(62-778) 462047 Fax.(62-778) 462258 E-mail : jon.arizal@bpbatam.go.id Jon Arizal was appointed as the Vice Chairman of the Batam Indonesia Free Zone Authority (BIFZA) by the Governor of the Riau Islands Province, Indonesia to manage Batam as a Free Trade Zone area according to Laws No. 44 year 2007. Previously, Arizal started his civil career in BIFZA as the Head of Subdirectorate for Industry since 1993 to 2004 and the promoted as the Head Bureau for Public Relations and Marketing until 2005. Due to his leadership and management skills, he was appointed as the Head Office for Industry and Trade in the Riau Islands Province until 2010 and as the Head of Regional Investment Coordinating Board as well as the Secretary of Regional Council for Free Trade Zone of Batam, Bintan and Karimun until 2014. Jon Arizal received his Master Degree in Law from the prestigious Gajah Mada University in Jogjakarta in 2008. Due to his extensive experience, he has been requested to speak at many national and international seminars and conferences. With his leadership, Batam has gained the trust and support from both the general public and private sectors, certainly keeping a balance for the economic and community development.

Michael Lopez Rama, born October 28, 1954 is the 9 th child of Natividad Lopez and Fernando Rama. Their family is very well known to be deeply-rooted in the political arena, beginning from his grandfather, the late Don Vicente Rama, whom he refers as the old man, was a formerr Cebu City councilor, mayor, congressman, and eventually a senator, is knownn as the Father of the Cebu City Charter. Mike Rama learned the value of hard work from his parents who were both disciplinarian and hardworking. He grew up helping his parents in their family business. He lived a simple life and is always proud to tell everyone of his humble beginnings which include selling eggs produced from their family owned poultry business. Graduated valedictorian during his elementary and high school. Finished Pre-Med course from Velez College in Cebu City in preparation for a Medical Course to pursue his dream of becoming a doctor. Took up Bachelor of Laws in San Beda College and became a lawyer in 1983. Got his first employment in 1984 at Cebu Oxygen Acetylene Corporation (COACO) at the Legal Division of the Human Resource Development. Joined politics in 1992 and won as Cebu City councilor (south district). Became Cebu City s Vice Mayor in 2001 until 2010. Elected as Cebu City s Mayor in 2010 and is now serving his second term of service. The only Mayor who once held the positions of city councilor and vice mayor, both for three terms. This is a clear indicationn of the trust and confidence of the people in his leadership, capability and inherent character of an exemplary public servant.

Takeo Koike Director, Office of Public Private Partnership; and Technical Advisor, Thematic Group (PPP) Asian Development Bank Email: tkoike@adb.org Mr. Takeo Koike is Director of the Office of Public Private Partnership at Asian Development Bank (ADB). He has 20 years of experience in the area of private sector infrastructure finance and public private partnerships (PPPs) across Asia. Mr. Koike joined ADB in 2002 and currently manages ADB s transaction advisory services for PPP projects as well as PPP coordination and support function including the operation of multi-donor Asia Pacific Project Preparation Facility (AP3F). As technical advisor, he also leads ADB s thematic group for PPP to provide strategic operational support and knowledge management activities in relation to PPP. Mr. Koike spent more than 12 years in ADB s Private Sector Operations Department where he covered private sector infrastructure finance operations in South Asia, Central Asia and South Caucasus. He successfully structured and executed a number of complex limited recourse project financings for power projects, and also raised corporate financings for power utilities. Further, Mr. Koike worked on financings of various other infrastructure including energy, transport and telecommunication amongst others. Prior to joining ADB, Mr. Koike worked for the Export-Import Bank of Japan (currently, Japan Bank for International Cooperation) as Economist and Loan Officer with a focus on private sector power projects in Pakistan. He also worked as Section Chief in International Bureau of the Ministry of Finance, Japan, and was in charge of formulating and coordinating on policies and strategies related to tackling Asian Financial Crisis and promoting private sector participation in infrastructure in developing counties. Mr. Koike holds a Master's degree in Business Administration from the Wharton School, University of Pennsylvania, USA; a Master's degree in Economics from London School of Economics and Political Science, UK; and a Bachelor's degree in Economics from the University of Tokyo, Japan.

Hyoung Gun Wang is a Senior Economist of the South Asia Urban Unit at the World Bank. He is currently the task team leader of various knowledge products of smart cities, city e-government, urbanization review, affordable housing, and urban development. His work programs and research interests are Urbanization and urban development, Smart cities and e-government, Local/regional economic development, Housing, GIS and spatial analysis, and Economic impacts of infrastructure investment. His work programs have spanned a range of developing countries including Afghanistan, Argentina, Bangladesh, Brazil, China, Colombia, DR Congo, Egypt, Georgia, Ghana, India, Kenya, Nigeria, South Korea, Liberia, Malawi, Mexico, Mongolia, The Philippines, Russia, Rep. of Congo, Senegal, Sri Lanka, Tanzania, Tunisia, Turkey, Uganda, Vietnam, and Yemen. He worked as an Economist at the Bank of Korea (the Central Bank of Korea). He holds a Ph.D. in Economics from Brown University.

Dr. Bindu N. LOHANI Dr. Lohani is currently Distinguished Fellow, Institute for Global Environmental Strategies (IGES), Japan and Special Advisor, Y Port, Japan. Dr. Lohani was Ranking Vice President of the Asian Development Bank (ADB) for Knowledge Management and Sustainable Development until 30 June 2015. He was responsible for the ADB s Economic Research and Regional Cooperation Department (Office of the Chief Economist), Sustainable Development and Climate Change Department, and Office of Information Systems and Technology. Before the above position, Dr. Lohani was Vice President (Finance and Administration) of ADB. Dr. Lohani served as Chair of Investment Committee of the Pension Fund (more than $2 billion); Chair of Asset Liability Management Committee; and Chair of Crisis Management Committee. In his almost 30 years in ADB, he has held several positions, including Director General and Chief Compliance Officer of the Regional and Sustainable Development Department (responsible for sectoral and thematic areas like energy, transport, water, urban development, education, environment, gender and governance, and knowledge management), and Special Advisor to the President on Clean Energy, Climate Change and Environment. He had worked in various capacities, mostly infrastructure and sustainable development. Before joining ADB, he worked for the Government of Nepal (relating to the infrastructure departments) and was Division Chairman of the Environmental Engineering Program at the Asian Institute of Technology (AIT), an independent post graduate institution located at Bangkok. Dr. Lohani holds a Bachelor s Degree in Civil Engineering, and a Master s degree (water and waste management) and Doctoral degree in Environmental Engineering. Dr. Lohani has been conferred with several Honorary Doctoral Degrees including the Degree of Doctor of University by the Griffith University, Australia in recognition of his distinguished contributions to environment. He has also completed several management development programs, including the Executive Program conducted by the Business School of the University of Chicago, Management Development Program by Cornell University; and programs by Arthur D. Little School of Management, and Corporate Leadership program at Yale University. Dr. Lohani is an elected member of the National Academy of Engineering (NAE) of United States the highest professional distinction accorded to an engineer for his work on economic cum environment approach to sustainable development. He is a Diplomate of the American Academy of Environmental Engineers (awarded for excellence in the practice of environmental engineering) and is a licensed professional engineer. Dr. Lohani was elected to the rank of AAAS Fellow by the American Association for the Advancement of Science (AAAS) Council for world leadership in development country planning for integrated economic cum environmental sustainable development through protection of natural/social resources.
