INVITATION The Confederation of Chess for America, the Brazilian Chess Federation, The Minas Gerais State federation and the organization of the event, are pleased to invite all National Federations in FIDE Americas Americas to the XXIV Pan American Youth Festival. This event, open for boys and girls, will be held in the city of of Poços de Caldas from July 25-August 1, 2013. GENERAL CONDITIONS The event will be regulated by the provisions of this invitation, anything that is not included in this invitation will be regulated by the REGULATIONS FOR THE PAN AMERICAN YOUTH FESTIVAL. These regulations can be found at www.fideamerica.com. Absolute and Female categories Under 8: born after January 1, 2005 Under 10: born after January 1, 2003 Under 12: born after January 1, 2001 Under 14: born after January 1, 1999 U16 : born after January 1, 1997 Under 18: born after 1 January 1995 Pairing System: 9 rounds Swiss system. Time Control: 90 minutes per player for the entire game, with the addition of 30 seconds per move from the first movement. With analog chess clock the time control will be game in 2 hours, G/120. Features: Open Tournament, each National Federation may register as many players as it wishes. All participants must be register by their national federation, which must be recognized by FIDE. Tiebreaks 1. Result of individual game 2. Progressive 3. Bucholz 4. Younger age RIGHTS FOR SUB CATEGORY 8, 10, 12, 14, 16 and 18:
"The Champions of the Under 10, Under 12, Under 14, Under 16 and Under 18 Categories will obtain FIDE Master titles (Absolute / Open), and in the Champions of the Girls categories will obtain the Woman FIDE Master titles. In case of a tie for the first place, titles will be awarded to the second and third players (up to 3 players per age category). - Champions of the categories 16 & 18 will earn a 9 games norm for the International Master title (absolute / open). For the Girls Under 16 & 18 the winners of this categories will earn a 9 games norm for the Woman International Master. If there is a tie for 1st place, the FIDE Master titles will be awarded for the second and third places. In case of no ties in the 1st place in the categories Under 10, Under 12, Under 14, Under 16 and Under 18 the second and third places will receive the title of FIDE Candidate Master in the tournament Absolute or Open section. All the other players (extra players), parents, coaches, etc must pay their own accommodations and meals in the official hotels. "The champions of each category of the Regional Festivals (South, Central and North) from the previous cycle will also receive free accommodations and meals. Additionally, the players who won first, second and third places in the previous Pan American Youth Festival will also receive free accommodations and meals. These players will be considered official players.
"The top three players in each category will have the right to play in the next Pan American Festival (2014). They will be considered official players, earning the right for free accommodations and meals. "The Champion of each category earns the right to play in the World Youth Championships as official players, as such accommodations and meals will be provided to this players. - Note: For official players, the organization recognizes the stay from Lunch on July 25 to breakfast on August 1 in double, triple rooms. If a players wishing to stay in the single room must pay the difference in cost. Awards The top three players in each section will receive trophies. The top three countries that accumulate the most points based on the results of the 10 best scores in each section will be declared Champion, Second Place and Third Place. The point system will be the following 10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 points for 1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th,, 9th and 10th places respectively. COSTS AND SCHEDULE 1- Registration Fee For Youth Chess Festival: All players without exception, must pay registration fees to the CCA: Official Players: US$75 (Seventy Five U.S. Dollars). Extra Players: US$100 (One Hundred Dollars). And for Organization: Official Players and Extra Players U$S 35 (Thirty Five Dollars) Registration fees must be paid in advance, either by wire transfer to the Bank showed latter on at this folder or at the tournament venue on July 25, starting at 9 am. The Treasurer of the CCA will be receiving the payments on-site or someone from the Organization. No chessplayer can participate without fulfilling this requirement. 2- Registration Fee For BLITZ Youth Chess Festival: Official Players and Extra Players: U$S 20,00 Registration at Site PRE-REGISTRATION DEADLINE: July 2 at 8 pm, ensuring the accommodation of both official and extra players. After the deadlinet all chessplayers who sign up will be considered extras.
The registrations must be officialize by July 5, 2013 by sending an email from the National Federations to panamericanojuventude@gmail.com or by individuals endorsed later by Federation. This e-mail needs to contain the following information: Names, FIDE title, FIDE code, ELO, Date of Birth, Category and Country. Each player must show his or her original passport and submit a copy of it. The Organization will accept group registrations by National Federation sent by the President or Secretary of the respective Federation or individuals registrations endorsed by national Federations. All participants, coaches and accompanying persons will have to pay the sum of US$10 for the cost of the credentials.
