A range of tools and resources are needed, including clear and transparent policy and regulatory frameworks, availability of pre-development funds, sustainable incentive policies, bankable contracts, and private sector capacity-building. The panelists will present real cases and examples from Thailand, Vietnam, Indonesia and other Southeast Asian countries, challenges and solutions encompassing the entire RE market development cycle in the context of Southeast Asia. This should pave the way for a vibrant discussion and exchange of views with audience members. Speakers Milosz A Mogilnicki Infrastructure Finance Advisor South East Asia U.S Department Of Treasury Milosz Mogilnicki is the U.S. Department s of the Treasury, Office of Technical Assistance South East Asia Regional Energy Advisor and part of OTA's Infrastructure Finance Team. Before moving to his regional role Mr. Mogilnicki has been working in Indonesia advising PLN (Perusahaan Listrik Negara), the National Electric Utility of Indonesia for 3 years. There he advised PLN on the development of policy and financial transactions for renewable energy projects. He has been involved in the region s renewable energy development and financing since the 2007 and since then he has worked on the projects in the S.E. Asian region, (but also in the U.S.) focusing on Biogass, Wind Power and Solar PV markets. Milosz has an MBA from Asian Institute of Management and HKUST and a business degree from the University of Maryland Geoffrey Tan Managing Director, Asia Pacific Overseas Private Investment Corporation Geoffrey Tan is Overseas Private Investment Corporation s (OPIC) Asia- Pacific regional representative based in Thailand. He joined OPIC in 2003 and was based in Washington DC until 2014. Mr. Tan has worked in emerging markets financing for over 20 years, focusing on power and infrastructure. He has worked in Latin America, the Middle East, Central and Eastern Europe, Africa and Asia. Prior to OPIC Mr. Tan worked for the Chase Manhattan Bank (now JPMorgan Chase) in New York, Singapore and Hong Kong focusing on project and structured finance, and for Emerging Markets Partnership in Singapore on private equity infrastructure investments. Mr. Tan is a graduate of Cornell University and the University of Virginia, and also attended the Université Catholique de Louvain in Belgium.
Richard Pearson Business Development Officer, Asia-Pacific Export-Import Bank of the United States Richard Pearson is Business Development Officer for Asia at the Export-Import Bank of the United States. He is responsible for Ex-Im Bank business development and outreach activities in East and Southeast Asia, for coordinating with relevant Asian and U.S. government agencies and marketing Ex-Im s products throughout Asia. Mr. Pearson holds a B.A. from St. Olaf College and an MALD from the Fletcher School of Law and Diplomacy focusing on economics and Asia at both institutions. He held a Fulbright grant to Taiwan. Mark Dunn Regional Manager for Asia U.S. Trade and Development Agency Mark Dunn is the Regional Manager for Asia at the U.S. Trade and Development Agency (USTDA), based in Bangkok, Thailand, a position he has held since 2008. There, he is responsible for managing USTDA s activities in South and Southeast Asia, directing business development efforts, coordinating with relevant Asian and U.S. government agencies, and marketing USTDA services to potential partners throughout Asia. Prior to his time in Bangkok, Mr. Dunn was an infrastructure development consultant, splitting his time between Ulaanbaatar, Mongolia; Beijing, China; and Washington, DC. Mr. Dunn holds a B.A. in International Relations from Carleton College and an M.A. in International Affairs from American University, focusing on Asia at both institutions. Sithisakdi Apichatthanapath Program Development Specialist USAID Regional Development Mission for Asia I Regional Environment Office Sithisakdi ( Seng ) is the Program Development Specialist at the USAID/RDMA based in Bangkok. He is responsible for the planning, managing, and reporting of RDMA s clean energy activities and programs, covering 13 countries across Asia. Prior to USAID, he worked at the South Pole Group developing CDM and VER projects and then as a CDM Auditor at Germanischer Lloyd, where he has been involved in the validation and certification of over 40 emission reductions projects across Asia. He graduated from the University of Leeds with a Bachelor in International Relations, and from the Asian Institute of Technology with Master degree in Energy Economics and Planning.
