MINUTES OF ORANGE COUNTY JUVENILE JUSTICE COMMISSION April 1, 2009 The regular meeting of the Orange County Juvenile Justice Commission was called to order at 9:05 a.m. by Chair Steiner. The Pledge of Allegiance was led by Commissioner Foley. The meeting was held in the Betty Lou Lamoreaux Juvenile Justice Center, 341 The City Drive, Orange, California, in the second floor Commission Conference Room. JUVENILE JUSTICE COMMISSION PAGE 2 of 6 PUBLIC DEFENDER (DELINQUENCY UNIT) PUBLIC DEFENDER (DEPENDENCY UNIT) COUNTY COUNSEL Dana Stits, Supervising Deputy, Juvenile Dependency, announced that Benjamin De Mayo, County Counsel, has retired, and the new County Counsel is Nick Chrisos. Mr. Stits reported that he recently met with the Mexican consulate regarding repatriating children. Coming up in August they will be doing cross-training with the Mexican consulate. SOCIAL SERVICES AGENCY Mike Ryan, Division Director, Children & Family Services, spoke about the Tustin Family Campus. The Certificate of Occupancy for the Administration building was received, and they will move in on April 14, 2009. The remainder of the facility s programs will start to be implemented beginning in June. Chair Steiner replied to Mr. Ryan that the Commission views the Tustin Family Campus as no small accomplishment. Mr. Ryan then announced that April is Child Abuse Prevention Month. In support of this, the Raise Foundation s Blue Ribbon Family Festival will be held in Costa Mesa on April 4, 2009. Mr. Ryan also informed Commissioners that Child Abuse Services Team is currently celebrating twenty years of service. Jaime Muñoz, Program Manager II, Orangewood Children s Home, provided Commissioners with current population information at Orangewood. A discussion followed regarding children at Orangewood who are AWOL offenders. Mr. Munoz informed Commissioners that they work very closely with the Sheriff Department and other law enforcement agencies to recover these children. Chair Steiner asked that the Commission be provided with further information on AWOL children by the next month s meeting. HEALTH CARE AGENCY, CHILDREN & YOUTH SERVICES Patricia Rogers, Division Manager, Children & Youth Services, informed the Commission that Julie Poulson, Director, Orange County Health Care Agency, has retired, and that David Riley has replaced her as Interim Director of the Agency. Ms. Rogers then informed the Commission that the Prevention and Early Intervention portion of the Mental Health Services Act (Proposition 63) was unanimously approved by the State of California committee. Ms. Rogers also noted that the Children and Youth Services Division is continuing budget reductions. HEALTH CARE AGENCY, JUVENILE HEALTH SERVICES DEPARTMENT OF EDUCATION, INSTITUTIONAL SCHOOLS
JUVENILE JUSTICE COMMISSION PAGE 3 of 6 STATE OF CALIFORNIA COMMUNITY CARE LICENSING Michael Valentine, Licensing Evaluator, updated the Commission on information regarding mandatory employee furloughs in Community Care Licensing. Even though employees will be issued 16 hours of furlough time each month, offices will continue to remain open in order to service the public. SHERIFF DEPARTMENT Marilyn MacDougall, Director, Drug Use is Life Abuse, reported that the latest Is Your Teen at Risk? seminar was recently held at the Irvine Civic Center on March 26, 2009. The next seminar will be held on May 20, 2009, in Laguna Beach. She distributed flyers for a Health and Safety Expo on April 15, 2009, to be held at the Capistrano Unified School District, District Office Board Room. In addition, the issue of staffing cuts in several Sheriff Department programs was discussed. A discussion of juvenile arrest statistics also took place, but further clarification on statistics is needed. PROBATION DEPARTMENT Colleene Preciado, Chief Probation Officer, spoke to the Commission regarding further issues in Probation s attempts to implement a dog training program in Unit C at Juvenile Hall. A training video for the Juvenile Detention Alternative Initiative has been developed and it will be presented to the Police Chiefs at their spring meeting. Commissioner Schumacher requested that the Commission be allowed to view the video. Ms. Preciado announced that on Friday, April 17, 2009, at 11:30 a.m. a ceremony commemorating 100 years of Probation Department service will be held in the plaza area of the Lamoreaux Justice Center. Commissioner Schumacher, as a former Chief Probation Officer, will participate in the program. Ms. Preciado extended an invitation to all Commissioners to attend the ceremony. PUBLIC COMMENTS Victim/Witness Assistance Program Maggie Corbin, Supervisor, Juvenile Court Victim/Witness Assistance Program, announced that on Friday, April 3, 2009, The Victims Rights Conference and Awards Luncheon will be held. Several education track topics are included in the program that Commissioners may find of interest. Court Appointed Special Advocates (CASA) Greg Bradbard, Exective Director, informed Commissioners the Annual Celebration of Children, was held on March 28, 2009, and that 450 people attended. Juvenile Court Commissioner Dennis Keough was recognized. Foster child Sandy Phan was recognized as CASA s first Outstanding Youth of the Year. An article on Sandy appeared recently in the Orange County Register. Phoenix House of California

APPROVAL OF MINUTES A motion was made to accept the minutes of the meeting held on March 18, 2009, as written. MSC Commissioners Johnson/Hughes to approve the minutes of March 18, 2009, as written. The motion was passed unanimously. OLD BUSINESS Agency Statistical Information Reports Chair Steiner led a discussion regarding reports received from agencies regarding budget statistics. It was noted that there were no further reductions in March. Executive Committee Meeting The Commission s Executive Committee Meeting was held on March 18, 2009, with Judge Kirkwood, Presiding Judge of Juvenile Court. Chair Steiner reported to the Commission what was discussed at the meeting. Reports of Law Enforcement Agency Inspections Westminster Commissioner Schumacher reported on the inspection of the Westminster Police Department that was held on Wednesday, March 18, 2009. Joining him on the inspection was Commissioner Nguyen. He stated that Westminster is one of the few departments in Orange County which has a fully functional TARGET team. The department was found to be in compliance. Garden Grove Commissioner Nguyen reported on the inspection of the Garden Grove Police Department that was held on Wednesday, March 24, 2009. Joining him on the inspection was Commissioner Steiner. Commissioner Nguyen commented that the department was impressive, highlighting that the department has a Boys and Girls Club. Commissioner Steiner also commented that they have many networking programs in the community. The department was found to be in compliance. Sheriff Department South Operations Commissioner Hughes reported on the inspection of the Orange County Sheriff Department, South Operations. Joining her on the inspection was the Administrative Officer. The inspection team met with Officer Michael McHenry, Juvenile Services Bureau. Commissioner Hughes said that their department is very proud of the Is Your Teen at Risk? program. Much of the discussion at the inspection centered around diversion programs. San Diego Juvenile Reduction Minority Report Commissioner Schumacher will review this report and the topic will be discussed at the next meeting.

Michael McHenry will be asked to make a presentation regarding the drug trend portion of the Is Your Teen at Risk? program at an upcoming Commission meeting. COMMITTEE REPORTS Group Homes Commissioner Singer announced that there are several scheduled group home visits in April. The Administrative Officer informed the Commission that they will continue to receive information on a quarterly basis from the Social Services Agency of group homes that have Orange County children placed at them. Probation Commissioner Coad will chair the Probation Committee, replacing Commissioner Madrid. Legislation Chair Steiner provided information on current legislative information regarding juvenile issues. Mental Health Commissioner Coad will attend the next stakeholder s meeting of the Mental Health Services Act (Proposition 63). Vice Chair Livingston reported that he attended the CSP open house in Fountain Valley. The facility is for youth who need mental health rehabilitation. They are currently staffed to serve 50 clients. Education Commissioner Foley reported that she and Commissioner Martin visited the Project Hope School, a school for homeless children, in late February. LIAISON ACTIVITIES Child Abuse Services Team (CAST) Commissioner Johnson reported that the Social Services Agency has indicated that the plans to move the CAST office are on hold. Emancipation Subcommittee Commissioner Singer reported on several subjects discussed at the recent Emancipation Subcommittee meeting that she attended.
JUVENILE JUSTICE COMMISSION PAGE 6 of 6 MISCELLANEOUS BUSINESS/ANNOUNCEMENTS Janet Buell, a member of the 2008-2009 Grand Jury, will give a presentation on the Grand Jury s report, Education of Parents in the Development of Strategies to Keep Their Children out of Gangs, at the Commission meeting to be held on April 15, 2009.
