Innovation, Science and Economic Development Canada Spectrum Licensing The Canadian SmallSat Conference February 2016 Building a prosperous and innovative Canada
Objectives The objectives of this presentation are to provide an overview of: the Canadian licensing process to access spectrum for space services The international registration and coordination processes and requirements The international regulatory framework, developments, and how to become involved 2
Regulatory Context Users must operate in accordance with both the domestic and international regulatory context! Internationally:! Radio Regulations, Rules of Procedure! Definition of Radio Services! Allocations and status! Technical requirements! Coordination requirements! Coordination process! Domestically :! Radio Regulations, Rules of Procedure! Radiocommunication Act! Radiocommunication Regulations! Canadian Table of Frequency Allocations! Canadian policies and procedures 3
Table of Frequency Allocations 4
Authorizations, Registration Unless specifically excluded, all Canadian stations require licensing! All satellites (space stations) require a licence one licence per constellation! All earth stations require licensing except if is considered broadcasting only receiver, or radio amateur (fixed or mobile station) Types of authorizations! Radio or spectrum licences for use by space stations! approvals of foreign satelites for use in Canada! Spectrum licensing for MSS service providers! Earth station radio licences issued by regional offices 5
Application Process Overview! Applications submitted to ic.satelliteauthorization-authorisationsatellite.ic@canada.ca! Process described in CPC-2-6-02 http://www.ic.gc.ca/eic/site/smt-gst.nsf/eng/sf01385.html! Eligibility - Canadian entity! Description of system and services! Direction and control of the space station! Compliant with international and Canadian rules! Demonstration of co-existence! Space debris mitigation plan! Operational and financial capabilities! ITU filing 6
Cost for access to the spectrum/orbit What is the cost associated with licensing my space station or constellation?! No application fees or bonds,! Annual licence fees once satellites are operational! Radio licence fees applicable to EESS, Space research, Radio Amateur satellite service! RIC-42 Guide for Calculating Radio Licence Fees, Annex C http://www.ic.gc.ca/eic/site/smt-gst.nsf/eng/sf01027.html! All earth stations require licensing unless excluded. See Annex B of RIC-42 for the associated fees! Spectrum licences for MSS service providers, BSS, FSS specific fee orders! Fees associated with ITU filing and registrationhttp://www.itu.int/en/itu-r/space/documents/decision%20482(c2013)- E.pdf 7
International Coordination and Registration All applications must include the ITU filing information! If filing is subject to coordination, use ITU SpaceWISC software http://www.itu.int/en/itu-r/space/spacewisc/pages/default.aspx! An ITU ties account is required: ic.secretariat_pcc_itu_r_tsecretariat_ccp_uit_r_t.ic@canada.ca! user id provided upon request at Satcoord! Request a filing name from ic.satcoord-coordsat.ic@canada.ca! If the filing is not subject to coordination, submit appendix 4 information, volume 2 of the RR, in correct format, to both the satcoord and satauthorization email addresses.! For use of Radio Amateur Satellite Bands, a coordination agreement must be obtained from the IARU 8
International Coordination and Registration! The ITU process provides a 7 year time line from the first submission of the ITU filing to the time the satellite network must be notified and operational! Coordination and resolution of difficulties can take time, longer then the time line for nanosat projects.! Need to apply for a licence and initiate coordination/resolution of difficulties as soon as possible! Modifications to filings 7 years API CR/C* 6 months BIU Notification *until July1, 2016. 9
International Coordination and Registration! ITU publishes the information in BR-IFIC.! BR-IFIC identifies potentially affected networks/countries if you are subject to coordination! If not subject to coordination, SpaceCom shall be used to identify requirements for informal coordination (N.9.3)! Feedback to the ITU and other administrations.! Licensees informed of coordination requirements and contacts of foreign operators.! The licensee is responsible for coordinating his network with foreign operators, and comments to the BR-IFIC! Administrations get involved if there are difficulties - COL! Completion of coordination, notification! Registration in the Master International Frequency Register (MIFR) 10
WRC 2015 WRC-2019 WRC-15! a.i. 1.11: New primary allocation to the EESS (E-s) in the band 7190-7250 MHz for satellite TT&C purposes! a.i. 1.12: extension of 600 MHz of primary EESS allocation in 9 GHz band which now spans from 9200 MHz to 10 400 MHz! a.i. 1.9.2 New MMSS allocation in the 7 GHz band! a.i. 5: change to coordination zone around SRS to protect the earth stations from aeronautical mobile stations! a.i. 9.1.8 Procedures specific to nano and pico satellites no change! ITU work is dictated by WRC agenda and by contributions! ITU to study the definition of BIU wrt NGSO networks! ITU to study EPFD limits in C band! Issue of nanosatellites to be addressed within ITU-R, http://www.itu.int/pub/r-res-r.68 WRC-19 agenda : http://www.itu.int/md/r00-ca-cir-0226/en 11
International Telecommunication Union Canadian Prepatory Committee! To participate in the preparations to the WRC-19, or in the ITU study groups: ic.secretariat_pcc_itu_r_tsecretariat_ccp_uit_r_t.ic@canada.ca.! OAS Citel PCC-II WRC and non-wrc items ITU training!
