FlashCAM-880 Product Overview QStar Technology, LLC SUMMARY The FlashCAM 880 is a pro-active deterrence/investigation tool. Because of its high resolution low light imaging capabilities it is very useful as an aide to apprehension and prosecution of crime suspects. However, due to its integrated crime prevention features, it is not dependent on a police response to be effective. MULTIPLE APPLICATIONS Successful applications for the FlashCAM include prevention and apprehension of crimes such as: Vandalism Illegal Entry Graffiti Illegal Dumping Copper Theft Loitering PROVEN EFFECTIVE AS BOTH A DETERRANT AND APPREHENSION TOOL While this is a new tool for many customers, the FlashCAM is not experimental, rather it is a proven tool in use today by many customers in organizations such as Police Departments, Code Enforcement, Public Works, School Districts, Utility Companies, and many others. FEATURE HIGHLIGHTS: PORTABLE - Completely self-contained. Battery operated Solar Powered recharging. QUICK INSTALLATION - Simple quick move adapter installation with lag bolts or signage banding. No wires. RUGGED DESIGN Intended to be vandal resistant. Made of 16 gauge steel, with 0.375 polycarbonate windows. USER CONFIGURABLE CAMERA Zoom settings, exposure settings, shutter speed IR MOTION SENSOR WITH VARIABLE TRIGGER OPTIONS. Adjustable sensor delays and daytime sensor delays reduce false triggers. BRIGHT FLASH Proprietary design. Captures night time images and acts as deterrence. (can be disabled). HIGH RESOLUTION IMAGE 12 Mega pixel, Identify facial details up to 150, and still license plates at 250. For suspect identification and prosecution. AUDIO Loud message acts as deterrent. (can be disabled, volume adjusted, or changed to any appropriate message for the circumstances) WIRELESS LAPTOP CONNECTION For review and download of images in the field.

How does the FlashCAM work? The FlashCAM-880 senses motion up to 100 feet away. (Longer distances with vehicle activity) When motion is detected, the system starts taking high-resolution digital photographs. A bright flash goes off (if it is dark) and a loud voice message warns the intruder to "leave the area now" and that their photograph has been taken. Photos are 12 megapixels which is clear enough to identify vandals at up to 150 ft. and capture a still license plate number more than 250 ft. away in TOTAL DARKNESS. INSTALLATION Simple Mounting Hardware

QUOTES FROM SOME OF Q-STAR S SATISFIED CUSTOMERS As a crime prevention tool, the FlashCAM works great! Officer Doug Ping Topeka, KS Police Dept. The resolution of the photos is excellent; good enough to use in a photo lineup! The details on the photos are amazing. Usage of the FlashCAMs is limited only by your imagination; we can use them for lots of different applications. Lieutenant Jeff Davis, El Cajon Police Dept. It seems like everywhere we ve put up a camera, the graffiti is completely gone, Officer Jaime Gonzalez. Yakima, WA PD The quality of the photos from the FlashCAM-880 is outstanding. We re also getting clear pictures of license plate numbers. Officer Craig Hentcy, Whittier, CA Police Dept We love the FlashCAM! We re using one unit in a park overlooking the Park House which is part of the hockey rink. This site was a magnet for graffiti. Since the FlashCAM was installed there have been no incidents of graffiti. Sgt. Dan Lauer, Waterbury Police, CT I like the voice option of the FlashCAM. It makes the tagger look straight at the FlashCAM and it then takes a clear shot of their face. The resolution of the photos is excellent Detective Roger Rodriguez Escondido, CA Police Department We had a wall under the Alexander Hamilton Bridge, an area of about 2,000 square feet, that was hit daily with graffiti. We were using 20 gallons of paint every day to cover over the graffiti. It was an expensive problem, when you factor in the labor costs. So we installed a FlashCAM system, left it at that location for two months, and the graffiti stopped! In fact after we took the FlashCAM down, the wall still stayed clean for a month. Danny Mercado, Parks Supervisor New York City, NY We have been able to stop acts of vandalism before they happen, saving us thousands of dollars in clean-up costs, We also recommend working with your Police Dept. and neighborhood groups. We have found the use of FlashCAMs to be very effective and the customer service with Q-Star over the past five years has been great. George Biswell, Landscape Inspector, Kansas City MO We installed a FlashCAM at each location and there have been no incidents of vandalism or graffiti ever since. Aleks Briedis, Recreation Director, Rifle Parks and Recreation, CO When we install the FlashCAM, we know that area will not be giving us problems. I can reduce or eliminate patrols to that area. Lt. Mike Arnold of Bismarck PD We get photos of a lot of license plate numbers which are then turned over to the legal dept. for prosecution.. There s definitely been success using the FlashCAMs. Steve Fisk, Director Solid Waste Dept Amarillo, TX Anywhere that we have a camera, we have almost zero percent repeats on those areas Devon Smith, Code Enforcement s Neighborhood Response group. Las Vegas, NV We install a FlashCAM system at those locations and the dumping stops. We re getting very good photos, which are sent to the District Attorney for use in prosecutions. Rick Sicinski, Chief Code Enforcement Philadelphia, PA

ACTUAL FLASHCAM IMAGES First FlashCAM image with flash startles suspects. Notice bolt cutters in hand. After suspects realized they had been caught in the act, they changed their minds and left the scene. License plate was identified due to high resolution and proprietary license plate mode. Suspects were subsequently arrested and prosecuted for trespassing. As you can see from the following pictures, system can be set in investigation, information gathering mode, deterrence mode, or a combination of the two. Q-Star will provide initial training and will follow up with site visits to help with system set up and operation. The FlashCAM is a user friendly product with a low learning curve. Basic concepts, operation, and download procedure are easily grasped and accomplished. This is a tool for the law enforcement officer in the field, and is designed with their needs in mind.
