minutes of a Regular meeting of the Council of the Village of Warburg held Monday, April 11, 2016 in Council Chambers, Village of Warburg Municipal Office. Call to Order Mayor Ralph van Assen called the meeting to order at 7:00 p.m. with the following in attendance. COUNCIL members PRESENT at commencement: Ralph van Assen Mayor Fred Rapati Deputy Mayor Cathy Chaney Councillor Kevin Maine Councillor Tina Smith Councillor Present from Administration: Christine Pankewitz Municipal Administrator Additions Changes to the agenda R5263-04-16 The Chairman called for additions/deletions/changes to the agenda That the agenda be adopted with the addition of 5. c) Donnelly & Co., 5. b) Director of Emergency Management, 7. J) Stucco and delete 5. A) Adam Harris and move 7. D) Shelley Munch to 5.a). 4. Confirmation of Minutes The Chairman called for confirmation of the minutes of the following Council Meetings: a) March 14, 2016 Regular Meeting b) March 22, 2016 Regular meeting R5264-04-16 That the minutes of our March 14, 2016 Regular meeting and March 22, 2016 Regular meeting be adopted. 5. Public Presentations a) Shelley Munch Mr. and Mrs. Munch attended the meeting to request permission to have 3 dogs at their residence, one which will be a guide dog. R5265-04-16 That Council grant Ms. Munch permission to have 2 dogs plus a guide dog at her residence. b) Director of Emergency Management Director of Emergency Management Kevin Maine requested that the Village budget $5,000 towards Emergency Management and that all employees be trained with ICS courses and that the Deputy Director of Emergency Management be paid for training. R5266-04-16 That the Village of Warburg budget $5,000 for emergency management equipment. c) Donnelly & Co. LLP Ms. Sigvaldason and Ms. Chan were present to present the Letter of Representative, Audit Summary of the Financial Statements, the Consolidated Financial Statements, the Municipal Financial Information Return, the T2 Corporation Income Tax and the Parks, Recreation and Cultural Service Areas of Mutual Benefit to Rural and Urban Areas. R5267-04-16 That the Village of Warburg approve the Financial Statements to December 31, 2015.

Page 2 R5268-04-16 That the Village of Warburg approve the Parks, Recreation and Cultural Service Areas of Mutual Benefit to Rural and Urban Residents for the Year Ended December 31, 2015 and that it be forwarded to Leduc County. 6. Financial R5269-04-16 a) Financial Statement to February 29, 2016 That the Financial Statement to February 29, 2016 be received as information. 7. New Business a) Tax Sale Administration noted that through the tax recovery process the Village of Warburg has 6 properties that will be offered for sale on June 30 th, if the taxes are not paid by this date. R5270-04-16 That the tax recovery sale be held on June 30 th, 2016. b) Warburg Alliance Church Council reviewed the request from Pastor Cody Lewis, from the Alliance Church, to replace the directional sign to the Alliance Church. R5271-04-16 F. Rapati MOVED: That the Village of Warburg permit the Alliance Church to place a directional sign to the Alliance Church on condition that the Village Regulations are followed. c) Policy #83/16 Council reviewed and discussed Policy #83/16 being the Full Time Public Works Boot and Clothing Allowance Policy. R5272-04-16 That the Village of Warburg approve Policy #83/16. d) Shelley Munch Moved to 7. A) e) Policy #84/16 Council reviewed Policy # 84/16 in regards to Boulevard Trees Causing Sewer Line Damage. R5273-04-16 C. Chaney MOVED: That the Village of Warburg approve Policy #84/16. f) National Recreation Framework Council reviewed the National Recreation Framework event scheduled on June 6 th. R5274-04-16 That Mayor van Assen attend the National Recreation Framework on June 6 th. g) Warburg Minor Ball Council reviewed and discussed the Warburg Minor Ball Minutes, the bank balance and various donations made and the selling of the Sea Can being a capital asset to store their equipment in and where the equipment is now located and on the Commitment to Partnership between the Village of Warburg and the Warburg Minor Ball Association.

Page 3 R5275-04-16 That a meeting be arranged with the Warburg Minor Ball Board to discuss the concerns addressed and to address the Commitment to Partnership Agreement between the Village of Warburg and Warburg Minor Ball. h) Xylem 2016 Maintenance Contract Council reviewed the service contract with xylem for the Village s lift stations. R5276-04-16 That the Village of Warburg approve the Preventive Maintenance Agreement with Xylem for our lift stations in the amount of $2,214.50. i) Farm Safety Council reviewed the donation request from the Farm Safety Centre. R5277-04-16 That the Village of Warburg donate $250.00 to the Farm Safety Centre. j) Stucco Council discussed the stucco project in regards to adding stone, removing the arch above the library sign, new light fixtures, additional electrical outlets for Christmas lights and new building signs. R5278-04-16 That the stone be added around the door and around the two posts, electrical outlets be added for Christmas lights, new light fixtures be purchased, the arch be removed above the library sign and that we have a contest for new building signs. 8. Committee Reports a) CRB No report. b) Library - YRL C. Chaney reported on the financial and budget. c) Capital Power Breakfast Meeting F. Rapati, T. Smith, K. Maine and R. van Assen reported on the discussions in regards to shutting down coal plants. d) Ag Society K. Maine reported that the painting is completed, on the Scavenger Hunt and that the Ag Society supplied and served hotdogs and juice at the Easter Egg Hunt. e) Arena Board K. Maine reported that the assessment at the arena has started. f) 39/20 Alliance K. Maine reported that the grants were not approved, on the financial statements and on the 39/20 magazines. g) FCSS T. Smith reported that more people are needing emergency assistance, another donation was received from Michael s, $2,000 was received from Volunteer Alberta for Volunteer Appreciation and that a committee will be set up for the women s conference. h) Library T. Smith reported that they applied for the Summer Employment Grant, the Historical Committee received an $800 grant from the Recreation Board, they are looking for a magician for August 11 th and on the stats.

Smith reported that the county is adding power to campsites and constructing buildings for people to camp in, on the rabbit hill road and that the grants to the various clubs were completed. j) Mayor s Caucus R. van Assen reported on the Ministers and Premier s speeches. k) Leduc Foundation No report. l) Leduc Region Sustainability & Governance R. van Assen reported on the regional initiatives and that 39/20 was given credit for allowing them to use a lot of information gathered from their study. m) YRL Council reviewed YRL s Annual Report along with their 2016 2018 Plan of Service. n) Emergency Management K. Maine reported on the ICS course and the evacuation centre. o) Spray Park K. Maine reported and shared with Council plans for the RV Park and Spray Park. Administration will check with Engineers and/or consultants to put together a tender package. R5279-04-16 That the committee reports from 8. A) to 8. O) be received as information. 9. Correspondence R5280-04-16 F. Rapati MOVED: That the following correspondence be filed for future reference: a) Ecofor Consulting Services for 2016 b) AB Historical Resources Foundation c) National Day of Mourning WCB d) Safety Codes Council 10. CAO Report R5281-04-16 Council reviewed and discussed the Administrator s March report. That Administrator Pankewitz s March verbal report be received as information. 11. Confidential Items R5282-04-16 That Council go in-camera at 9:53 p.m. R5283-04-16 That Council return to open meeting at 10:03 p.m. R5284-04-16 That the Deputy Fire Chief s position revert back to one position and that the Deputy Fire Chief be selected by the firefighters by closed ballot.
