KENYA ELECTRICITY GENERATING COMPANY LTD TENDER No. KGN-HYD-014-2016 TENDER FOR REHABILITATION OF PROTECTION EQUIPMENT FOR MASINGA HYDRO POWER STATION 20/06/2016 ADDENDUM NO. 1 In accordance with the tender for rehabilitation of protection equipment for Masinga hydro power station, KenGen hereby issues Addendum No. 1 Amended Clauses The clauses listed have been amended to read as written in the amended article column CLAUSE TENDER ARTICLE NO. INVITATION FOR TENDERS: Tenders will be opened in the presence of tenderer s representatives who choose to attend on 8th July 2016 at 10.00 a.m. at Stima Plaza III, Executive Committee Room, 7 th Floor. AMENDED ARTICLE Tenders will be opened in the presence of tenderer s representatives who choose to attend on 22 nd July 2016 at 10.00 a.m. at Stima Plaza III, Executive Committee Room, 7 th Floor. SECTION V: SPECIFICATIONS 2.1 STANDARDS The bidder shall submit copies of the relevant standards 2.1.5 applicable to the offered equipment. 4.2 SCOPE OF WORKS delete clause 2.1.5 of specifications Page 1 of 8

4.2.18 4.2.22 4.4.6 4.5.4.4 Supply, installation and testing of Generator power transducer with 1A CT & 110V VT inputs and 4-20mA outputs for generator active power and generator reactive power one for each unit. Any other works and supply which are not specified above but are necessary to complete the job shall be the responsibility of the contractor. The contractor shall itemize these equipment and services in the offer 4.4 DESCRIPTION OF THE REQUIRED PROTECTION SYSTEM (g) Panel 7 will host alternative supply transformer protection set, emergency diesel generator protection set and bus section protection set. (h) Panel 8 will host SCADA interface equipment 4.5.4 Panels and wiring The existing panels dimensions are: (a) Generator Transformer protection panels Height = 2300mm, Length = 610mm, Width = 620mm. (b) Generator protection panels Height = 2300mm, Length = 910mm, Width = 620mm. (c) Interposing CT s panel Height = 2300mm, Length = 910mm, Width = 620mm. Supply, installation and testing of two Generator power transducers one for each unit with three phase 1A CTs & 110V VT inputs and 4 (four) 4-20mA outputs for: generator active power, generator reactive power, generator current and generator voltage. Transducers to be installed in the generator protection panels. One spare transducer shall be supplied for each transducer installed. Any other services or requirements not mentioned or included in this tender but are critical for the completion of the contract shall be itemized by the bidder in the offer. (g) Panel 7 will host alternative supply transformer protection set, emergency diesel generator protection set and LV bus bar protection set. (h) Panel 8 will host SCADA interface equipment and GPS receiver clock system Panel dimensions are per drawing S5256L329. Bidders should note that the Kamburu feeder protection panel shall remain in its current position and it s not part of this tender scope. The bidder/contractor shall design the new panels to ensure that panels for unit 1 protection are on the right side of Kamburu feeder panel and unit 2 protection panels are on the left side of Kamburu feeder panel as shown on the drawing. Common panels can be on either side of Kamburu feeder panel. Common panels are the ones hosting alt Page 2 of 8

(d) Local supply transformers protection panel Height = 2300mm, Length = 910mm, Width = 620mm. transformer, EDG and bus bar protection and SCADA interface equipment. 4.6.4 Generator Transformer Protection Numerical Relays Specifications 4.6.4.6 At least 20 Binary inputs, 20 Binary Outputs, 1 life contact (watchdog) The number of inputs and outputs shall be flexible and adaptable in a modular system. The relays shall have at least: 12 current inputs, 4 voltage inputs, 20 Binary inputs, 20 Binary Outputs and 1 life contact (watchdog), 4.6.4.8 At least 12 current inputs, 4 voltage inputs. Voltage transformer inputs shall be rated at nominal voltage of 110VAC 4.6.5 Station Load supplies & LV bus bar Protection Numerical Relays Specifications Numerical relays shall be supplied for metering and protection of station low voltage loads supplies which are station transformer 1&2, 4.6.5 alternative supply transformer and emergency diesel generator. These supplies are connected to two bus sections which supply the station; two numerical relays shall be used to protect these bus sections also. 4.6.4.6 At least 20 Binary inputs, 16 Binary Outputs, 1 life contact (watchdog) Numerical relays shall be supplied for metering and protection of station low voltage loads supplies which are station transformer 1&2, alternative supply transformer and emergency diesel generator. These supplies are connected to two bus sections which supply the station; a numerical relay shall be used to protect these two bus sections also. The relays shall have at least: 8 current inputs, 4 voltage inputs, 20 Binary inputs, 16 Binary Outputs and 1 life contact (watchdog), Page 3 of 8

4.6.4.8 At least 4 current inputs, 4 voltage inputs. 4.7.2 Generator Protection Schemes: 4.7.3 Generator Transformer Protection Schemes: Dual protection functions shall be provided. There shall be two independent protection sets set A and set B for each generator 4.7.3.5 transformer. Each set shall comprise of a numerical protection relay; a lockout relay; two circuit breaker trip coil supervision relays and auxiliary input/output relays. 4.7.4 Station Transformer Protection Schemes: Voltage transformer inputs shall be rated at nominal voltage of 400/415 VAC. If the relay shall be rated for any other input voltage then instrument transformers shall be supplied and installed in the protection panels to convert the available 415VAC instrument voltage supply to the relay rated voltage input. Dual protection functions shall be provided. There shall be two independent protection sets set A and set B for each generator transformer. Each set shall comprise of a numerical protection relay; two lockout relays; two circuit breaker trip coil supervision relays and auxiliary input/output relays 4.7.4.1 4.7.5.11 The contractor shall study the existing protection scheme, station transformers and associated equipment data and come up with a comprehensive protection scheme. 4.7.5 Alternative Supply Transformer Protection Scheme Numerical protection relay with the following metering values on transformer HV side: RMS current, I; RMS voltage, U; Active power, p/p; Reactive power, Q/-Q; Apparent power, S; Energy, KWH (four quadrants) and frequency. Transmittal of this values to SCADA shall be configured via communication interface. Display of these metering values on the relay LCD shall be configured for easy viewing of values 4.7.6 Emergency Diesel Generator (EDG) Protection Scheme The contractor shall study the existing protection scheme, station transformers and associated equipment data and come up with a comprehensive protection scheme. All existing protection functions shall be implemented in the new scheme. Numerical protection relay with the following metering values on transformer LV side: RMS current, I; RMS voltage, U; Active power, p/p; Reactive power, Q/-Q; Apparent power, S; Energy, KWH (four quadrants) and frequency. 4.7.6.6 Field inputs to the protection system shall be wired to auxiliary relays which will do contact multiplication for input to the two numerical relays. The auxiliary relays shall be compliant with specifications given in section 4.5.5 Field inputs to the protection system shall be wired to auxiliary relays which will do contact multiplication for input to the numerical relay and common PLC. The auxiliary relays shall be compliant with specifications given in section 4.5.5 Page 5 of 8

The approximate distances are along the cable routes (cable trays, trench and conduits). The tenderer shall be required to carry out a detailed study of existing cable routing during the preliminary site visit and get accurate details. The current transformers shall be resin encapsulated and comply with IEC 60044. One spare CT of similar rating shall be supplied. Shall be rated as follows: (i) Insulation 12 KV, (ii) Ratio: 50/1A (or other suitable ratio for 280KVA, 11KV excitation transformer), (iii) Class: 5P20, (iv) Burden: 15VA or higher depending on relay burden.
