Scope of the IEC Technical Committee 106 TC 106 «Methods for the assessment of electric, magnetic and electromagnetic fields associated with human exposure» has been established at the end of 1999. TC 106 develops international standards on : - Characterization of the electromagnetic environments with regard to human exposure - EMF measurement methods; instrumentation and procedures - Calculation methods International Electrotechnical Commission Technical Committee 106 3

Scope of the IEC Technical Committee 106 It covers the whole frequency range from 0 Hz to 300 GHz. It applies to basic restrictions and reference levels (exposure limits). Excluded are: The establishment of exposure limits Mitigation methods International Electrotechnical Commission Technical Committee 106 4

The role of TC 106 in the assessment of compliance with exposure limits The ICNIRP 1998 Guidelines indicates that: the reference levels are obtained from the basic restrictions by mathematical modelling. They are given for the condition of maximum coupling of the field to the exposed individual. If the measured or calculated value exceeds the reference level, it does not necessarily follow that the basic restriction will be exceeded. However, whenever a reference level is exceeded it is necessary to test compliance with the relevant basic restriction International Electrotechnical Commission Technical Committee 106 5

What type of measuring equipment can be used? At what distance from the source the measurement must be done? How to measure harmonics? How to deal with a non-uniform field? Conclusion TC 106 is developing standards to measure electric, magnetic and electromagnetic fields and to test compliance with exposure limits (conformity assessment). These standards will be general and applicable to any exposure limits. In the low frequency range, TC 106 will develop: Tools to assess the effect of a non-uniform field Calculation method of induced currents using more realistic 2D and 3D human model International Electrotechnical Commission Technical Committee 106 18

Conclusion In the high frequency range, TC 106 is developing standards on: Measurement methods of electromagnetic fields and Specific Absorption Rate (SAR) Calculation methods of induced currents and SAR Procedures to test compliance with exposure limits (conformity assessment).
