Competitions management. 1.1. General management of the European Draughts-64 Championships 2016 among men and women, hereinafter competitions, is carried out by the International Draughts Federation (IDF), hereinafter International Draughts Federation, and Organizing Committee. 1.2. Direct leadership of the competitions is assigned to the panel of referees approved by International Draughts Federation. 2. Time and place. Competitions are held from 11 th November (arrival day) till 20 th November (departure day) 2016 in the hotel Kalasi at Kote Afkhazi str. 25, 0105, Tbilisi, Georgia. Hotel website www.hotelkalasi.ge. 3. Program of competitions. 3.1. Competitions are personal. 3.2. Competitions are held separately for men and women. 3.3. Competitions are qualifying for the World Championship 2017. 3.4. Next competitions are held: 3.4.1. European Draughts-64 Blitz Championship (Russian version). 3.4.2. European Draughts-64 Rapid Championship (Brazilian version). 3.4.3. European Draughts-64 Championship (Russian version). 4. Participants. 4.1. To participate in the competitions allowed winners of the European Championship 2014; winners of the World Cup 2015; participants claimed by national federations of European countries - members of the International Draughts Federation. Participants must not have disciplinary sanctions IDF. To participate in the competitions are allowed only participants who did not take part in illegitimate competition ( World Draughts Championships in Brazil etc.), conducted other organizations without coordination with IDF. 4.2. International Draughts Federation has the right to invite some players from countries which are not members of the International Draughts Federation. 5. Tournament regulations 5.1. System of competitions: 5.1.1. Blitz and Rapid - tournament on the Swiss system in 7-9 rounds is held. Participants who took 1-4 places play in the semi-finals and final 2 micro-matches in each with time control 3 + 2 ". In the semi-finals play a pair of 1-4, 2-3. To the finale comes a player who has won on the basis of 2 micro-matches. In case of a draw in 2 micro-matches, to the final comes the player who took the higher place in the tournament by the Swiss system.

In the final for the 1 st and 3 rd place winner is the player who has won on the basis of 2 micro-matches. In case of a draw in 2 micro-matches, the winner is the player who took the higher place in the tournament by the Swiss system. 5.1.2. Classic game - mixed system. First is held a preliminary stage on the Swiss system in 7 rounds. Next, the first 16 people divided into two groups with 8 players (play 1-8, 2-7, 3-6, 4-5, 9-16, 10-15, etc.). It is played 3 rounds: ¼ finals, ½ finals; the final. In the butt games, the game goes to a victory, excluding the previously accumulated points. In case of a tie additional matches played. Participants, who took 17 th place and below play additional 2 rounds by the Swiss system or the playoffs, depending on the number of participants. 5.2. Competitions are held by a system of micro-matches consist of two games: men - with the draw of moves and positions according to the official table, approved by 14.09.2008 and binding for both games of micro-match; women - with the draw of moves according to the official table approved by 5.5.2016, and binding for both games of micro-match. 5.3. The draw for the first round is held taking into account the ratings, each next round - by a computer program. 5.4. Time control: Classic game: 45 minutes till the end of the game plus 10 seconds per move for each player. The break between games is five minutes. Game record is obligatory for all participants. Rapid: 07 minutes till the end of the game plus 5 seconds per move for each player. Blitz: 3 minutes till the end of the game plus 2 seconds per move for each player. Time control for additional matches ¼ finals, ½ finals; finals: one micro-match with a time control 5'+ 3' one micro-match with time control 3' + 2 " one micro-match with time control - White 5' + 2 " for 2 games with the accumulation of time, Black 4' + 2 " for 2 games with the accumulation of time, in the case of a draw Black wins. Color in the first game of each micro-match determined by lot. 6. Determination of winners 6.1. Places in each competition are determined by the maximum amount of points scored by participants. For the victory is given - 2 points for a draw one point, for loss 0 points. 6.2. Draw: - If one player proposes a draw and his opponent accepts the offer; - If any of the opponents cannot win; - If three (or more) times the same position is repeated, and each time the same player having to move; - If a player has in the party three kings (and more) against a single enemy king and his 15th move (counting from the time of establishing the correlation of forces) cannot capture enemy king; - If within 15 moves the players made moves only kings without moving of men and not making the capture; -If the position in which the both opponents having kings have not changed the balance of pieces (i.e., there was no capture and man did not become a king) for: - To 4-and 5-pieces endings - 30 moves; - In 6, and 7-pieces endings - 60 moves. - If a player having three kings, two kings and one man, one king and two men against one enemy king, located on the long diagonal, his 5th move will not be able to achieve a winning position. - If a player having two kings, one king and man, one king against enemy king to their 5th move will not be able to achieve a winning position. the player may offer a draw if every opponent made more than 20 moves; in blitz and rapid players can agree to a draw only when the number of pieces for each player is 6 or less; Participants are required in the tournament hall to 5 minutes before the start of the round for the draw of moves; participants must leave the playing area after the match; Participant which came late to the game is booked, if participant was late by more than time control of the first game of micro-match, he is losing in the micro-match. If participant came late on the game again the sanctions up to expulsion from the tournament may be subject to him; participants, coaches and spectators are required to turn off mobile phones in the playing hall, in the case of activation or a call of mobile phone participant is losing in the micro-match, and coaches and spectators are removed from the playing hall for one day; Spectators and coaches are required to observe silence in the playing hall. In case of violation of the item they are removed from the playing hall for one day; protests served in the panel of judges for half an hour after the end of the round, with a protest bail in the sum of 100 Euro. If the protest is upheld the deposit is returned. 8. Requirements for participants. 8.1. Participants must comply with the Regulations of the competition. 8.2. Participants must comply with the Code of Ethics. 8.3. If a participant committing any incorrect behavior, he/she gets caution or a warning. Warning of Main Arbiter or the chairman of the jury of appeal entails a fine ranging from 0 to 100% promised to participants prize money or other sanctions. 8.4. Participants must to comply with the dress code - to participate in competitions in the sports form, or in clothing, corresponding to the rank of the competition; and also to have clothes for formal events (suit and light shirt for men, trouser suit or dress for women). 8.5. Participants must be present at the opening and closing ceremonies of the competition in compliance with the dress code. In the absence of the closing ceremony, participants are deprived of the official awards. Awards are not sent and are not transmitted. 9. Rewarding 9.1. Winners of European Draughts-64 Championships among men and women (classic game) are awarded the title of «European Draughts-64 Champion 2016». They are awarded with cups, medals, official diplomas. All participants are awarded diplomas in Championship for classic game.

9.2. Winners of European Draughts-64 Rapid Championships among men and women are awarded the title of «European Draughts-64 Rapid Champion 2016». They are awarded with cups, medals, official diplomas. 9.3. Winners of European Draughts-64 Blitz Championships among men and women are awarded the title of «European Draughts-64 Blitz Champion 2016». They are awarded with cups, medals, official diplomas. 9.4. The prize fund of the championship will be will be more then 2 000 000 rubles (near 30 000 USD). Distribution of the prizes will be on separate regulations. 10. Finance 10.1. Tournament fees Package on entry fee for participation in all three championships for each participant: Men: - Prize-winners of the European Championship 2014; winner of the World Cup 2015; three representatives from each country - 120 Euro; - The rest of the representatives from each country - 200 Euro; Silver and bronze medalists of the World Cup 2015 are allowed to participate in competitions without payment. Women - 120 euros. Participants who have not paid the entry fee on the day of registration will not be allowed to competitions. 10.2. Admission costs 10.2.1. Reception of participants Accommodation and meals are provided only for the players of the national federations - members of the International Draughts Federation which have not debt to the IDF. The organizers provide accommodation and meals from 10 th November (lunch) to 20th November (breakfast) for following participants: - European Champions 2014 among men and women Igor Mikhalchenko (Belarus) and Zhanna Sarshaeva (Russia). - The winners of the World Cup 2015 in men and women Vladimir Skrabov (Russia) and Ekaterina Ivanova (Russia). - One player from each national federation in both men and women, which not have disciplinary sanctions IDF. The costs of their travel and visa, as well as costs of the other participants are paid by sending organizations (visas, travel, meals, accommodation). Participants who provide accommodation and meals by the organizers are required to participate in all three Championships: classic, blitz and rapid. 10.2.2. Accommodation and meals Accommodation of all participants is in the hotel Kalasi at Kote Afkhazi str. 25, 0105, Tbilisi, Georgia. Hotel website www.hotelkalasi.ge Accommodation of all participants, coaches and accompanying from 11 th November to 20 th November is must! Package for accommodation of participants, coaches and accompanying in 2, 3 bed rooms from 11 th November (dinner) to 11 th November (Breakfast): - Accommodation with breakfast - $ 360; - Accommodation with three meals a day - $ 450.

11. Applications Applications for participation must be submitted to the office of International Draughts Federation from national Federations not later than 10 th October on e-mail: office@idf64.org. Participants will not be allowed to competitions by the applications after the deadline. 12.
