EU CONTEXT European Commission to prepare progress report of the 2 years action plan : end of 2009 Maritime Spatial Planning and Governance, priorities for 2009 : roadmap published, series of 4 workshops Maritimizing EU sectorial policies, an ongoing process : research, transport COR reports : MSP and future maritime policy, by M. Delebarre
CPMR CONTEXT Aquamarina, led by Brittany : a lasting success Geographical Commissions : active in their relevant areas Relationship with European Commission : synergy and confidence Venice Platform : an additional channel to be influential 2009 : Maritime Spatial Planning, Research, Transport, preparing/proposing next steps
MARITIME ISSUES What's next for EU and CPMR Discussion at Aquamarina plenary session 3 March Brussels Which maritime content for the CPMR post-2013 package in Goteborg GA How to celebrate the 5 years fruitful partnership with EC and Commissioner Borg Renewed institutions : which perspectives for maritime policy How to maintain or strengthen CPMR expertise on this issue?
Draft PPP marine and maritime research Draft PPP elaborated in the frame of the Aquamarina sub group for research and innovation Follows the structure of the EC communication
Stepping up the regional dimension of marine and maritime research Regions are among key actors in marine and maritime research Marine and maritime research benefits to a large part of the European territory The European research policies and policies implemented by Regions can complement one another Annex with examples of good practices and regional initiatives related to marine and maritime issues
Capacity building ESFRI (European Strategic Forum on Research Infrastructures) : has identified 45 infrastructures of European dimension. Marine and maritime issues were taken on board. -Energy -Environmental sciences -Biomedical and Life sciences -Social science and humanities -Material science -Astronomy, Astrophysics, Nuclear and Particle physics -Computer and data treatment
Capacity building Example : European Multidisciplinary Seafloor Observatories EMSO : - Geohazards - Climate change - Ecosystem life
Capacity building ESFRI funding : European budget (3 billions in FP7), Member States and Regions? Links between ESFRI and all research communities across Europe : to be built. Creating new European funding scheme and improving existing ones? Thinking about Metaregional areas for the location of ESFRI infrastructures : adressed in the report about ESFRI regional dimension : Baltic, Black Sea and Central European Areas identified in the report
Capacity building Need for coherence with Regions policies Need for identification of regional partner infrastructures Need for analysis of territorial dynamics generated by the FP7 in the field of marine and maritime research Need to connect all analysis with maritime basins Need for the European research policy not to focus only on world class infrastructures : think for instance also about networking of regional infrastructures
Integration Integration objective shared by Regions Need for analysis of achievements of integration in the field of marine and maritime research Need for better visibility among all European initiatives for integration (Networks of excellence, Era-Nets, Technological platforms, ) Support to a network of European Ocean Research Institutes Multidisciplinary approach shared by Regions
Synergies Support to the objective of better synergies between research policies At European level : Era-Net is the main current existing scheme, but does not involve Regions as a matter of fact Need to create more accessible schemes or to improve existing ones so as to involve Regions Need to think coordination in coherence with Maritime basins. Perspective for cooperation with the Marine Board on this issue? Coherence between FP7 and the Cohesion policy : to be improved with Regions
Governance Support to the idea to set up a Forum of marine and maritime research actors Link with the Venice declaration and the post Aberdeen process
