C. 24 Drayton Street Ste 900 Savannah, GA 31401 H-100819-4303(S)-2 450 Bull Street DATE: September 8, 2010 NATURE OF REQUEST: The applicant is requesting approval for three new dome awnings on the second floor terrace over a door and two windows of the south elevation of the building at 450 Bull Street. The window awnings are 3-6 tall and 7 wide and the larger door awning is 4-5 tall 13-10 wide. All awnings maintain a 10-2 vertical clearance above the terrace and project 3-6 from the façade of the building. The awning fabric and color are Persian Green (721777) canvas to match the existing dome awnings on the ground level. FINDINGS: The historic building at 450 Bull Street was constructed in 1857 and is a rated building within the Savannah National Historic Landmark District. The building is occupied by the Oglethorpe Club and existing awnings are located on the south façade of the one-story portion of the building extending over Gaston Street. The proposed awnings are located on the principal historic structure. The following standard from the historic district ordinance (Section 8-3030) applies: Awnings shall be integrated structurally and architecturally into the design of the façade and not obscure the character-defining features of historic facades. The standard is not met. The proposed awnings interrupt the vertical alignment of the fenestration on the south façade, obscure the historic window headers, and do not reinforce the rectangular shape of the window and door openings. RECOMMENDATION: Denial of the two window awnings. Restudy of the door awning to a simple shed style awning that fits within the opening, does not obscure any character-defining features, and reinforces the shape of the opening.

Size: Individual letters are approximately 15 tall and 13 wide for a total of 20.16 square feet, including the logo and panel. Materials: Two inch thick stud mounted letters for PARKER and 2 thick flat mounted panel and crab logo. The J in the center is a 3 thick stud mounted letter. Colors: Midnight Clover (green) for letters and decorative panel Big Country Blue for crab logo October sky (cream) for lettering within decorative panel. FINDINGS: The building at 19 West Broughton Street is not a rated historic structure within the Savannah National Historic Landmark District. It has been altered a number of times and maintains a solid façade on the upper floor with a modified storefront on the ground floor. The awning sign for J. Parkers was recently removed for repairs to the wooden storefront and the new sign will replace that awning sign. The property is zoned BC-1 (central business) and the business maintains 30 linear feet of frontage along Broughton Street. The following standards from the Broughton Street sign district (8-3119) apply: Principal Use Signs. One principal use sign shall be permitted for each business establishment. One such sign may be mounted or erected as a facia sign The standard is met.

For all principal uses occupying 125 or less linear feet of street frontage, facia signs shall be permitted one square foot of display area per linear foot of frontage occupied by each principal use, provided, that a maximum sign are of 90 square feet shall be permitted for each facia sign allowed. The standard is met. The facia sign shall be located along the signable area of the building façade Staff recommends reducing the size of the sign and restudying the placement so as to be more pedestrian oriented and compatible with historic district and Broughton Street corridor. Ideally, the upper story façade would contain openings which would limit the size and placement of a sign on the upper story. The fact that a blank façade was installed on the building should not constitute a blank canvas to install a billboard-type sign on a structure within the corridor. STAFF RECOMMENDATION: Denial of the principal use sign as submitted because it is not visually compatible with the building, adjacent structures, or the Broughton Street corridor. SPW:mem
