Ship recycling in Turkey is already a well regulated industry, we close links between government and industry Dedicated area since the 1970s in the industrial region of Aliaga, on Aegean coast Ship recycling Steel production, electricity generation, refining, gas terminal Since 2006, newly enacted inter-ministerial licensing scheme for SR industry Undersecretariat of Maritime Affairs Ministry of Environment and Forestry Ministry of Labour and Social Security Active government and industry cooperation on international developments IMO Convention IMO/Basel/ILO Coop has helped a lot also internally EC: SR strategy and research Knowledge Workshop Page 3 The legal framework surrounding ship recycling is comprised of a number of (competing?) national, regional and international rules Guidelines and National regulations IMO, ILO, Basel USA, UK, France Turkey Basel Convention and EU Waste Shipment Directive OECD vs. non-oecd Applicability and practicability IMO s newly adopted SR Convention Specifically addressing ship recycling globally Based on consensus Knowledge Workshop Page 4 2

The newly adopted IMO Convention on SR is made up of the Preamble, Articles, Regulations, Guidelines Preamble, Articles and Regulations are mandatory and any States that ratify the Convention need to take steps towards establishing relevant national legislation Articles address broader issues Mechanics of the Convention (signature, ratification, amendments, languages, etc) Political issues (obligations, application, entry-into-force, etc) Foundation of the requirements laid out in further detail in the Regulations Regulations address specific issues on a more detailed and technical level General, ships, SRF, reporting Guidelines are not mandatory and they are intended as a guide for the implementation of the mandatory requirements of the Convention Knowledge Workshop Page 5 Requirements for ship recycling facilities (Reg. 15 to 23) Regulation 15: Controls on Ship Recycling Facilities (SRF) Convention: Requirements to establish national legislation for controlling SRF Turkey: Current national system exists; needs amendment to meet Convention requirements Regulation 16: Authorization of SRF Convention: Requirements for establishing a SRF authorization system Turkey: Current national system exists; needs amendment to meet Convention requirements Regulation 17: General requirements Convention: Requirement that SRF can only accept Convention compliant ships Turkey: This element is new and needs to be reflected in relevant national legislation Knowledge Workshop Page 6 3
