They generate significant employment, new markets and high-growth industries. In this era of low-economic growth, optimizing the ability of small businesses to develop and commercialize new products/services is essential for revitalizing economic momentum. Developing better incentives to spur innovative ideas, technologies and products/services and ultimately to bring them to market is thus a central
innovation policy challenge. On the second day of the conference, we will address this challenge. We will invite speakers from different countries to introduce their respective national policies (and policy tools) towards science & technology-based small business, technology transfer and commercialization, technological innovation, university-industry linkage, S&T based-entrepreneurship, etc. (To make it simple, we call them the TIE regime ). From all speakers introductions, we hope that we can know their TIE regimes process and operation in some details, and difficulties and successful cases. After that, in the afternoon-round Table, we will encourage all the attendees to give some comments or thoughts, and to share/discuss their respective experiences in TIE regime design and implementation, based on some suggested topics.
