The Robson Lowe Encyclopaedia states that this is a watermark error. In the catalogue for the John Griffiths collection, it was stated that this was a trial printing on the paper to be used for the new De La Rue 2d SG 152, issued in August 1868. Whatever the case, it is an underrated stamp, partly because it's hidden away in the Star Watermark issue.
