The cost and benefits of the CIPM MRA to the NMIs of the world: the Brazilian experience João Alziro Herz da Jornada President of Inmetro- Brazil
Costs and Benefits of the CIPM MRA, as perceived by Inmetro- a complex issue: Direct benefits Indirect benefits Costs and associated benefits
The Context: Brazil- growing and industrializing Inmetro and its new model- a major change since 2001 Some developments in the implementation of the new model- the importance of the MRA

Bridging the gap between Science, Enterprises and Society. Supporting innovation. Inmetro new strategy as a National Metrology Institute, since 2001 Locus of knowledge and credibility, based on excellence in S&T; diffusion of knowledge; Commitment to strategic issues of the country; anticipation of needs; Commitment to support innovation and national competitiveness- instrument for the national industrial policy; Strong NMI, encompassing and centralized;
Approach to implement the strategy: Partnership with Academia, enterprises and NMIs; Rapid incorporation of highly qualified people; Effort in basic and applied research; Modern equipments and infrastructure; New strategic fields in metrology (nanotech, biotech, sustainability, health, chemistry, ITC ); Excellence in management; collaborative spirit Strong support from the Government and from other key stakeholders- great support required.

The big problem for implementing the new model and the importance of the MRA: How to get the commitment of the key stakeholders (high-level government, different government bodies, parliament, Academia, enterprises, ) for the large investments needed. The MRA helped in building a coherent and logical narrative; contributed in presenting a clear and easily understandable framework for supporting the new model for Inmetro. Example of general presentation explaining the complex scenario o metrology, used frequently:

Other benefits:
Support to our Accreditation Service "2.5 The International Laboratory Accreditation Cooperation (ILAC) is an international association of nationally recognized accreditation bodies largely concerned with appropriate harmonization of the work of accreditation bodies who service about 25 000 accredited calibration and testing laboratories, around the globe. The accredited laboratories operate in the commercial sector and public sectors and in most cases, do not require the highest level of measurement accuracy but do require evidence of technical competence and traceability to the SI."
Stimulating our Quality System (some cost, but much more benefits )
INMETRO s CIPM MRA Approach Signature of the CIPM MRA The INMETRO-wide quality system for the measurement services was implemented in response to the requirements of CIPM MRA. Approval * of the Quality System (QS) covering Length, Interferometry, Electricity and Magnetism, and Mass and Related Quantities activities Approval of QS covering Optics, Thermometry, and Acoustics and Vibration activities Approval of QS covering Chemistry activities Oct 1999 Mar 2004 May 2004 Nov 2004 Sep 2006 On-site peer review on all Quality Management System and all technical areas (17025 requirements) * The Quality Management System review occurs at SIM Quality System Task Force (QSTF)
Submission of the QS covering new services related to Length and Chemistry activities to QSTF INMETRO s CIPM MRA Approach Submission of the QS covering new services related to Chemistry activities to QSTF Re-approval of the QS covering all INMETRO s activities Technical on-site peer review on Thermometry Mar 2008 Mar 2008 Mar 2009 Jul 2009 Oct 2009 Oct 2009 Oct 2009 Technical on-site peer review on Chemistry activities On-site peer review on all Quality Management System (17025 and ISO Guide 34) Technical on-site peer review on Optics In INMETRO s case the CIPM MRA was and continue to be very important to improve the demonstration of competence and ability to perform calibration and testing activities.
Fostering our interaction and cooperation with BIPM/CIPM, and NMIs (some cost, but much more benefits )

Project BIOREMA- CRMs with UE Involving: -Feasibility of the preparation of biodiesel and bioethanol reference materials. -To establish the current quality of the measurement practice in laboratories (about 35 laboratories around the world will participate).
Production of high-quality measurement standards Inmetro and NIST joint program for biofuels CRMs- ethanol and soy and animal fat biodiesel
A final remark: Great success in showing the importance of BIPM as an articulating institution; perhaps a cost for its role as Laboratory
