INTERNATIONAL ELECTROTECHNICAL COMMISSION TC106 Overview Assessment of Human exposure to EMF Don Heirman presenting for TC106 APEMC2016 TU-04 Shenzhen, China May 2016 Copyright IEC, Geneva, Switzerland
TC106 Overview Purpose : To prepare international standards on measurement and calculation methods to assess human exposure to electric, magnetic and electromagnetic fields (0 Hz to 300 GHz). note: establishment of exposure limits is excluded New Strategic Business Plan TC106 September Plenary approved a 5 year Strategic Business Plan to 2020 which will see the internet of things, 5G and a truly connected world Market relevance TC106 standards will touch nearly every aspect of the domestic, industrial, consumer and business world by 2020 making our SBP very important to ensure we deliver efficient compliance assessment standards for the future technologies 2
TC106 Structure TC 106 chose a flat management structure - all convenors report directly to TC106 New leadership team commenced in 2015 3
TC106 Work Program New Work Program & initiatives To ensure TC106 continues to deliver quality standards in a timely and efficient manner, the chairman introduced 3 key themes as a focus to help guide the new work program. Developing new ideas and initiatives in TC106 The need for efficiency and speed to market for standards development Collaboration and fostering new talent in TC106. TC106 will also participate in the IEC Young Professionals development program 4
Radiated Emission Measurement Projects: Wireless Communications Typical SAR Results Single Mode and Band* While most countries have adopted a regulatory SAR limit of 2.0 W/kg averaged over a 10 g of tissue volume, the limit in a few countries is 1.6 W/kg averaged over 1 g of tissue (e.g. USA) 5
TC106 New Work Program STRATEGIC OBJECTIVES 3-5 YEARS ACTIONS TO SUPPORT THE STRATEGIC OBJECTIVES TARGET DATE(S) TO COMPLETE THE ACTIONS Wireless Power Transfer Implement a compliance assessment standard for Wireless Power Transfer equipment and devices Establish Working Committee Identify assessment requirements & current gaps Determine if new IEC standard is required of if existing standard can be adapted 2015 - Establish Working Group 2017 - Technical report 5G Assessment Methods for Networks and Devices- Develop and Implement efficient test assessment methods for 5G technology including network equipment and devices Identify new assessment requirements for 5G Conduct gap analysis on existing IEC Standards Assign work to MT1 and MT3 based on identified requirements Revise standards as applicable 2018/19 Body Worn Device Compliance Review assessment methods and applicability of existing IEC Standards Review and update the MT1 business plan Revise standards as applicable 2017/18 6
TC106 New Work Program STRATEGIC OBJECTIVES 3-5 YEARS ACTIONS TO SUPPORT TARGET DATE(S) THE STRATEGIC OBJECTIVES TO COMPLETE THE ACTIONS Smart Sustainable Cities Monitor activities Review compliance assessment requirements and applicability of IEC Standards Identify gaps in current IEC standards EMF Compliance Assessment Guidefor teams developing standards/protocols to demonstrate RF exposure compliance Establish Ad Hoc Group in 2015 in Stresa Identify requirements and gaps for the EMF Guide on developing consistent and quality standards for assessment of human exposure 2016 complete draft EMF Guide and report back to TC106 plenary. Contact currents Address methods for assessment of contact current related to human exposures to electric, magnetic and electromagnetic fields; not including electrical shock. Establish working group Determine measuring methods for contact currents Determine an electrical circuit that represents the characteristics of human response 2015 Establish working group in Stresa (Italy) 2016 initial document: August 2016 7
TC106 Project Highlights IEC 62209-1 Procedure to determine the specific absorption rate (SAR) for handheld devices used in close proximity to the ear (frequency range of 300 MHz to 3 GHz) IEC 62209-2 Procedure to determine the specific absorption rate (SAR) for wireless communication devices used in close proximity to the human body (frequency range of 30 MHz to 6 GHz)* Next Steps 62209-1:2016 will be published early 2016 Unification of Parts 1 & 2 by May 2016 FDIS of Unified standard by end 2016 MT1 will prepare the request document with the technical background and rationale for a dual logo standard in due course. Dual logo is already voted in favor in ICES TC34 for IEC 62209-1, -2 & -3 standards. IEC 62209-3 Human models, instrumentation, and procedures Part 3: Vector probe systems (Frequency range of 100 MHz to 6 GHz) Significant interest from SAR instrumentation manufacturers towards this activity IEC 62209-3 CD or TR/TS by mid 2016 IEC 62209-3 CDV by the end of 2016 FDIS during 2017 PT62209-3 will consider writing a proposal for Dual logo standard 8
TC106 Project Highlights IEEE/IEC 62704-1 standard (General FDTD Methods) CDV was published for voting in Dec 2015 IEEE/IEC 62704-2 standard (Vehicle Mounted Antennas) CDV was published for voting in Dec 2015 IEEE/IEC 62704-3 standard (modelling of mobile phones) Possible date for CDV would be the end of Mar 2016 IEEE/IEC 62704-4 standard(finite Element Method) Very little activity/progress Andreas Christ new chairman Planed CD for 2016. IEC 62232 Determination of RF field strength and SAR in the vicinity of radio communication base stations for the purpose of evaluating human exposure CD2 September 2015 CDV May 2016 9
TC106 New Work Groups Wireless Power Transfer Purpose - Implement a compliance assessment standard for Wireless Power Transfer equipment and devices Mr. Teruo Onishi was nominated Convenor Deliverable Technical Report by 2017 Contact currents Purpose - Address methods for assessment of contact current related to human exposures to electric, magnetic and electromagnetic fields; not including electrical shock Mr. Kenichi Yamazaki was nominated Convenor Deliverable Technical Report in 2016 10
AHG6 EMF Guide for developing consistent and quality standards for the assessment of human exposure Purpose to provide guidenace for developing consistent and quality standards for the assessment of human exposure Current Status TC106 Ad Hoc Group 6 has been active to prepare base draft. The team met on 8th Oct 2015 where besides draft the generic approach of the Guide and structure of the Guide was discussed. The first draft was shared within AHG6 in May 2015 and the second draft in Oct 2015. Work program (draft by August 2016) There are four focusing groups in the team, Low frequency range, RF frequency range, uncertainties aspects & medical applications. The contributions are mostly discussed within smaller groups and incorporated in the darft after being discussed in the team. Most of the discussions are carried out during telcos and next f2f meeting is planned for May 2016. ACEC has agreed to own the guide Maintenance will be conducted by AdHoc Group 6 11
