United Nations Public Service Forum 2017, Den Haag, 22-23 June 2017 Track 7: inclusive, safe, resilient and sustainable cities Liveable, inclusive and effective cities lessons which combine all three Jeremy Millard jeremy.millard@3mg.org
Liveable and inclusive: Nørrebro (Copenhagen) city circuits New Nordic scalable model for city development Move away from tackling climate change water issues based on bigger sewers, hard surfaces and technological fixes, but instead focus on the intricate design of topography, soil, trees, flowers, vegetation, natural seepage and drainage woven into the urban fabric Based on inter-linking 3 extremely site-specific circuits: hydrological, biological and social Social innovation, co-creation, dialogue and humanistic nature-based solutions: close, continuous collaboration with residents, school children, local civil organisations Result is a greener, happier, sensuous and varied local culture and identity that empowers. 3 Denmark & Norway: urban development consultants for landscape, urban design & city planning
Efficient, effective & ecological: locally productive, globally connected self sufficient cities 4 Barcelona Boston Somerville Cambridge Ekurhuleni Kerala Georgia Shenzhen Amsterdam Toulouse Occitane Region Paris Bhutan Sacramento Santiago Detroit Move FROM current linear industrial production: importing raw materials & products and exporting waste & pollution Move TO spiral innovation ecosystem: materials flow within cities whilst information and data on how things are made circulate globally FROM centralised mass production TO decentralised distributed manufacturing and mass customisation.
5 Inclusive and liveable: Map Kabira, Kenya Map Kabira Kibera in Nairobi, Kenya, is one of the largest slums in Africa and was a blank spot on the map until November 2009, when young Kiberans created the first free and open digital map of their own community using simple GPS devices and uploading data to Open Street Map. Three stages: 1.Basic crowdsourced data about the location of clinics, toilets, health, security, education, and water/sanitation, places of worship, etc. 2.A storytelling layer, capturing personal accounts, stories, and news of Kibera residents 3.Voice of Kibera website: an online news and information-sharing platform for the Kibera community.
Efficient, effective & inclusive: Indian Smart Cities US$ 7.5 Billion over 5 years for 100 cities Smart Cities Challenge launched in 2015 40 cities selected in 2015, 20 in 2016 Using mobile technology to track how citizens experience water service delivery in India Citizen feedback is collecting and analysed providing a reality check on service levels from the citizens standpoint Provides city managers and service providers with granular data at the sub-city level (ward/zone) which can facilitate improved monitoring and problem solving Most importantly, provides a suitable platform to engage citizens in performance monitoring processes and encourages them to demand better services. The project was implemented in two cities of India during 2013 and is now being replicated in 20 more. 6
Leadership Provide inspiration, vision and frameworks, but also get out of the way as often as possible Let a thousand flowers bloom but in an ethical, fair and inclusive manner Innovation Living assets are the only real source of innovation PEOPLE: Use social innovation, co-creation and dialogue NATURE: Work with nature and adopt nature-based solutions if possible Participation Involve all legitimate actors, especially inhabitants and local communities 7 Lessons Local identity that empowers Technology Technology is not a panacea, is not a fix Use it wisely as a liberator; combine virtual & physical A tool for both government and for people Policy coherence Produce locally, communicate globally City s are unique: there are at the sweet spot
