Valley Electric Association Introduction Valley Electric Association (VEA) is a member-owned electric cooperative in rural Nevada 6800 Sq. Mile Electric Service Territory Valley Communications Association (VCA), a wholly owned subsidiary of VEA, was formed to deliver broadband services to Co-op members and customers Drivers for Wireless deployment: Demand for quality Broadband service was very high in the area Wireless deployment would bridge the gap during fiber deployment Members and customers could be served quickly with wireless 2/26/2018 CONFIDENTIAL 2
Valley Electric Project Goals Wireless Service goal - 25Mbps symmetrical service for $49.95/month Reduce deployment cost and provide sufficient coverage by using existing tower/utility pole infrastructure Initial goal - 8000 subscribers Evaluated multiple solutions and chose RADWIN - Dec. 2015 2/26/2018 CONFIDENTIAL 3
Valley Electric Results to Date Approximately 7,000 subscribers installed in just over a year 57 active towers, 4 to 20 RADWIN JET PRO HBS per tower, 385 total HBS deployed Towers are typically deployed with a 1 mile radius to meet density requirements The End User Experience response has been very positive RADWIN JET PRO provides symmetrical 25 Mbps upload / 25 Mbps download While FTTH remains the goal in VEA s service territory, the RADWIN equipment will be redeployed in areas outside of the VEA service territory 2/26/2018 CONFIDENTIAL 4

Valley Electric Summary The RADWIN JET PRO platform has worked very well for us. We continue to work closely with the RADWIN team to plan out and execute the deployment to ensure the best results. The planning software works well to determine the coverage of a tower prior to deployment. The most recent firmware upgrades have proven to be very beneficial by allowing increased subscriber count per HBS and improved throughput due to changes in the over the air transmission of data. 2/26/2018 CONFIDENTIAL 7
