Berita Pulu Cocos (Keeling) (seterusnya) PUBLIC NOTICE LOCAL GOVERNMENT ACT 1995 (WA) (CKI) Local law Review Under the provisions of the Local Government Act 1995 (WA) (CKI) Division 2 section 3.16 and as per Council recommendation, the Shire of Cocos (Keeling) Islands proposes to review the following local laws Standing Orders, Animal Control, Old Motor Vehicles, Machinery and Sea Containers, The Keeping and Control of Cats, Camping & Extractive Industries. Copies of the above mentioned Local Laws may be inspected at the shire offices on Home Island during normal office hours or on West Island during nominated office hours. In addition, the laws can be inspected at the Home Island Library and West Island Library during public opening hours, located at the Cocos Island District High School Home Island and West Island campuses respectively. Copies of the local laws under review can also be found at the Shire of Cocos Keeling Islands website. Comments relating to the Local Laws under review are to be in writing and addressed to: CEO, Shire of Cocos (Keeling) Islands, PO Box 1094 Cocos (Keeling) Islands WA 6799, and will be received no later than 4:00pm 22 June 2017. Berita Pulu Cocos (Keeling) (seterusnya) PROPOSED DISPOSITION OF PROPERTY In accordance with Section 3.58 (3) and (4) of the Local Government Act 1995 (WA) (CKI), Council is required to give public notice of any disposition of property. This includes selling, leasing, or otherwise disposing of, whether absolutely or not. Council resolved at its May 2017 ordinary meeting to enter into Lease Agreements to lease a 13 metre by 30 metres parcel of land adjacent to the three Light Industrial Sheds to Bulka Raptikan, B & L Construction and Maintenance Services for $1 per annum plus outgoing for 3 years, with approval for the placement of one shipping container on site that is appropriately tied down for storage of his tools and equipment on the condition that after the expiry of the 3 years any request for an extension will be on the condition that full market rates are charged. Berita Pulu Cocos (Keeling) (seterusnya) POSITIONS VACANT The Shire currently has he following full-time fixed term positions available. 1 x General Road Maintenance Worksperson - 1 year contract The Shire will require a general road maintenance worksperson to relieve in the road maintenance crew. The successful applicant will be required to operate Shire s plant and equipment therefore requiring a number of machinery tickets & licenses. 11 x General Outside Workers predominantly Brick Making, Brick Paving and Sandbagging - 1 year contract. As part of Shire s commitment to the back laneway project in the kampong the above positions have been made available. No experience is necessary as full training can be provided on the job, however experience in brick making and/or road paving would be well regarded. Berita Pulu Cocos (Keeling) (seterusnya) The alcohol interlock scheme I These are short articles about legal issues that may interest you. They are not legal advice. You should always get individual legal advice for your situation. New laws came into force in Western Australia on 24 October 2016 about a scheme called the alcohol interlock scheme, or AIS. This is the first of 2 articles about the alcohol interlock scheme. The AIS is a scheme where an alcohol testing and locking device is fixed to the ignition of vehicles for people who have committed certain drink driving offences, who, as well as being disqualified from driving for a period, have had their licences cancelled. When they re-apply for their licences, after the period of disqualification is ended, they must agree to take part in the scheme and have an interlock applied to their vehicle in order to be given their licence back. This first article will discuss what an alcohol interlock is and what it does, what the alcohol interlock scheme is, what it costs, exemptions and what licences it applies to. The scheme will NOT apply on the IOTs at this stage. But it is important to know about it, in case you or anyone in your family go to live in Western Australia, or it does start applying in the IOTs. What is an alcohol interlock? This is a device that measures the blood concentration of alcohol in someone s blood. It is fitted to a car, truck or motor bike. Unless the driver blows a blood alcohol level of less than 0.02, the vehicle will not start. The device will also randomly require blood alcohol level tests during driving. The device also records the readings and data is downloaded that is used to report on and monitor the drinking behaviour of the driver. What is the alcohol interlock scheme (AIS)? Alcohol offenders (people who commit certain offences, or repeat certain offences) have their licences cancelled, as well as being given a period of disqualification from driving. You are an alcohol offender if you commit certain offences, or repeat certain offences. The next article will discuss in detail how you can become an alcohol offender because the definition includes a number of different types of offences, or repeating certain offences. The AIS is a scheme whereby alcohol offenders agree to have a condition, called an I condition, placed on their motor driver s licence, in order to be allowed to be given a licence back after their period of disqualification ends. The person is then called an interlock restricted driver. The I condition then requires the alcohol offender to have an alcohol interlock device fitted to their vehicle for a certain period of time, and comply with other conditions. The minimum period of having the device fitted is 180 days. The other conditions include the provision by the interlock device of performance data and getting the interlock device serviced, among other things. It is a criminal offence to tamper with or try to circumvent the interlock device. The cost of installing, renting, servicing and removing the interlock device is borne by the offender and is estimated at about $1,600 for 6 months. There will be a concession on the rental and servicing costs for certain low income benefit recipients. If you hold certain valid Department of Human Services concession or pensioner cards accredited interlock providers will offer the above concessions. Exemptions from the scheme may apply if you live more than 150 kms from an accredited provider of an interlock scheme, or you have a medical condition which does not allow you to provide the required amount of breath to be analysed by the alcohol interlock. What licences can an I condition apply to? The AIS scheme (and therefore an alcohol interlocker device) can apply to extraordinary licences and provisional licences, as well as unrestricted licences. It does not apply to learners permits. The next (second) article will discuss who becomes an alcohol offender and will have to agree to take part in the scheme to get their licence back. Jack along with Hendo and Denise recently installed the system which runs beach lighting and internal LEDs It's yet to be tested at night but Jack thinks it will be better than Glouchester Park! Thanks to Leah Stratford who is doing an awesome job with the kids doing after school activities such as dancing. It is great to see lots of volunteers offering their time to conduct these types of programmes for the children on Cocos! There is really no need to purchase wonder pre-packaged cleaning products. Try making your own with products you can buy in bulk, and usually in cardboard. You've probably got all the ingredients in your cupboard. All purpose cleaner: Fill an old spray bottle with vinegar and water. 1 part vinegar to 3 parts water. All purpose disinfectant: Fill an old spray bottle with 3 cups of hot water, 3 teaspoons of borax and 10 drops of eucalyptus, lemon or lavender oil. Clean a burnt fry pan: Fill pan with a layer of water, add 1 cup of vinegar, bring to boil. Remove from heat and add 2 tablespoons of baking soda (note: it will fizz). Empty the pan and scourer. Clean microwaves: Combine 1/4 cup of vinegar and 1 cup water in a microwavable container. Boil mixture for 3 mins. Let it stand in microwave for 10 mins. Wipe inside of microwave with a damp cloth. Clean mirrors: Pour a little vinegar onto a scrunched up sheet of newspaper and wipe mirror. Dry with a clean sheet of newspaper. Clean toilets: Sprinkle bicarb / baking soda into the bowl. Rinse with vinegar and scrub. Cleaning rags: Instead of buying cleaning rags wrapped in plastic recycle old towels, flannels and sheets that are well passed their used-by date. Cut them us, use, the wash! Descale your kettle: Half fill the kettle with water, drop a couple of slices of lemon and boil. Repeat once. Dry with a cloth. Fabric softener: Add one cup of white vinegar during the rinse cycle. Make your drinking glasses shine: Soak in a solution of vinegar and water. Dry with a cloth. Here are some tips to help you look after your teeth. Brush at least twice a day. The best time to brush teeth is after meals. Choose a toothbrush with a small head for better access to back teeth. Soft bristles are kinder on your gums. Use fluoridated toothpaste. Fluoride helps to harden tooth enamel and reduces your risk of decay. Brush thoroughly. Tooth brushing should take between two and three minutes. Floss your teeth daily. Use a slow and gentle sawing motion. Limit acidic drinks like soft drinks, cordials and fruit juices. Food acids soften tooth material and dissolve the minerals in tooth enamel, causing holes (cavities or caries). In severe cases, teeth may be eaten right down to the gum. Limit sugary foods. Bacteria in dental plaque change sugars into acids. Protect your teeth from injury. Wear a mouthguard or full-face helmet when playing sports. Try to save a knocked out tooth. If possible, hold the tooth back in place while you seek immediate dental advice. If this is not possible, wrap the tooth in plastic or place it in milk and seek dental advice immediately.
