The Commission, in preparing the work programmes, draws on the external advice from experts participating in the advisory in their individual capacity or as individuals representing an interest or an organisation. Commission staff, including JRC personnel and Member States' authorities at national, regional or local level cannot be selected as experts. Therefore, whilst for ERA priorities 2B, 3, 4 and 6 there is a Horizon 2020 advisory group as well as an group (ESFRI, SGHRM, Helsinki and SFIC respectively), the context and rationale for setting up the and their composition are different.
