I have known Judge Dubow personally since she first ran for Judge in Philadelphia, when I was serving on the Philadelphia Bar Association s Judicial Selection Commission. While I cannot provide confidential details of the Commission s process, I can reveal that I personally was extremely impressed by Judge Dubow, her competence, intelligence, discipline, temperament and personality. As I have gotten to know her better over the years, I am even more impressed. She is bright, hardworking, and visionary as well as compassionate and a pleasure to spend time with. I have worked with Judge Dubow on the pro bono VIP organization s Board of Directors (where I served in my former position as Executive Director of Community Legal Services (CLS)), and in her position as Judge. When she was in Family Court, I and other CLS representatives met with her to discuss improved systemic procedures at the Family Court. She was a leader in thinking through court improvements, implementing change, and working with public interest lawyers to see that all litigants rights were protected. She was a participatory voice on the VIP Board of Directors, and clearly committed to its work on access to justice for all. She was a strong supporter of the work of CLS in providing representation to low income families, as she saw these families in her courtroom day after day and knew the difference that quality representation can make. She clearly struggled with the difficult issues in front of her in Family Court, but understood her duty to apply the law with compassion as well as intelligence, and do her best to make justice real. Judge Dubow is among the best and the brightest of Philadelphia s judges. It is wonderful that she has been elected to Superior Court where her talents, vision, and integrity can be used at the appellate level. She is a most worthy nominee for membership in the American Law Institute and will be an important addition. She will bring her judicial experience with family law matters in a busy difficult urban court setting, as well as with criminal litigation in a similarly demanding setting, to the discussions and decisions of the ALI, as well as her more recent experience on the appellate bench. I believe she will be an active and participatory member, as she takes her commitments seriously and is a diligent worker. I firmly believe that some of this nation s most vulnerable persons caught up in our justice system will be the better off for the inclusion and involvement of Judge Dubow in the ALI, and strongly recommend her as a new member. Very truly yours, Catherine C. Carr CATHERINE C. CARR Adjunct Professor and ALI Member
