Mr. Rintaro Tamaki was appointed Deputy Secretary General of the OECD on August 1, 2011. His portfolio includes the strategic direction of OECD policy on Environment, Development, Green Growth, Taxation and Policy Alignment for Transition to a Low Carbon Economy along with representing the OECD externally on Financial Issues. Prior to joining the OECD Mr. Tamaki, a Japanese national, was Vice Minister of Finance for International Affairs at the Ministry of Finance, Government of Japan. During his prominent 35 year career, Mr. Tamaki has worked on various budget, taxation, international finance and development issues in the OECD and at the World Bank before being appointed Finance Minister at the Embassy of Japan in Washington DC. He then became Deputy Director General before becoming Director General and subsequently Vice Minister for International Affairs at the Ministry of Finance. 1

MORI Hideyuki (Mr.) 森秀行 President 所長 Institute for Global Environmental Strategies (IGES) 公益財団法人地球環境戦略研究機関 Mr. Hideyuki Mori is a graduate of the School of Engineering, Kyoto University. He joined IGES in 2003. Prior to joining IGES, he served as Environment Specialist at the Asian Development Bank, Senior Environmental Coordinator of the United Nations High Commissioner of Refugees, Director of the Office of Research and Information at the Global Environment Issues Division of the Environment Agency of Japan (present Ministry of the Environment), and as Portfolio Manager of the Division of GEF at the United Nations Environment Programme. He was a professor at Keio University from 2008 2010. Toru Hashimoto Director Development Cooperation Department International Affairs Bureau City of Yokohama Toru Hashimoto is Director of Development Cooperation Department, the City of Yokohama, and in charge of program Y-PORT (Yokohama Partnership of Resources and Technologies). Y-PORT is public private partnership endeavor to deliver knowledge and cutting-edge technology for urban solutions. For more detail, please refer to http://www.city.yokohama.lg.jp/kokusai/yport/en/. He was instrumental to conclude Memorandum of Understanding between ADB and the City of Yokohama in regards of urban management and solutions. Before joining the City of Yokohama he took managerial positions in World Bank and Asia Development Bank Institute. He was educated in University of Tokyo, Asia Institute of Technology, and Massachusetts Institute of Technology on urban planning, engineering and human settlements. Away from professional career he enjoys composing pop music and performance as a keyboard player.

Dr. Bindu N. LOHANI Dr. Lohani is currently Distinguished Fellow, Institute for Global Environmental Strategies (IGES), Japan and Special Advisor, Y Port, Japan. Dr. Lohani was Ranking Vice President of the Asian Development Bank (ADB) for Knowledge Management and Sustainable Development until 30 June 2015. He was responsible for the ADB s Economic Research and Regional Cooperation Department (Office of the Chief Economist), Sustainable Development and Climate Change Department, and Office of Information Systems and Technology. Before the above position, Dr. Lohani was Vice President (Finance and Administration) of ADB. Dr. Lohani served as Chair of Investment Committee of the Pension Fund (more than $2 billion); Chair of Asset Liability Management Committee; and Chair of Crisis Management Committee. In his almost 30 years in ADB, he has held several positions, including Director General and Chief Compliance Officer of the Regional and Sustainable Development Department (responsible for sectoral and thematic areas like energy, transport, water, urban development, education, environment, gender and governance, and knowledge management), and Special Advisor to the President on Clean Energy, Climate Change and Environment. He had worked in various capacities, mostly infrastructure and sustainable development. Before joining ADB, he worked for the Government of Nepal (relating to the infrastructure departments) and was Division Chairman of the Environmental Engineering Program at the Asian Institute of Technology (AIT), an independent post graduate institution located at Bangkok. Dr. Lohani holds a Bachelor s Degree in Civil Engineering, and a Master s degree (water and waste management) and Doctoral degree in Environmental Engineering. Dr. Lohani has been conferred with several Honorary Doctoral Degrees including the Degree of Doctor of University by the Griffith University, Australia in recognition of his distinguished contributions to environment. He has also completed several management development programs, including the Executive Program conducted by the Business School of the University of Chicago, Management Development Program by Cornell University; and programs by Arthur D. Little School of Management, and Corporate Leadership program at Yale University. Dr. Lohani is an elected member of the National Academy of Engineering (NAE) of United States the highest professional distinction accorded to an engineer for his work on economic cum environment approach to sustainable development. He is a Diplomate of the American Academy of Environmental Engineers (awarded for excellence in the practice of environmental engineering) and is a licensed professional engineer. Dr. Lohani was elected to the rank of AAAS Fellow by the American Association for the Advancement of Science (AAAS) Council for world leadership in development country planning for integrated economic cum environmental sustainable development through protection of natural/social resources. N. Vijay Jagannathan Senior Fellow, World Resources Institute and Secretary General, CITYNET. Dr. Jagannathan is leading a number of initiatives on promoting sustainable urbanization in the region, both in his capacity as a senior advisor of a leading think tank on sustainable development and as the head of a network of cities and partner institutions in the Asia Pacific region. Prior to these assignments he worked in the World Bank, Washington DC where his last assignment was as Sector Manager for infrastructure in the East Asia and Pacific region. He was responsible for an annual lending program of about $5 billion in the urban, water, transport and energy sectors. He has been also associated with the APEC-led green growth and green finance initiatives. He has worked in the infrastructure, environment and urban development sectors in his twenty four years in the Bank in over 50 countries around the world. Prior to joining the Bank he was Secretary of the Calcutta Metropolitan Development Authority, and held several other positions in Indian Administrative Service. Vijay is an economist by training, with a PhD from Boston University. His dissertation on the informal markets for the poor was published by Oxford University Press in 1987 and recognized as one of the Outstanding Academic Books of the Year by the American Library Association. He has published extensively on water, urban development, agricultural development and environmental issues.

His projects have been awarded prizes by United Nations, the European Union, The European Council of Spatial Planners, Architects Associations, Entrepreneurial Associations, Cities, and National Governments. Among these awards is the Rey Jaime I Prize, which is given by the King of Spain. On three occasions Dr. Vegara received the prestigious European Award of Planning for his work in Euskal Hiria, The Basque city region and the design of the eco city of Sarriguren in Navarra. He is member of the Jury of important international awards. He has been advisor to the Government of Singapore, and various cities around the world, including Yokohama, Mexico DF, Bilbao, Sao Paulo, Casablanca and Moscow. ALFONSO VEGARA PRESIDENT FUNDACIÓN METRÓPOLI Alfonso Vegara has a PhD in City and Regional Planning and degrees in Architecture, Economics, and Sociology. He was President of ISOCARP, the International Society of City and Regional Planners, which has members in over 70 countries. He is a Fellow and Trustee of the Eisenhower Fellowships, and since 2005, he is Honorary Consul General of Singapore in Madrid. Alfonso Vegara has been lecturing in urbanism at Escuela Técnica Superior de Arquitectura de Madrid, Universidad de Navarra, and Universidad CEU San Pablo. He was also a Visiting Scholar at the School of Design of the University of Pennsylvania and Advisor of ETH Zurich Polytechnic. Alfonso Vegara is the founder and Honorary President of Fundacion Metropoli, an international center of excellence dedicated to research, design, and innovation in cities around the world. Currently Fundación Metrópoli is developing the Next Cities Lab with Microsoft working in different cities of the world at the intersection between Territory and Technology. The focus of Alfonso Vegara s work is to promote the strategic value of cities in a complex and interrelated world. Ma. Carmela D. Locsin Director General Sustainable Development & Climate Change Department Ms. Carmela D. Locsin is Director General, Sustainable Development and Climate Change Department (SDCC) (formerly Regional and Sustainable Development Department), a position she assumed in 1 July 2014. Prior to this, Ms. Locsin assumed various positions including: Head of the Office of Cofinancing Operations (OCO); Deputy Director General, South Asia Department; Deputy Director General, RSDD; and Director of OCO. Prior to joining ADB in 1997, Ms. Locsin worked at the International Finance Corporation, USA and the World Bank for 7 years. Ms. Locsin is a national of the Philippines. Dato Maimunah Mohd Sharif Municipal President Municipal Council Of Seberang Perai, Penang, Malaysia Dato Maimunah Mohd Sharif is the Municipal President of Municipal Council of Seberang Perai (MPSP). She holds a Master of Science in planning studies from University Science Malaysia, Penang and also a degree in Town Planning Studies from University of Wales Institute of Science and Technology, United Kingdom. Her career begins from 1985 to 2003 as Town Planning Officer at Municipal Council Of Penang Island. In 2003 she was promoted as a Director, Department of Planning and Development till November 2009. As a head of Planning and Development Department, she was responsible in preparation of structure plan, local plan, development controls, projects and landscapes. She also headed a team for the planning and implementation of urban renewal projects for Little India and implementation of Penang Gold Bazaar project. In November 2009, she was entrusted to establish George Town World Heritage Incorporated. As General Manager and a founder of George Town World Heritage Incorporated, a state arm company. She has the responsibility to manage the George Town World Heritage Site which was inscribed by UNESCO in July 2008. She was the precursor for the George Town Festival in 2010 and now established as yearly event by the Penang State. With her knowledge and involvement in heritage, she was choosen by the government as one of the expert to represent Malaysia in UNESCO World Heritage Committee Meeting at St. Petersburg, Rusia in June-July 2012. In 16 March 2011, she was appointed as the first female Municipal President of Municipal Council Of Seberang Perai. As a mayor of a local authority, she has to lead and steers MPSP to attain its vision To make Seberang Perai cleaner, beautiful, comfortable place to stay, work, investment and tourist attraction by 2018 and in line with the state of Penang s vision which is Cleaner, Greener, Safer and Healthier Penang. She inspired MPSP to produce the first Seberang Perai Tourist Map, Heritage Trail and Coffee Table Book of Seberang Perai. It was a successful project done by in-house team under her guidance.

By promoting Gender Responsive Participatory Budgeting (GRPB), she has developed a gender Committee headed by her as her long term goal to integrate gender perspectives into governance process and GRPB as a tool for mainstreaming gender into budgetary and development policy and planning. She has carried out dialogue budget in 2012 and it was the first MPSP budget tabled by a female President and GRPB program becoming as the yearly program for MPSP. She has presented many papers in seminar, forums and conferences both locally and internationally. For her remarkable contribution to Penang and Seberang Perai, she has been awarded several recognitions by the Penang State Government, Malaysian Government and International Organization such as Best City Manager and Best City by Europe Business Assembly, Stresa, Italy and Planner of The Year 2014 by Malaysian Institute Of Planners. In September 2014, she was conferred the award Darjah Setia Pangkuan Negeri (D.S.P.N.) which carry the title of Dato. With her effort, MPSP has been recognized internationally and being a member in international organization such as CITYNET, WeGO (World e-government Organization), ICLEI (International Council For Local Environmental Initiatives) and IOPD (International Observatory For Participatory Democracy). As an international recognition, she is voted as in a Regional Executive Committee (REXCOM) of ICLEI in Southeast Asia. HAMANAKA Hironori (Prof.) 浜中裕徳 Chair of the Board of Directors 理事長 Area: Executives / 理事長 所長 Profile: Professor Hironori Hamanaka is the chair of IGES Board of Directors. When he took up his current position at IGES, he was teaching at Keio University as a Professor, and previously served as the Vice-Minister for Global Environmental Affairs as well as other important positions at the Ministry of the Environment. While serving with the Government of Japan, he devoted his administrative career to intergovernmental negotiations in areas including: the Kyoto Protocol and its implementing rules; major agreements in the field of sustainable development, such as the Johannesburg Plan of Implementation agreed at the World Summit on Sustainable Development in 2002; and the development of national policies to implement international agreements, most notably the Kyoto Protocol. Based on his professional career, he served as a Co-chair of the Compliance Committee under the Kyoto Protocol and the Chair of its Facilitative Branch from 2006 to 2008. Profile Nobuya Suzuki Deputy Mayor City of Yokohama Mr. Nobuya Suzuki was born in 1955, and entered the employment of the City of Yokohama in 1978. Since then, he has been in charge of the projects including housing policy planning of the City and redevelopment of the Yokohama station areas, experiencing urban planning in the midst of close ties with the regional community. Afterwards, he has held the posts of Director-General of Housing and Architecture Bureau before assuming office as Deputy Mayor in April 2012.
