Dear NYSID Members and Supporters: NYSID is proud to acknowledge that 6,941 New Yorkers with disabilities worked on Preferred Source contracts in 2013. Together, we empower New Yorkers with disabilities with choices for thriving as employed members of our communities, in integrated work settings and in member agency employment centers. We commend our synergistic network for this past year s accomplishments and for continuing to make gainful employment accessible to individuals with disability-related barriers. The 2013 story of turning business opportunities into jobs for thousands of New Yorkers with disabilities surpassed preceding benchmarks in many ways: We satisfied more contracts than ever before under New York s Preferred Source Program, helping Preferred Source workers earn a record $55 million in wages. We assisted member agencies who engaged in Preferred Source business opportunities for the first time. We supported customers, member agencies and New Yorkers during an unprecedented disaster relief. We stood firm with our membership in a challenging regulatory environment and through rehabilitation industry pressures. We celebrated the 10th anniversary of our annual awards program through which we ve recognized nearly 500 outstanding individuals employed on Preferred Source contracts. We bolstered New York s growing veterans population with new initiatives and connected with collegiate engineering minds to design adaptive technologies for real-time productivity. 2013 Business Performance Energizes Job Creation, Sets New Benchmarks In another example of customer responsiveness, NYSID custodians from The Altamont Program in partnership with American Maintenance performed impressive work at the SUNY Upstate University Hospital in Syracuse. This major health care provider and teaching hospital serves 1.5 million residents and operates a Level-1 Trauma Center for the most critically ill and injured. Our Preferred Source cleaning crew has continued to meet the daily cleaning needs of 36 operating room suites, in addition to decontamination, assembly, sterilization, and sterile storage areas. It is worth noting that as part of SUNY Rachel Antoine, Fedcap Rehabilitation Services and CASO, Inc. Manhattan/New York County Member-Customer Synergies The 2013 workforce integrity of NYSID member agencies and private sector business partners resulted in significant growth opportunities: 15% increase in business support to the Higher Education sector (SUNY, CUNY and community colleges), primarily in custodial services and information and records conversion management A new copy paper product introduced by one of our newest member agency production centers (see page 10 story) 9% increase in commodity sales, bolstered by greater member-to-member purchases More than 500 contracts for custodial services, by far our largest customer satisfaction segment This steadfast performance of New Yorkers with disabilities can be illustrated by several exceptional responses to Preferred Source customers needs: At the outset of our fiscal year, Superstorm Sandy rolled through New York City and Long Island, where a high concentration of Preferred Source customers and workers dealt with massive transportation shutdowns, building closures and safety issues. Within hours of the storm s final moments, longstanding customers such as CUNY, the Department of Citywide Administrative Services and the New York City Housing Authority called on NYSID member agencies for work crews to assist with clean-up, often with just a few hours notice. At one point, over 100 individuals from NYSID member agencies AHRC NYC, Goodwill Industries of Greater NY & Northern NJ, Fedcap Rehabilitation Services, The Osborne Association, American Maintenance, Unitex, and Terranova Landscapes were working on storm relief efforts. In many instances, those providing emergency support were themselves storm victims. Upstate Medical Center s audits, an electronic device is used to measure ATP (adenosine triphosphate) levels in each operating room following the nightly cleaning. This is an extremely demanding and high-profile job, and the Altamont/American Maintenance team has consistently provided high-quality service in satisfying a discerning customer. Also noteworthy in 2013, NYSID members provided data imaging services in response to New York State Education s archives grant initiative, which encourages local government entities to apply for financial assistance in transferring paper files to electronic format. This year, a number of members helped towns and villages, New York City government agencies, school districts, and the Suffolk County Police Department with their records management needs: Fedcap Rehabilitation Services in partnership with CASO, Inc. Skills Unlimited in partnership with Imaging & Microfilm Access Westchester Arc/eDocNY In its first year of existence, academic year 2012-2013, CREATE (Cultivating Resources for Employment with Assistive TEchnology) put into action two projects that increased both the productivity of workers and the potential for job opportunities. CREATE represents an academic challenge to encourage assistive technology, uniting undergraduate and graduate engineers with member agencies to create Robin Costigan, St. Lawrence County Chapter/NYSARC, Inc./Seaway Industries Canton/St. Lawrence County new and inspiring technologies to improve the lives and livelihoods of individuals with disabilities. Working together, they successfully developed assistive technology for retail price tagging and heat sealing. Dr. Joseph Levert from SUNY Maritime subsequently commented: I m looking forward to another year with good learning experiences for the students and benefits for their customers. I m hoping that the learning will go far beyond just the practice of mechanical design that some of the students also learn about serving and working with people. That lesson will far outlive any engineering career. CREATE s second academic year is underway with commitments from three universities and six NYSID member agencies: Goodwill, Fedcap Rehabilitation Services, AHRC NYC, YAI, Lifespire, Inc., and St. Lawrence County Chapter NYSARC, Inc. Encouraging job creation efforts for service veterans through our member agencies and other programs, NYSID hosted quarterly Veterans Summits, to provide an open forum for individuals and organizations to gather and network. What s more, NYSID has joined in creating Battle Buddy Centers, which conduct programs to encourage camaraderie among veterans and to provide a place where they can give and receive support. In 2013, NYSID participated in the opening of four new Battle Buddy locations: Columbia-Greene Community College in Hudson, SUNY Ulster in Stone Ridge, Fedcap Rehabilitation Services in New York City, and Hudson Valley Community College in Troy. Our commitment to assisting veterans in returning to New York s workforce will continue in 2014 and beyond. Finally, in the spirit of our people-centric mission, NYSID was the lead sponsor of Our Ability s Journey Along the Erie Canal cycling event, the mission of which was to increase awareness of the ability within oneself and which raised funds to support adaptive sports, accessibility, education, and employment for New Yorkers with disabilities. Throughout the trip from Buffalo to Albany, numerous NYSID member agencies joined in recognizing the energy of people with disabilities. These member agencies included: The Arc of Orleans County; Rochester Rehabilitation Center; Wayne Arc; Seneca Cayuga Chapter NYSARC Inc./Seneca Cayuga Industries; Human Technologies Corporation; Liberty, the Montgomery County Chapter NYSARC, Inc.; Warren, Washington & Albany Counties Chapter NYSARC, Inc.; and The Altamont Program, Inc. Goodwill Industries of Greater NY & Northern NJ also supported the event with a donation. The 16-day, 350-mile Journey ended on July 8 with a NYSID-sponsored closing ceremony in downtown Albany attended by member agencies and state government officials. Defining Our Future NYSID has empowered workforces and contributed to New York s fiscal health for nearly 40 years. Further opportunities to do both will come from large janitorial and document imaging contracts, along with seasonal work such as grounds maintenance and mailing services. Our commitment to members process improvements through our Revolving Loan Fund, Matching Grants and other programs will also strengthen Preferred Source employment. Corporate partnerships and strong supplier relationships with private sector businesses continue to add new jobs and customer service opportunities, connections which open doors to employment that otherwise would not be possible. Also ahead, we hope to finalize a business plan and complete the purchase of a private sector franchise to create additional job opportunities for New Yorkers with disabilities. We have explored opportunities in food and other service businesses at this writing. NYSID looks forward to continuing to develop these measures which support new choices for Preferred Source workers and continue its long-established business mission of building a stronger New York. William B. Joslin Outstanding Performance Awards Program Celebrates 10 Years of Recognition The choice to work in Preferred Source jobs helps create a diversified New York workforce, allowing individuals with disabilities to be successful and independent where they live. NYSID celebrates this every year through the Joslin Awards Program, which allows our member agencies to nominate an Outstanding Performer working on Preferred Source contracts. Over 10 years of peoplecentered recognition, the Joslin Award has honored 475 Outstanding Performers, and the final William B. Joslin Outstanding Performance Award was presented to nine of them. This year, in celebration of the 10th awards program and the diversity of New Yorkers it honors, we presented one individual in a production work setting and one individual in community employment with the prestigious William B. Joslin Outstanding Performance Award. Donald Huckins The Arc Otsego (Oneonta) Donald perfectly exemplifies tenacity and focus mixed with caring and kindness. From overcoming being bullied while earning his high school degree, to racking up an impressive number of awards and recognitions at The Arc Otsego s vocational training center (VTC), to finally achieving his goal of being named the agency s 2013 Outstanding Performer, he sets his goals high and works hard to achieve them. Throughout the past 20 years, Donald has worked on every NYSID line at the VTC and, at his own request, has become cross-trained on almost every available job. He is a motivator who readily assists colleagues to meet production goals and quality standards. He has received several performance awards and has been named Worker of the Month on multiple occasions. Donald also makes time for giving back at a local church, where he cleans and polishes in preparation for church services. He has received numerous letters of appreciation and certificates in recognition for his volunteer efforts. I am proud of getting the Joslin Award. I really worked for it. Completing two combat tours in Bosnia added further stress to his life, leading to countless years of treatments and relapses. Finally, he came to Father Young s Veterans Program, where he was eventually introduced to The Altamont Program and its employment opportunities through NYSID Preferred Source contracts. Employment has been the crucial part of my recovery, said Marc. A job has been the fundamental component that has restored my self-respect and self-esteem. Marc helps educate other veterans and pass on the message that you can achieve meaningful things in life. He provides vet-to-vet peer counseling at Altamont s veterans housing program, where his efforts are founded on core values such as empowerment, taking responsibility for one s own recovery and the need to have opportunities for meaningful employment. These days I hold my head up high and eagerly anticipate a future that I thought would never be possible. Altamont and NYSID have given me a window into tomorrow for which I will be forever grateful. Member Agency of the Year A.V.R.E. (Binghamton) Robert K. Hanye, President & CEO A.V.R.E. provides vision rehabilitative program services and employment opportunities for sight-impaired individuals in the Binghamton area, including a copy paper division which produces various grades and sizes of cut-sheet business papers for commercial and government customers. The paper operation employs skilled New Yorkers who are blind or visually impaired in packaging, machine operation and accounting jobs. The state-of-the-art machinery has been made accessible so that all positions can be staffed by New Yorkers with disabilities. In a compelling example of cooperation in support of 2013 job creation, the A.V.R.E. and NYSID management and marketing teams worked together to secure a copy paper contract for Preferred Source customers, creating nine jobs and opening new doors of opportunity in an economically challenged community. We are absolutely delighted to be selected as NYSID s Member Agency of the Year. It s a clear recognition of all of the hard work that everyone on our team has put into creating jobs, in particular working on the project to bring copy paper to the State of New York marketplace. Copy Paper Team Working on adaptive paper converting equipment, each individual on the Copy Paper Team is encouraged to reach their fullest employment potential in a supportive environment. Quality is of utmost concern to the entire unit, and each team member is highly attentive to customer satisfaction. It s everyone s responsibility to look at the quality of the product. At the end of the day, I m confident that the work that goes to our customer is 100% quality driven. Luigi Di Russo, A.V.R.E. team leader Customer of the Year The City University of New York (CUNY) is a long-standing supporter of NYSID Preferred Source opportunities, creating a positive impact on the lives of city residents with disabilities. Throughout more than 20 years, CUNY policy-makers have stressed the value and importance of Preferred Source procurement throughout their campuses, resulting in new service opportunities each year. In a major example of CUNY-NYSID teamwork, during the immediate aftermath of Superstorm Sandy, CUNY quickly sought NYSID s assistance in providing janitorial services at three emergency shelters at York, John Jay and Lehman Colleges. Goodwill Industries, AHRC NYC and Fedcap Rehabilitation Services all responded in superior fashion to help CUNY provide critical services and temporary lodging to a steady stream of displaced New Yorkers. NYSID members also provided linen services to John Jay and Lehman Colleges for special needs evacuees, and did extensive clean-up at Hunter College for weeks afterward. 10

Partnering with Fedcap Rehabilitation Services in Manhattan a few years ago, CASO employs individuals with disabilities to prepare and scan numerous types of documents into digital format, making information easy to access and eliminating voluminous paper files. CASO proactively markets its capabilities to the government sector in conjunction with Fedcap and NYSID, inviting key procurement decisionmakers to discover the benefits of document imaging. A strong believer in NYSID s mission to create job opportunities for New Yorkers with disabilities, CASO further demonstrates this by employing Fedcap office services workers on its private sector business. Richard Tamaro, President & CEO Employee of the Year Chantal St. Clair Chantal is a key member of the CASO/Fedcap team, working primarily on the SUNY Downstate Medical Center contract for the past five years processing patient medical records. She has been cross-trained to execute all roles including document preparation, scanning, data entry, and quality control for this important Preferred Source customer. Chantal is described as an extremely hard worker, whose productivity, quality and work ethic garnered the respect of being named the CASO award s Employee of the Year. On being made aware of this distinction, Chantal said, This makes me feel successful. I would like to continue working on document scanning and become a supervisor. Chantal St. Clair, CASO Customer of the Year Smithtown Central School District Of the 697 individual school districts in New York State, the Smithtown Central School District is a consistent, committed user of NYSID Preferred Source solutions. The Smithtown district is a vast network of nine elementary schools, three middle schools and two high schools, located on Long Island s North Shore in Suffolk County. Its ongoing support of Preferred Source procurement empowers New Yorkers with disabilities at NYSID member agency production centers Steuben County Chapter NYSARC, Schoharie County Chapter NYSARC and Liberty, the Montgomery County Chapter NYSARC. Over the past few years, a number of individual school departments have ordered custom apparel for the custodial, IT, grounds, and security personnel, in addition to purchasing custodial, office and restroom supplies. What s more, in addition to fulfilling its own procurement needs through NYSID Preferred Source solutions, Smithtown s purchasing decision-makers independently recommend NYSID s products and services to neighboring school districts. 11
