Strengths Central location between Norfolk and the beach at the intersection of I-264 and I-64 Gateway to Virginia Beach Institutions in the area including the hospital, churches, and a variety of educational facilities Natural amenities such as water bodies and green spaces Long-established and substantially stable neighborhoods Future light-rail transit The potential for new business growth and new retail opportunities Existing office parks, in particular that at Cleveland Street and Newtown Road

Weaknesses Lack of accessible park spaces Poor land utilization Lack of good retail and restaurants Heavy traffic and congestion Existence of crime and prostitution Unsafe elements in areas within the neighborhoods Lack of pedestrian infrastructure and connectivity Above-ground utilities Architectural mishmash Lack of integrated and mixed-uses Norfolk and Virginia Beach split of Newtown Road complicates street improvements

Visions Newtown needs an identity (most associate Newtown with the intersection of Newtown Road and Virginia Beach Boulevard and Greenwich with the study area) Maintaining and programming existing open spaces while providing new and accessible ones Mixed-use neighborhood-serving center New mixture of housing choices Efficient network of streets for cars and pedestrians Capitalize on light rail should it come Relocate current businesses Alleviate pressure off Newtown Road through expansion of street network and improvement of Newtown Road street and intersection design.

Design Principles 1 2 3 4 5 6 7 8 Reinforce the Newtown s site as the Gateway into Virginia Beach. Create interconnected pedestrian and street frameworks. Build parks and open spaces throughout the site. Build mixed-use, mixed-income, transit-oriented development. Strengthen education and training institutions in the district. Build at a compatible scale next to existing neighborhoods. Extend a bicycle and trail system through the site. Celebrate light rail as a centerpiece in a gateway public space.

Design Principles 9 10 11 Develop a shared parking strategy. Coordinate transportation improvements including Light Rail, Newtown Road, the Greenwich/Cleveland flyover, and I-264 access/widening. Develop architectural design guidelines for the district.
