Descriptin f Building Annex A A 20-year lease has been agreed n a new prperty at 102 Middlesex St, E1 7EZ. The building is part f a large cmplex cnsisting f: student accmmdatin (rughly 1,500 rms spread ver a twer and several pdia) an ffice building (UEA Lndn s part) and sme dmestic buildings. The ffice blck has five flrs and a basement with the fllwing ccupatins: Basement: building services and gym Grund Flr: Receptin and retail units First Flr: Student services; teaching facilities and Learning Resurce Centre Secnd Flr: Teaching facilities Third Flr: Masters teaching Furth & Fifth Flrs: Initially unccupied but designated fr teaching. The ffice building has an interir fit-ut specified t the same levels as the INTO Nrwich building. Flr 3 has a higher specificatin and is designed t match r exceed the specificatin f the UEA Masters suite being cnstructed as part f the Academic East building n the Nrwich site. Academic Delivery - INTO UEA Lndn Annex D T assist with the expedient set up f academic prgrammes at the Lndn Centre certain transitinal arrangements have been arranged. Existing INTO University f East Anglia curses are currently underging validatin fr delivery in Lndn and ur understanding is that INTO City will, in the first instance, validate and ffer the same prgrammes. The Senir INTO University f East Anglia Academic Team cnsisting f Dr Matthew Perry, Academic Directr Dr Richard Samuels, Directr f Studies, Academic Mr Paul Hullck, Directr f Studies, English Language have agreed t supervise the launch f the Lndn prgrammes. This supervisin will include staff recruitment, training and mentring fr the existing prvisin and assessment. Training fr the new academic appintments will cnsist f time spent in Nrwich during December, shadwing staff here and taking part in the inductin f new January arrivals. Lndn arrivals are scheduled fr a week later by which time the new academic appintments, supprted by the team here, will be able t deal with the numbers expected. Matthew, Paul and Richard expect t travel t Lndn regularly fr the first term t ensure n-ging supervisin. All three staff members have been with INTO UEA since its inceptin and are well equipped t ffer such supprt. They wrk very clsely tgether and are fully cnversant with the prpsed curse ffering. This September has been INTO UEA s 7 th intake and the current team f Prgramme Managers at Nrwich, the next layer dwn t the Directr f Studies, is able t cpe in the interim with less direct supprt, prviding that apprpriate allwances are made with respect t remissin fr management duties. It is als expected that the January 2010 Nrwich intake will be lwer than the September 2009 intake. Our Academic Supprt Manager, Steve Evans, will als be a key member f staff training the Lndn team. We are fully cnfident that we can deliver quality prvisin in bth Nrwich and Lndn prviding that apprpriate lcal staff are recruited. Online library prvisin: will include access t UEA s existing prtfli f databases, ebks and ejurnals (there is an utstanding issue abut hw the csts fr any new nline jurnals and databases, identified in future curse prpsals, will be met 1 ). will be delivered via the UEA netwrk as part f the IT infrastructure being prvided by UEA. This means that there will be nsite prvisin at 100 Middlesex Street and ff-site prvisin replicating existing UEA services. Physical library prvisin will include: access t the Learning Resurce Centre prvided by INTO at the 100 Middlesex Street site which will be mdelled n the Learning Resurce Centre at INTO UEA (Nrwich). access and sme brrwing rights at City University s Library cllectins at Nrthamptn Square, Lndn, EC1V. the use f these library facilities will be evaluated after ne year at which pint a decisin abut whether t cntinue with this third party prvisin will be made. This is because a significant number f their Business research hldings are at the separate Cass Library (which City has chsen t exclude frm the access arrangement). access and brrwing rights at UEA Library, with rights equivalent t students currently n the UEA campus (accrding t status). 1 Csts f additinal resurces fr pstgraduate and undergraduate curses The prvisin f resurces fr curses based at UEA Lndn will need far mre attentin than UEA Nrwich curses. This is because at UEA Nrwich there is already a brad cllectin f physical resurces t underpin each new curse prpsal, s sme f the material required will already be available. This will nt be the case fr UEA Lndn-based curses. It is pssible that the existing Schl allcatin under the Library budget will be insufficient t meet the needs f these new curses. Therefre, if there are significant additinal new resurce requests, sme supplementatin frm the Schl, the JV r the University will have t be agreed prir t signing ff curses. Further discussin is needed in terms f hw this fits in with the brader per FTE charging mdel devised by the Directr f Infrmatin Services. 2 The precise brrwing rights and lan perids have nt yet been cnfirmed by City.
Pstgraduate students and future undergraduate curses - reading lists The abve physical library prvisin will require sme supplementatin fr UEA pstgraduate and undergraduate students. In particular, there is an issue abut ensuring access t items n reading lists. The Learning Resurce Centre at INTO UEA Lndn will prbably fllw the mdel at INTO UEA (Nrwich) where the library prvisin is based n requests frm INTO tutrs teaching Fundatin and Diplma curses (but nt frm UEA lecturers teaching pstgraduates and undergraduates). Similarly City University will be purchasing its stck fr its wn students but will nt be buying stck based n UEA reading lists. We have cnsidered a number f ptins fr prviding the physical cllectin f bks n the reading lists fr the pstgraduate and undergraduate curses and these are given as Appendix A. Fr the shrt term, given the relatively small number f students and curses invlved, we recmmend that the Learning Resurce Centre at 100 Middlesex Street be asked t add the reading list items t their wn stck and make them lanable t just the students n the pstgraduate curses. UEA Library wuld be respnsible fr stck selectin, but rdering and acquisitins wuld be handled by the JV s Learning Resurce Centre and the items added t their stck fr the time being. Befre cnfirming this apprach we will need mre detail abut hw the LRC will be set up at 100 Middlesex Street including details f its staffing/security arrangements. In the lnger term, sme kind f separate library prvisin fr UEA pstgraduates and undergraduates at 100 Middlesex Street culd be cnsidered. At this stage, hwever, the additinal capital setup csts and likely recurrent space csts culd nt be justified. Pstgraduate students and future undergraduate curses - wider reading The Library believes that it is imprtant fr pstgraduates and future undergraduates t have access t resurces beynd the immediate reading lists, especially at Masters level. This is especially imprtant when cmparing the UEA Lndn experience with what ther cmpetitr institutins are ffering (e.g. the Cass Business Library). As nted abve, the City University (Nrthamptn Square) Library prvisin is weaker than UEA Nrwich prvisin in this respect. We have therefre negtiated an additinal ptin t include physical library prvisin t the University f Lndn research library at Senate Huse (fr 160 per student per annum). This includes brrwing f 8 cncurrent items fr a lan perid f fur weeks at a time. In additin, walk-in access is prvided t sme e-resurces. In additin, membership f the SCONUL access scheme, which prvides at least reference, and smetimes limited brrwing, rights at a student s lcal HEA institutin library, shuld als be beneficial. We will ensure that all pstgraduate students at UEA Lndn are signed up t this scheme which wuld be administered frm UEA Library (as their hme institutin). Pstgraduate students will als be encuraged t use the nearby City f Lndn s City Business Library which prvides reference-nly access t current business infrmatin including walk-in nline access t sme key databases. Appendix A Optins fr prviding reading list texts Optin 1: Offer a pstal lan service frm UEA Library. We have investigated this ptin but even the Open University d nt ffer this t their students (althugh they d t staff and tutrs). At the OU, the cst f recrded delivery pstage t return the items t the Library has t be met by the users. The pstage and infrastructure verhead fr UEA Library wuld be cnsiderable because we are currently scaled t prvide self-service, rather than mediated services. This is a pssible shrt-term fix but we wuld have t recharge the service at cst t the JV and this culd be ver and abve the current estimates fr ISD service prvisin. Optin 2: Huse the reading list stck at Senate Huse Library. We have negtiated an ptin fr Senate Huse Library t keep sme UEA stck n their shelves which culd be restricted t brrwing just by UEA students. There wuld be an nging cst fr this service (estimates nt yet received). The dwn-side f this ptin is the distance frm 100 Middlesex Street. We wuld have t recharge the service at cst t the JV and this culd be ver and abve the current estimates fr ISD service prvisin. Optin 3: Prvide a bk bx fr the curses cntaining UEA Library bks, with devlved administratin t the curse tutrs. This wuld replicate UEA s current mdel fr ff-site resurce prvisin fr sme CntEd curses. This des prvide an administrative verhead and liability fr the tutrs. This is a pssible shrt-term fix but we wuld have t recharge the service at cst t the JV and this culd be ver and abve the current estimates fr ISD service prvisin. Optin 4: Prvide the students with the cre reading lists texts as a bk pack. Under this scenari, there is n Library prvisin. This remves all verheads and simply gives cpies f the key bks t the students, the csts being met thrugh curse fees. Optin 5: Keep a small separate reference-nly library in the pstgraduate reading rm at 100 Middlesex Street. This is clearly desirable but withut a Library Management and Security system there wuld be nthing t stp the items frm being stlen. Indicative csts fr putting in such a system wuld be prhibitive given the current scale f prgrammes ( 15k is an indicative figure). Optin 6: Keep a small separate reference-nly library in the Learning Resurce Centre at 100 Middlesex Street. This is an ptin, but befre cnfirming this apprach we will need mre detail abut hw the LRC will be set up at 100 Middlesex Street including details f its staffing/security arrangements. Given the mdular nature f the curses, will reference-nly really be sufficient? Optin 7: Ask the Learning Resurce Centre at 100 Middlesex Street t add the reading list material t their wn stck and make them lanable t just the students n the pstgraduate curses.
