ESCAP workshop Digital Broadcasting for alarm & rescue - - case study in China Guoyu Wang CQUPT, China wanggyb@cqupt.edu.cn
Why Broadcasting Only possible solution to deliver alarm messages to all terminals simutaneously Only network to survive in serious disasters Much cheaper to cover big area Much easier to manage
New operation mode Along with personal/family terminals, plenty public terminals are provided. Instead of voice and video, picture/text are main contents. Terminals triggered/controlled by transmitter. without user turning off or selecting. All these ensures authority, specialty, compulsion and wide coverage
DAB for alarm In emergency, all terminals will be woken up within one minute to deliver sound + text + picture + flush Distinguished by plenty public terminals, - - everywhere shock effect, - - no one ignore to ensure as much people as possible to get alarm messages at the first time.
Alarm with LED & LCD, together with loudspeakers and other terminals
DAB for alarm
DAB for rescue management After serious disaster, traffic, internet and communication are all down, broadcasting may be only survive technique DAB could be used to deliver instructions to manage evacuation via public terminals could coordinate medical, fire brigade and rescue staff via personal terminals could send files in word format to all PCs to maintain government management channels
DAB for rescue management need to develop low power transmitters and receivers, as well as solar cell powered LCDs and LEDs. All above methods will greatly assist the rescue management
DAB for emergency communication In extreme situations, an isolated place could establish communication with outside, if it has a local DAB transmitter, in operation Two unidirectional transmitters can be used to achieve bi-directionality communication can be established when both sides have functioning receivers and transmitters
DAB for emergency communication transmitter and receiver can be integrated and a connecting and dialog software is developed (imitating the internet), a Skypelike function can be implemented using DAB Note this is done solely using broadcasting instead of the internet the boundary between broadcasting and the communication is crossed here
DAB for emergency communication
Cost effective & Green much cheaper than any communication networks more powerful & cost effective than FM lower power consumption, therefore Green Technology
Case study 1 DAB on campus Chongqing University of Posts and Telecommunications Campus area: 730 acres Building area: 700,000 square meters Population: 30,000 students/staffs One DAB transmitter of 5W

Case study 1 DAB on campus DAB has actually become a teaching facility of the university, and has benefited teaching and management. The cost is approximately 100,000 USD, cheaper than any other networks.
Case study 2 DAB in part of city The east part of Hailing district, Taizhou city, Jiangsu province. It includes an industrial park and several residential areas A 100W transmitter is built to covers an area of 80 square km, with a population of 120,000. the cost is approximately 90,000 USD
Case study 3 DAB in a city Foshan city, Guangdong Province DAB has been in operation for 10 years using 2 KW transmitter Alarm function will be added this year mainly for flood and storm. It covers an area of 2000 squ km, with a population of 3,000,000. the extra cost is estimated 120,000 USD
< Foshan broadcasting transmitter tower ^ Popular science on nature disaster and safety guidance
Case study 4 DAB in a province Guangdong Province, south of China Some DAB stations have been in operation Alarm function will be added gradually mainly for flood, storm, and tsnami. It will cover an area of 150,000 squ km, with a population of 60,000,000. the extra cost is estimated 3,000,000 USD
Useful in normal life Information provision & propaganda precaution & safety guidance announcement regulation & rules Popular scientific knowledge related to work and daily life Education
Conclusion Digital broadcasting has inherent advantages for alarm and rescue management also very useful in normal life for information, science knowledge, and education It is much more reliable, cost effective, very efficient, easy built and easy use Ideal for Asia and the Pacific
