Planning Information 1.0 Implementation Approval Factory Repair Station Only 1.1 Compliance As Required 1.2 Description Configure DSP and enable Narrowband Mandate in the main transceiver using DSP Config Software Tool, 320-142343-01 rev H or higher and align the motherboard. Identify exceptions to the final test for units with Mod 33 applied. SWID 24 or higher is a pre-requisite for digital units, SWID 25 or higher is a pre-requisite for analog units. Also, configure Narrowband Mandate as required for XTS-5000 installed in RT-5000. 1.3 Applicability Part Number 400-015525-5XXX, 6XXX (Digital Capable) identified with SWID 24 or higher. Part Number 400-015525-0X01 (Analog) identified with SWID 25 or higher. Note: X represents a variable digit in the part number. 1.4 Reason The FCC has released two orders, FCC 10-119 and DA 12-642, which mandate migration to narrowband for Part 90 operators in certain frequency bands. This order has a deadline for compliance of January 1, 2013. As a result of these orders, United States license holders for frequencies in these bands must use 12.5 khz spectral efficient technology. Additionally, dual mode equipment 25/12.5 KHz will no longer be available for new sales in the United States. Procedure Instructions 2.1 Modification Procedure CAUTION Any disassembly/assembly of this unit must be done at a static safe workstation. Removed modules should be placed in antistatic bags when not installed in the unit. 150-043805 Rev. B Page 3 of 13

Open the RT-5000 and gain access to the Mother Board, 300-015525-01 in accordance with the appropriate Maintenance Manual Disassembly Procedure. Perform the following modification: * Note: Unless otherwise noted, the sequence of rework can be adjusted to facilitate the process. 1. Follow the procedure in Appendix A of this document to change the configuration of the DSP and the Main Transceiver. The configuration information that must be loaded is: RT-5000 Part Number MSM Options (if applicable)mm ENABLE FCC Narrowband Mandate 2. Follow the procedure in Appendix B of this document to Narrowband Mandate Flashcode XTS-5000 Tanapa Module. Digital Capable units only. For Analog only RT-5000 LRUs skip to step 3. 3. Follow the procedure in Appendix C of this document to perform Pre-test DSP Loading and Motherboard Alignment. 4. Final System Tests: Follow the procedures IAW the appropriate maintenance manual and verify the test results. All test shall pass with the following exceptions: Transmit test section with the heading: CHANNEL=3 RX FREQUENCY=155MHz TX FREQUENCY=160 MHz Test Name: TXFM SBAND MIC DEV @.25 Vrms a. This test result will show FAIL. If this test does not fail, MOD 33 (FCC Narrowband Mandate) has not been implemented correctly. If this test does not fail, repeat Appendix A & C and configure the DSP for Narrowband Mandate Enabled. b. The measured deviation shall be within the range of 1.20 khz to 1.80 khz. If the test result shows FAIL, and the measured deviation is within this range, this test is a PASS. c. Mark each deviation failed test with CSB-51 as an indication that the failure is a PASS IAW with this procedure. 5. Identify the unit with the procedure as described in the Identification Procedure and reassemble the unit in reverse order of disassembly or, if available, in accordance with the Maintenance Manual Assembly Procedure. 2.2 Identification Procedure Mark Hardware Mod 33 on the external LRU Mod Data Label. 2.3 Acceptance Test procedures Perform a complete final acceptance / Return to Service test of the LRU in accordance with the appropriate Maintenance Manual. 150-043805 Rev. 1. APPENDIX A RT-5000 DSP AND MAIN TRANSCEIVER CONFIGURATION 2. PURPOSE This Appendix describes how to load the RT-5000 s NVM (non-volatile memory) with configuration data using the RT5DSPCFG utility. The appropriate RT-5000 part number must be known prior to invoking this work instruction. 3. Software The following software must be installed on the computer prior to invoking this work instruction: RT5DSPCFG (Wulfsberg load module 320-142343-01, rev H or greater) Computer (PC) Although RT5DSPCFG should run on any computer capable of running a recent version of Microsoft Windows, the following minimum hardware configuration is recommended: CPU 500 MHz Pentium -compatible CPU Memory 256 MB of RAM Display SVGA (800 X 600) or better display Operating System Microsoft Windows 2000/XP Professional I/O Ports One COM port(s) Cables The PC must be able to communicate with the RT-5000 via RS-422. An RS-422/RS-232 converter must be used so the PC s COM port (RS-232) can communicate with the RT-5000 (RS-422). RS-422/RS-232 Converter (B&B Electronics Model 422PP9R or equivalent) Converts RS-422 signal levels into RS-232 signal levels 1) Or TSH-5000 Box built to 312-017802-01 Revision G or higher which includes the RS-232/RS- 422 converter and a switch to allow PC control for the purpose of running this configuration utility. Power Supply The RT-5000 requires a 28V DC, 10A power supply. Procedure 4.1 PREPARE THE RT-5000 TO RECEIVE THE CONFIGURATION DATA If not already connected, connect the PC, RT-5000, Power Supply, Cable, and RS-422/RS-232 Converter as shown in Figure 2. Select PC control on TSH-5000 Serial Box RT5000/PC control switch. Apply power to the RT-5000 Wait 10 seconds for RT-5000 to complete its initialization 4.2 START THE RT5DSPCFG UTILITY Open the RT5DSPCFG utility by double clicking the RT5DSPCFG icon on the Windows Desktop. 4.3 ENTER THE COM PORT NAME Enter the name of the COM (Serial) port to use for communicating with RT-5000 in the COM field. Refer to Figure 1 for the COM field s location. The default is COM1. 4.4 CONFIGURE THE DSP Enter the last 4-digits of the RT-5000 part number of the unit being configured in the P/N field. Refer to Figure 1 for the P/N field s location. The default is 5011. 4.5 CONFIGURE MSM OPTIONS (IF APPLICABLE) Place a check in the MSM Option box if this RT-5000 has the Etherstack MSM module installed. Place a check in the Encryption box if the installed Etherstack MSM module supports encryption. Note this option is only available if the MSM Option box is checked. Place a check in the Trunking box if the installed Etherstack MSM module supports trunking. Note this option is only available if the MSM Option box is checked. 4.6 CONFIGURE FCC NARROWBAND MANDATE OPTION If MOD 33 is installed into the radio: Place a check in the Enforce FCC Narrowband Mandate box (i.e. the RT-5000 is to comply with the FCC s narrowband mandate). If MOD 33 is NOT installed into the Radio Ensure that there is NO CHECK in the Enforce FCC Narrowband Mandate box. If there IS a check in this box, uncheck it. (i.e. DISABLE Narrowband Mandate). 4.7 START CONFIGURATION PROCESS Click the Configure button to begin downloading the specified configuration data into the RT-5000. If the Unable to open COM error dialog is displayed, RT5DSPCFG was unable to open the COM port specified in 4.3. Ensure the specified COM port is valid for the PC in use, and that no other 150-043805 Rev. B Page 7 of 13

programs are using the COM port. If the problem persists, contact the appropriate IT/IS personnel. A sample of the Unable to open COM error dialog is given below. If the Cannot find configuration file error dialog is displayed, RT5DSPCFG was unable to find a data configuration file for the RT-5000 part number specified in 4.4. Ensure the specified part number is correct and try again. If the problem persists, contact the appropriate Engineering personnel. The problem is most likely a missing configuration data file, but could result from an incorrect installation of RT5DSPCFG. A sample of the Cannot find configuration file error dialog is given below. 4.8 AWAIT COMPLETION The configuration process may take several minutes. The progress bar at the bottom of RT5DSPCFG s screen shows the percent complete. RT5DSPCFG s Log Window field displays diagnostic information, including the messages being transmitted over the RS-422 link. Refer to Figure 1 for the Log Window field s location. If the Communication timeout expired error dialog is displayed, RT5DSPCFG was unable to communicate with the RT-5000. Ensure the RT-5000 is connected to the PC via the COM port specified in 4.3. Ensure the RT-5000 is powered on and is alive. Cycle power on the RT-5000 and retry. If the problem persists, contact the appropriate Engineering personnel. A sample of the Communication timeout expired error dialog is given below. If the Communication retry limit exceeded error dialog is displayed, RT5DSPCFG detected errors during communication with the RT-5000, and was unable to correct the problem before the retry limit was exceeded. Cycle power on the RT-5000 and retry. If the problem persists, contact the appropriate Engineering personnel. If the RT-5000 successfully configured dialog is displayed, RT5DSPCFG has finished loading the RT-5000 with the required configuration data. 1. APPENDIX B NARROWBAND MANDATE FLASHCODE MODIFICATION PROCEDURE (XTS-5000 TANAPA MODULE). The required XTS-5000 Narrowband Mandate state (enable / disable) for this procedure is specified in the calling Test Procedure or Work Instruction. 1.1 IDENTIFY CODEPLUG Note that the UHF-800 does NOT have Narrowband Mandate option capability. Use nn04 ONLY for Enable OR Disable. 1. From table 1, find the required FLASHcode for the required Narrowband Mandate state Enable or Disable. This tells you to use either nn04 OR nn02 codeplug 2. From the same line of table 1, find the XTS-5000 Part Number. This defines nn, where nn = XTS-5000 Part Number dash number from 246-049664-nn in table 1. 3. Wide Band Adjustment: Adjust R107 for 1.6 khz Deviation instead of 3.3 khz. Extra Wide Band Adjustment: Adjust R102 for 1.6 khz Deviation instead of 3.3 khz. 10) Verify Alignment Results After completion of the pre-environmental tests, note any failures on the printout sheet. All tests shall PASS except for: The adjustment of Potentiometer R122: TX FM MIC INPUT STD DEV: The adjustment of Potentiometer R107: TX FM WIDE BAND INPUT DEV: and The adjustment of Potentiometer R102: TX FM XWIDE BAND INPUT DEV: These three test results will show FAIL. If these tests do not fail, MOD 33 (FCC Narrowband Mandate) has not been implemented correctly. If these tests do not fail, repeat Appendix A Section 4 and configure the DSP for Narrowband Mandate Enabled. The measured deviations for these three tests shall be within the range: o For TX FM MIC INPUT STD DEV: 1.20 khz to 1.80 khz. o For TX FM WIDE BAND INPUT DEV: 1.20 khz to 1.80 khz. o For TX FM XWIDE BAND INPUT DEV: 1.20 khz to 1.80 khz. If all three test results show FAIL, and the measured deviations are within this ranges shown, these tests are a PASS.
