Overall Policy Framework for Iran ICT Management Vision and Policy Vision and Policy For ICT Development in Iran (2011 2016) Strategic Building Blocks E-government e-commerce and e-banking Islamic-Iranian Culture in Cyberspace e-health and e-wellfare ICT Infrastructures Security ICT Laws and Regulations Policy Process and Structures ICT and Security Management Organizational Structure (Policy making, Monitoring, Regulating, Executing, )
IMI in Iran s ICT Policies Needed infrastructure and platform for measuring Iran s ICT statistics should be in place till the end of 2013.
Measuring Iran s ICT Indicators Project Measuring and evaluating ICT indicators in 4 th Development Plan, IDI index and EIU e-readiness index. Monitoring Iran's progress towards international targets such as WSIS targets and MDG. Gain an understanding of current situation of ICT in Iran. Improving Iran's position in international rankings such ITU IDI, EIU Digital Economy, UN e-government index, etc. Benchmarking and comparative analysis. Developing needed tools and techniques for ICT measurement. Providing policies, recommendations, guidelines and best practices for the Fifth Development Plan. Defining a framework for ICT statistics system in Iran. Capacity building in the area of ICT Measurement Raising awareness of all stakeholders about the importance of ICT measurement in formulating and evaluating ICT policies.
Project Information Project owner: Iran Information Technology Planning and Project Control Office (ICT Ministry) Executed by: Data Processing Co and Haseb System (Private Sector) Duration: 18 months WSIS Action Line: C1
Project scope 44 ICT indicators in the fourth development plan: ICT access and use e-government e-learning (schools and universities) e-commerce e-health Security and content ITU IDI index EIU e-readiness index
Main sources for definition of indicators ITU Core ICT Indicators ITU e-government Core Indicators EU e-health Indicators Webometrics Ranking of World Hospitals Policy makers needs
Main Data Gathering Techniques Data gathering Estimation formula Statistical survey Expert judgment
Data gathering scope 1215 government organizations ~ 75000 schools ~ 180 higher education institutes ~ 10000 medical centers More than 100000 Businesses
First challenges in the Project Definition of indicators were not clear Measurement methods were not specified and clear Scope of data gathering was broad.
Project Approach Stage one: Planning Stage two: Execution and Analysis
Definition of each indicator Name Description Responsible organization Base value Final value Mean growth rate Value in each year of the plan Measurement method
Example: Number of Internet users Each country should refer to the results from national households surveys. In Iran, this survey is performed each 5 years by Statistical Center of Iran (SCI). Contract with ITO and SCI for measuring Internet users in 2009. Using an estimation formula proposed by ITO and Sharif University of Technology in between.
Example: Number of PCs Choosing a proxy component (CPU, motherboard, Monitor) choosing the component with the least custom tarrif and corruption. Import in last 5 years Corruption in last 5 years Local production in last 5 years Number of portable computers
Stage one: Planning Providing a clear and unambiguous definition for each indicator based on other policy documents, international references and experts judgments. Defining a feasible and systematic method for measuring each indicator.
Stage two: Execution and Evaluation Planning for data gathering, extraction and validation activities (designing needed forms, design and implementation of needed data gathering tools, ) Gathering and validating data values from related data sources. Calculating the final value of each indicator at the end of Fourth Development Plan. Comparing the calculated value to the desired value and performing a progress analysis and reporting weaknesses and strengths. Performing benchmarking and comparative analysis based on 4 th Development Plan indicators, ITU IDI and EIU e-readiness index. Compiling a list of recommendations, suggestions, policies, best practices, experiences for the next plan and improving the next action.
Developing DP Indexometer for online Data Gathering Management subsystem: For each indicator, user can define data items, calculation formula, and responsible organization for data entry, value in the first year, target value, value in each year of the plan, expected growth rate. Data gathering subsystem: Each user can see the data items that have been assigned to him/her and enter the value for each data item via a Web-based simple form. Management dashboard subsystem: User can see management reports and dashboard for each indicator and groups of indicators. The reports are but not limited to planned trend, realized trend, government organizations status, provinces status.
Main Challenges and Lessons Learned - 1 Lack of a model or conceptual framework for defining indicators in policy documents Unclear and ambiguous definitions Lack of awareness Lack of updated and exact data Lack of technical capacity for ICT measurement
Main Challenges and Lessons Learned - 2 Governing body for ICT measurement Security and privacy issues Lack of coordination among stakeholders, specially ICT statistics users Lack of relationship with international bodies Low importance of ICT measurement in government organization and private sector
A Conceptual Framework for ICT Measurement
What we need for IMI? Top-level management committment Institualization (Governing body for IMI) Financial structure Processes and Procedures Technological infrastructure Human resource and capacity building International cooperation Legal framework R&D
Conclusion Developing needed ICT Measurement Infrastructure and Platform for Iran in next 9 months. Close interaction with the international bodies such as ITU, UNCTAD, UNESCO and UNDESA for capacity building and knowledge sharing. Awareness and training in the country is needed. Top-level management support is needed at the level of president and ministers Using international indicators such as ITU, EIU and others in designing core indicators for Iran.
