A new start for Europe Commissioner Moedas EP hearing on the portfolio of Research, Science and "My overarching objective as Commissioner will be advancing the framework conditions that enable the full potential of European research, science and innovation". European Research Area (ERA) ERA An open space for knowledge and growth ERA is open to the world based on the Internal market, in which researchers, scientific knowledge and technology circulate freely. ERA allows the EU and Member States to strengthen their scientific and technological bases, their competitiveness and their capacity to collectively address grand challenges. The 28 national research systems of the EU are the foundation of ERA. They are not to be integrated or merged into a single system but to be more open, interoperable and inter-connected. Associated countries are part of ERA.

European Research Area (ERA) Where do we stand on ERA? 2014 ERA Progress Report: The ERA partnership has made good progress in delivering ERA 2014 goal achieved: The conditions are in place for a fully functioning ERA Member States (MS) are gradually adopting ERA supportive policies (NRPs) Stakeholders are showing continued support for ERA agenda. At the same time, Europe's R&I performance needs to be boosted to master the many challenges ahead and keep its place in a fast-changing world. Europe's future is connected to its power to innovate. The Union, an action-packed initiative for an innovation-friendly Europe, is the solution. It forms part of the Europe 2020 strategy that aims to create smart, sustainable and inclusive growth.

ERA & Union Widening participation Teaming Creating new or updating of existing centres of excellence in less R&D performing MS through a teaming process with an advanced institute; Twinning Strengthening a defined field of research in an emerging institution in a less R&D performing MS through linking this institution with at least two internationally-leading European counterparts; ERA Chairs Bringing outstanding researchers to universities and other research institutions that have high potential for research excellence. Institutions should mobilise support from different funding sources, e.g. ESIF. A Policy Support Facility Informing the formulation and optimisation of research and innovation policies in low performing MS and regions aiming to make them more competitive at European level by offering expert advice to public authorities. Actions to facilitate the trans-national co-operation between NCPs will be deployed.

Policy Support Facility Rationale for Policy Support Facility Countries can increase the impact of R&I through reforms to improve the quality of strategies, programmes and institutions: Policy challenges + specific reforms identified by MS in EU Semester Priority reforms in the Communication "R&I as sources of growth" Specificities of innovation ecosystems, notably in low-performing MS Designing, implementing and evaluating R&I reforms is very complex: Limited evidence base Lack of in-house expertise Need to tailor policies to country specific circumstances Commission witnesses numerous demands from MS for policy advice and guidance which are hard to respond to on ad-hoc basis
