and other expert Introduction The Council conclusions on the review of the European Area advisory structure of May 2015, Article 5: RECALLS that the EU research and innovation policy landscape includes a number of advisory structures providing inputs and expertise and URGES to carry out an inventory to identify these structures and highlight any ERAC and the other Groups and to submit its assessment to ERAC by 30 June 2015; ENCOURAGES ERAC, with the support of, to strive for close interaction with any relevant regarding the aspects of their work programmes; In order to optimise the inputs from all the various, the advisory structure needs to be streamlined to avoid duplication of work and/or representation in similar. Commission 'expert' usually have a specific role in that seeks specialised advice from experts acting in a personal or organisational capacity. However, some 'expert', such as Digital ERA Forum and National points of reference for scientific information, have delegates nominated by Member States, although in principle the purpose is still to provide independent advice to. Both and Commission advisory ('expert ') s should have, as a principle, limited duration, in order that their specific tasks are both relevant and concluded in a timely way. Groups should be set up with variable geometries to achieve their work. Under Regulation 1291/2013 establishing Horizon 2020, Article 12: External advice and societal engagement states that: For the implementation of Horizon 2020, account shall be taken of advice and inputs provided by independent advisory of high level experts set up by [ ].Advice on the identification and design of strategic priorities by the European Area and Innovation Committee (ERAC), other and the Enterprise Policy Group (EPG) shall, where appropriate, also be taken into consideration. The Commission, in preparing the work programmes, draws on the external advice from experts participating in the advisory in their individual capacity or as individuals representing an interest or an organisation. Commission staff, including JRC personnel and Member States' authorities at national, regional or local level cannot be selected as experts. Therefore, whilst for ERA priorities 2B, 3, 4 and 6 there is a Horizon 2020 advisory group as well as an group (ESFRI, SGHRM, Helsinki and SFIC respectively), the context and rationale for setting up the and their composition are different.
