10 Current CEPT process The functioning The CPG (Conference Preparatory Group - Plenary) has met 4 times Project teams normally meet 1-2 times between each plenary CEPT Briefs for all substantive agenda items Next CPG meeting likely to see the first draft European Common Proposals (ECPs) Initial Agenda Item 10 discussions to be at CPG Plenaries Germany holds the CPG Chairmanship

11 Current CEPT process The detail CEPT does not formally prioritise agenda items, however. CEPT made proposals at WRC-15, for WRC-19 item for; 1.1, 1.2, 1.3, 1.4, 1.5, 1.6, 1.7, 1.9.1, 1.13, 1.15, 9.1.9 The remainder were supported by other regional groups, or administrations CEPT will work to have positions on all items

13 CEPT proposed items Agenda Item 1.7 (1/2) Agenda Item 1.7 (Regulatory/Spectrum needs for nano- and pico- satellites) Whilst of interest to CEPT, African interest too CEPT supports additional allocations or upgrades of existing allocations to the space operation service for short duration mission satellites provided that: Studies of spectrum requirements are based on satellite missions planned and constellation development Studies of spectrum requirements show the need for additional allocations or upgrades of existing allocations Studies show compatibility with existing services.

14 CEPT proposed items Agenda Item 1.7 (2/2) CEPT recognises that studies with regard to the bands 399.9-400.05 MHz and 401-403 MHz, if any, will have to take into account the considerations under Agenda item 1.2 CEPT does not view 154-156 MHz as suitable CEPT is of the view that 406-406.1 MHz COSPAS-SARSAT band as well as its adjacent 405.9-406 MHz and 406.1-406.2 MHz bands, be excluded. RADIO ASTRONOMY allocation at 406.1 410 MHz?

15 CEPT proposed items Agenda Item 1.13 (1/2) Agenda Item 1.13 (IMT including 5G in bands above 24 GHz) Clearly of strong interest to CEPT as well as the rest of the world CEPT intends to harmonise the 24.25-27.5 GHz band for Europe for 5G before WRC-19 through the adoption of a harmonisation decision and to promote it for worldwide harmonisation by an IMT identification. Hence the 24.25-27.5 GHz is a clear priority for immediate study within CEPT CEPT Roadmap on 5G (http://cept.org/ecc/topics/spectrum-for-wireless-broadband- 5g#roadmap) CEPT supports with the focus on the frequency bands 24.25-27.5 GHz, 31.8-33.4 GHz and 40.5-43.5 GHz. In addition, CEPT considers the band 66-71 GHz under this agenda item. CEPT supports the identification of global bands for.taking into account the results of sharing and compatibility studies with existing services.

Note: CEPT has developed a Roadmap on 5G (http://cept.org/ecc/topics/spectrumfor-wireless-broadband-5g#roadmap). In this respect it is noted that Europe has harmonised the 27.5-29.5 GHz band for broadband satellite and is supportive of the worldwide use of this band for ESIM. This band is therefore not available for 5G.

17 CEPT proposed items Agenda Item 1.5 (1/2) Agenda Item 1.5 (Regulatory requirements for ESIM) Is not an allocation agenda item, 27.5 29.5 GHz is already; FSS, FS and MS CEPT supports a regulatory framework for the operation of earth stations in motion (ESIM) in the bands 17.7-19.7 GHz and 27.5-29.5 GHz. Maritime ESIM together with other technical conditions, a minimum distance limit at the low water mark officially recognized by coastal states might be adopted as has been done for Resolution 902 (WRC-03).. Aircraft ESIM together with other technical conditions, the pfd limits on the earth s surface could be used as a basis for agreement with the relevant ITU-R Working Parties. This would ensure protection of terrestrial systems in the Fixed Service... Land ESIM operating within national boundaries no specific regulatory action or amendments to the Radio Regulations at WRC-19 are needed..

18 CEPT proposed items Agenda Item 1.5 (2/2) Agenda Item 1.5 (Regulatory requirements for ESIM) Regarding the 27.5-29.5 GHz band, the CEPT supports studying appropriate sharing techniques, including e.i.r.p. or pfd values for ESIM in order to protect the fixed and mobile services allocated in the bands. CEPT has developed a Roadmap on 5G (http://www.cept.org/ecc/topics/spectrumfor-wireless-broadband-5g#roadmap). In this respect it is noted that Europe has harmonised the 27.5-29.5 GHz band for broadband satellite and is supportive of the worldwide use of this band for ESIM. This band is therefore not available for 5G.

20 Other proposals - Agenda Item 1.14 Agenda Item 1.14 (Regulatory requirements, including spectrum for HAPS) CEPT supports consideration of this Agenda item in accordance with Resolution 160 (WRC-15) while taking into account in particular: the developments and requirements in HAPS in the fixed service and the associated spectrum sharing aspects the need to ensure there is protection in place in order not to limit the possibility to use and develop existing services including other applications of the fixed service in the frequency bands identified and, as appropriate, in the adjacent bands. CEPT has initiated studies on spectrum needs for broadband connectivity HAPS applications. CEPT is of the view that any consideration of the frequency band 24.25-27.5 GHz under this Agenda item should not limit the possibility to identify the band for IMT on a global level under Agenda item 1.13

21 Lest we forget - Agenda Item 7 Not enough room in one slide CEPT Brief currently has 8 options for consideration The WRC within a WRC Issue A Factors related to the BIU of frequency assignments of non-gso systems subject to coordination CEPT supports the fact that the studies should be focused on bringing into use (BIU) procedures for the frequency assignments to FSS and MSS non-gso systems. Elements linked to a minimum number of satellites to be deployed and a phased approach regarding BIU may be taken into account. In assessing possible solutions to this Issue, CEPT will seek a balance between the need to prevent spectrum warehousing, the proper functioning of coordination mechanisms and the operational requirements related to the deployment of a non-geostationary satellite system.
