What is MARINE-EO? MARINE-EO is the first Earth Observation Pre-Commercial Procurement project that teams up a group of 5 maritime authorities (the buyers group) and a group of 4 scientific and technical organizations with significant experience in EO and maritime matters in order to procure the R&D of new Innovative Downstream Earth Observation and Copernicus enabled Services for Integrated maritime environment, surveillance and security towards concrete public sector needs. A few words about NCSRD/IIT/ISL The National Center for Scientific Research Demokritos (NCSR Demokritos http://www.demokritos.gr ) is the largest multidisciplinary research center in Greece, with a critical mass of over 900 personnel, expertise and infrastructure in the fields of Informatics and Telecommunications, Nanotechnology, Energy & Environment, Biosciences, Particle Physics and Nuclear Science. Research activities are currently coordinated by five (5) Research Institutes: Institute of Informatics & Telecommunications. Institute of Biosciences & Applications. Institute of Nuclear & Radiological Sciences & Technology, Energy & Safety. Institute of Advanced Materials, Physicochemical Processes, Nanotechnology & Microsystems. Institute of Nuclear & Particle Physics The Institute of Informatics and Telecommunications (IIT - https://vimeo.com/122414964) is one of the five Institutes of NCSRD, and focuses on research and development in the areas of Telecommunications, Networks, Web Technologies and Intelligent Systems. IIT has participated in numerous EU and nationally funded research projects under FP4, FP5, FP6 and FP7, and has acquired substantial experience both as partner and coordinator. With a personnel of over 250 full time researchers and over 50 PhD and MS/BS Thesis candidates, IIT has an annual turnover of 12M out of which les than 7,9% corresponds to public funding from the state budget. The Integrated Systems Laboratory (ISL http://iit.demokritos.gr/isl - https://vimeo.com/122414964) is part of the Institute of Informatics and Telecommunications (IIT) with 40 full-time researchers, and annual operating budget of over 2,4 M, focusing on: GIS & Geo-spatial Information Management LBS, Transportation Optimization, Data Fusion Mobile Appls including multi-modal journey planning Embedded Systems Design & Implementation Security, Asset Tracking, & Crowd Modeling & 3D Simulation Indoor Localization, Routing & Navigation Signal Propagation & Antennae Design Digital cultural heritage promotion and management Stelios C.A. Announcement of the OMC through a PIN This open dialogue has been announced through a Prior Information Notice (PIN) that has been published in TED (Tenders Electronic Daily) on 5th of May 2017. Why to attend the MARINE-EO OMC? The attendance to this Open Market Consultation (OMC) is a great opportunity for the suppliers to: - Be informed about the PCP challenge and the common unmet needs identified by the buyers group. - Learn about the project and pre-commercial procurement processes. - Take part in interesting discussions with project participants. - Comment about the intended R&D scope. - Share thoughts about the PCP challenge and the tender procedure. - Provide their feedback, through the RFI questionnaire, to fine-tune the tender specifications. - Focus to be given to DWH requirements. What are the expected outcomes from the OMC? - Allow the Consortium to gain better insights on the market, such as the state-of-the-art technology. - Allow suppliers to give feedback on what technologies should be included in MARINE-EO. - Allow suppliers to advise the Consortium where they see the biggest technical challenges and what more information should be shared in order to make scope of the challenge clearer. - The results of the consultations will be fully documented and taken into account in order to detail the tender specifications. Why Innovation Procurement? WIN-WIN FOR THE PUBLIC SECTOR IN EUROPE - Modernization of public services improving the quality and efficiency of public services and tackling societal challenges with innovative / breakthrough solutions for the benefit of the citizens. - Smart use of the procurement budget to remove supplier lock-in and obtain more open, standardized and better value for money solutions in a cost effective manner. - In times of economic distress innovation procurement can boost innovation in a country/region without extra funds only by shifting existing procurement budget towards R&D and Innovation. - Benefits to the local economy support to the economic activity in sectors related to the innovative solutions purchased or developed. - It can create growth and jobs in Europe (in PCPs, suppliers can be required to do the majority of R&D in Europe).
