SUBMITTAL GUIDELINES FOR SITE PLAN & BUILDING ELEVATIONS APPROVAL Planning Department City f Cedar Hill Zning Regulatins requires a SITE PLAN and BUILDING ELEVATIONS t be apprved by the City Cuncil befre a building permit may be issued fr all new buildings except fr 1 r 2 family dwellings and when residential structures are cnverted t nnresidential. The SITE PLAN & BUILDING ELEVATIONS will be used by the Planning & Zning Cmmissin and City Cuncil t verify cmpliance with the City's develpment cdes and insure cmpatibility with the surrunding neighbrhd. SITE PLAN and BUILDING ELEVATIONS are apprved after a plat has been apprved by the City and befre building permits may be applied fr. Apprval f a SITE PLAN & BUILDING ELEVATIONS is valid fr 18 mnths unless cnstructin has begun n the prject. THESE GUIDELINES ARE PREPARED TO ASSIST THE APPLICANT AND WILL NOT REPLACE COMPLIANCE WITH ADOPTED LOCAL, STATE, AND FEDERAL REGULATIONS AND LAWS. Step 1 - INITIAL SUBMITTALS It is recmmended t meet with the Planning staff befre making applicatin fr SITE PLAN and BUILDING ELEVATIONS apprval. The fllwing items must be submitted t the planning department befre NOON, a minimum f 4 weeks prir t any scheduled P&Z meeting. APPLICATION with CHECK LIST - cmpleted and signed APPLICATION FEE made payable t the City f Cedar Hill. $250.00 plus $10 per acre runded up t the next whle acre CERTIFICATION OF TAXES PAID CURRENT TO DATE SITE PLANS & BUILDING ELEVATIONS 7 cpies, HARD COPIES AND PDF FORMAT typically blue-line prints 24 x 36 shwing the prpsed subject prperty and it s surrundings, building, parking, vehicular and pedestrian circulatin, fire prtectin, surrunding prperties & imprvements, existing envirnmental cnditins and prtectins, landscaping and building elevatins with building height, and exterir building materials and lighting nted. PHOTO REDUCTION 1- (11 x 17) cpy f each sheet f the site plans and building elevatins; PDF COPY f site plans and building elevatins Step 2 - STAFF REVIEW & COMMENTS Upn receipt f a full applicatin and drawings, the applicatin will be distributed t City Staff fr review and cmment. Cmments will be cllected and cmbined int a single letter and frwarded t the applicant using the fax number supplied n the applicatin. Staff cmments will be available by Wednesday, tw (2) weeks befre any scheduled P&Z meeting. Step 3 REVISED SUBMISSIONS The applicant is asked t review staff cmments and make necessary changes. City staff is available t discuss any questins the applicant may have regarding Staff Cmments. Upn making the requested changes, the applicant will need t prepare a respnse letter describing what actin was taken regarding each f the staff cmments. Any ther changes made t this respnse letter needs t accmpany the revised submissins. The fllwing must be submitted nt less than 12 days in advance f any scheduled P&Z meeting in rder t be placed n that P&Z agenda: 5 Full size prints f each sheet f the SITE PLAN and BUILDING ELEVATIONS stapled int sets.

Respnse Letter t each f staff s cmments and indicating the changes made t the submittals. Step 4 - PLANNING & ZONING COMMISSION MEETING The applicant will be faxed, n the Friday befre the P&Z meeting, the agenda that wuld include the item t be cnsidered. The applicant r representative must be present at the P&Z meeting t address any questins the Cmmissin may have regarding the applicatin. The P&Z Cmmissin meets at 6:00 p.m. n the 1 st & 3 rd Tuesdays f the mnth. PLANNING & ZONING COMMISSION ACTION The Cmmissin typically will render a recmmendatin that evening; hwever, they may table cnsideratin at their discretin. An applicatin receiving a P & Z recmmendatin fr APPROVAL r CONDITIONAL APPROVAL will autmatically be scheduled at the next City Cuncil meeting, typically 21 days later. Applicatins DENIED by the Cmmissin will stand unless an appeal is filed with the Planning Department within 10 days after the P & Z's actin. Appeals will be heard by City Cuncil in apprximately 2-3 weeks, depending upn Cuncil's schedule. Step 5 - CITY COUNCIL HEARING The City Cuncil meets at 7:00 p.m. n the 2 nd and 4 th Tuesdays f each mnth. The SITE PLAN and BUILDING ELEVATIONS will be place n the City Cuncil s Cnsent agenda as it is recmmended by the P&Z. The applicant r representative shuld be present at the City Cuncil meeting t address any questins that may arise regarding the applicatin. EFFECT OF CITY COUNCIL ACTION City Cuncil's actins are final. Applicatins fr building permits shall be cnsistent with the apprved site plan and any cnditins established at apprval. Shuld a site plan nt be apprved by the City Cuncil, n building permits may be issued. The nly recurse is t reapply fr site plan apprval and adequately address the Cuncil s cncerns. TERMINATION OF APPROVAL City Cuncil apprvals shall terminate unless a building permit is issued within 90 days f the Cuncil actin. Once a building permit is issued, the Cuncil apprval shall extend t the life f the building permit. AMENDING THE APPROVED SITE PLAN / ELEVATIONS The nly permitted deviatins frm the apprved site plan are thse that wuld nt negatively impact the neighbrhd r the City f Cedar Hill. Significant changes r time extensins n apprvals can nly be authrized by City Cuncil. The City Cuncil, at their discretin, may refer the matter back t the P & Z fr their recmmendatin.
