1 RFP Modifications Prospective Bidders are advised to incorporate the following changes into their copy of the Radio System Specifications. 21.2.3.10.3 Page 133 - Add paragraph: The vendor shall provide the option for the addition/upgrade of the base stations to be capable to operate in the P25, Phase 1 mode. The pricing should be separate for the (2) VHF channels and the (6) UHF. The definition of capable to operate is without any additional software or hardware the base station could operate in the P25, Phase 1 mode. 2 Vendor Questions Sect 3.3.4 page 29 - Attachment A, Site Data Only the Transmit UHF frequencies are given. Can you provide the UHF Receive frequencies as well for the six UHF duplex channels? Blue Wing Response: 3.3.4 Page 29 Attachment A, Site Data: UHF frequencies, Part 1. All frequencies are contained in the captioned licenses. 460 MHz UHF channels have mobile at 5 MHz above the base station frequency. For VHF antenna combining design considerations, are the 2nd VHF channel frequencies (TX & RX) known at this stage? Blue Wing Response: 3.3.4 Page 29 Attachment A, Site Data: The two VHF base transmit frequencies are shown in Attachment A, Part 2 along with all pertinent site and antenna data. The VHF transmit pairs are 154.7625/150.7750 and 150.9950/159.0000 4.7.8 page 37 and 8.2.1 page 59 The County is providing an Alcatel-Lucent microwave system with Ethernet interfaces. Can you advise; Is the microwave configured in a redundant ring? The Alcatel-Lucent 8706E-150 microwave has a DS1 interface as well. Can vendors interface the remote site equipment with DS1 as opposed to IP? Blue Wing Response: The microwave is configured in a redundant ring for the majority of the sites. Some sites are spurs site from the ring. Vendors can interface with a DS1 to the microwave system. 4.11.2 As vendors are requested to provide an option for a P25 conventional simulcast system for the VHF channels, are PIM rated VHF antennas the preferred option for the VHF antennas? Blue Wing Response: 4.11.2 - VHF antennas: The preferred antennas are those listed in Attachmet A, Part Two, Page 2 as they are the licensed antennas. As stated in the specifications, any replacement must meet or exceed the specification antenna specifications and R6602 interference contours must not exceed those produced by the specified products. 6.1.1 Existing Motorola consoles- We have some concerns with interfacing the network/control stations with the existing Motorola consoles. Blue Wing Response: The consoles will be replaced at a future date, possibly before the new radio system. For now, assume 4W tone control. Can you confirm the interfaces for both the Centracom Elite and the back-up console Centracom series!!. A - Are the interface 4 wire E&M and/ or 4 wire Tone control? Blue Wing Response: available. The current interfaces are mostly 4W tone, E&M B Does the responsibility of the vendor stop at the interface? Blue Wing Response: Yes 6.1.3.1.1 Backup Console Main Street Cooperstown - As the Back-up console requires wireless access to the system, are venders required to provide all the control stations forthis location as well as an antenna combining solution? Blue Wing Response: Wireless access will not be needed from current backup location. Coverage Verification: Does the County require a County wide drive test and DAQ to be conducted for each site or is a single County wide network test acceptable? Blue Wing Response: Single County-wide simulcast coverage test, not individual sites. Mapping Can we ask the customer to clarify the size and the scale of the maps to be provided? They are asking for 8-1/2 x 11, and the scale of 1:250,000 and that paper size does to work well. We can always print small, but just would like to make sure. Addendum #2 6 Blue Wing Services
Blue Wing Response: Map size should be able to be viewed at a reasonable level of detail. Blue Wing understands that this RFP requires a lot of coverage maps. Therefore, if the vendor choses to provide maps that in Blue Wing view are difficult to read, additional maps may be requested. Therefore, the vendor should provide maps that it feels provide proper representation of the coverage. General Are the technical specification sections of the tender available in word format or excel to facilitate compliance statements?
