What is CFIA Transformation? A comprehensive agenda to strengthen our legislative foundation, regulatory programs and inspection delivery CFIA s transformation agenda is focussed on the four interconnected pillars of the Safe Food for Canadians Action Plan: o stronger safety rules; o more effective inspection; o commitment to service; and o more information for consumers. Transformation efforts started with food, with plant and animal following 3

Single Window Initiative Overview The SWI is an economic facilitation component of the Beyond the Border Action Plan led by the Canada Border Services Agency (CBSA) SWI Concept: A single window through which industry can electronically submit information pre-arrival to comply with Government of Canada import requirements CBSA is working with nine participating government agencies (PGAs): o Canadian Food Inspection Agency (CFIA), Canadian Nuclear Safety Commission (CNSC), Environment Canada (EC), Fisheries and Oceans Canada (DFO), Department of Foreign Affairs, Trade and Development (DFATD), Health Canada (HC), Natural Resources Canada (NRCan), Public Health Agency of Canada (PHAC), and Transport Canada (TC) Five priority partners been identified as early adopters of the initiative: CFIA, Transport Canada, Health Canada, DFATD, NRCan 4

CFIA SWI Objectives Streamline processes and eliminate redundancy in collection of information from importers Reduce paper burden by moving to electronic services Improve information sharing and reporting capacity among government departments 5

SWI Integrated Import Declaration The Integrated Import Declaration (IID) is the new electronic data interchange (EDI) message for the importation of commercial goods. IID will replace current electronic message (OGD-PARS) service options. IID includes: o data required for the CFIA to make a release recommendation to CBSA o some data elements that are currently submitted to the CFIA via paper o data fields that will support the implementation of the Safe Food for Canadians Regulations, e.g. licence number o no new data 6

SWI Commodity Identification The CFIA has a commodity identification system. o It identifies CFIA regulated commodities and their associated import requirements o It is embedded in the CFIA s Automated Import Reference System (AIRS). o The SWI will continue to use this system Initial analysis of existing commodity identifiers indicate that they will not provide benefits to the CFIA at this time, e.g. Global Trade Item Number (GTIN), Taxonomic Serial Number (TSN). In 2016, the CFIA will carry out a commodity identification case study to examine the CFIA s commodity identification system. 7

Next Steps Leading to the SWI Production date of December 2014, key activities will be executed to support implementation for Trade: Outreach and promotion of SWI through existing CBSA trade engagement forums as well as dedicated SWI information sessions. Continue to engage trade stakeholders in design and development, with a particular focus on the data collection and process modernization requirements. Continued CBSA and PGA engagement workshops with importers/brokers to walkthrough pre-border, at-border and post-border data requirements and process changes. CBSA testing and certification of importers/brokers for EDI processing (beginning July 2014). 9
