There are no problems with both operation rooms and transmission stations, but high-rise buildings are built up between the two facilities, so it is no longer possible to send and receive information by microwave. Therefore, it has been difficult to broadcast the Navigational Warnings by NAVTEX. As an alternative, Navigational Warnings are broadcasted by VHF or HF. In order to recover the function, the department in charge has already been working for facility renovation. It is expected that it will recover within 1 year at the earliest. 4. Contingency Planning When a trouble occurs in the system to issue navigational warnings, NAVAREA XI coordinator will send a Navigational Warning message to LES (Land Earth Station) by E- mail. The operators of the LES will type the message and broadcast it for Mobile Earth Stations. 7. Capacity Building: Coastal State /Country Regional Conference on WWNWs Oct. 2010 Tokyo MSI Course for EAHC Members Mar. 2015 Tokyo China D.P.R.K - - R.O.K Indonesia Malaysia Philippines Thailand - U.S.A (Guam) - - Vietnam The circumstances of each country are various, there are cases where multiple organizations in a country issue navigation warnings individually. For example: Hydrographic Department, Maritime Bureau, Coast Guard, Navy, etc. In such a case, it seems that it would be effective if not only one representative of the state but also people from each organization in charge Navigation warnings can participate in training. 8.
