All contracts will be offered on an initial 12 month basis with an option to extend by up to a further 24 months by mutual agreement. The new shows will all have a start date in the week beginning 30th March 2015 While the programmes in all the strands are weekly, the exact number of programmes can be affected by schedule changes for bank holidays, Christmas etc. We invite applications from all Independent Production companies who can clearly demonstrate relevant experience and expertise. Station Information Radio 1 One of the most famous youth brands in the UK, BBC Radio 1 plays a unique role in providing high quality, public service radio to a young audience of around eleven million listeners every week. The most common age of a Radio 1 listener is currently 23, and we reach 42% of all 15 to 24 s in the UK. BBC Radio 1 aims to entertain and engage a broad range of young listeners with a distinctive mix of contemporary music, speech, culture, entertainment and live events. The station supports a range of new music and emerging artists especially those from the UK. Every weeknight from 7pm - 4am, and on Friday and Saturday nights, the station is dedicated to discovering, supporting and developing the greatest new music in the world. BBC Radio 1 is committed to bringing the best in live music to its audience. The network s annual flagship event, Radio 1 s Big Weekend, is the UK's biggest free ticketed music festival and the station has a presence at many major UK festivals. BBC Radio 1 is multi-platform, enabling young audiences to connect through the web and interactive services - offering new ways to listen, watch and find great content from the station. It leads innovation across the web, interactive TV and mobile in radio broadcasting. This is driven by the network strategy of Listen, Watch, Share. -- Page 3 --

Station Information Radio 1Xtra BBC Radio 1Xtra delivers high quality and distinctive public value content to young audiences. It currently reaches over 1 million listeners each week. BBC Radio 1Xtra plays the best in contemporary Hip Hop and RnB with a strong emphasis on live music. Incorporating Garage, Drum & Bass, UK G and Dancehall, BBC Radio 1Xtra blends the best black music with entertainment, documentaries and news. BBC Radio 1Xtra supports new music and emerging artists across the black music genres, especially music made in the UK. BBC Radio 1Xtra is multi-platform, enabling young audiences to connect through the web and interactive services - offering new ways to listen, watch and share great content from the station. Integral to the station s schedule are news, documentaries and advice campaigns. BBC Radio 1 and BBC Radio 1Xtra work together as complementary services connecting the BBC with the next generation of young audiences. Two thirds of the BBC Radio 1Xtra audience are young adults, aged 15-29, and the average age is 26. 1Xtra is the youngest BBC reaching radio station and is also one of the youngest reaching radio stations in the country. BBC Radio 1Xtra is available on DAB Digital Radio, TV and Online. -- Page 4 --

Financial Information for the Tender All strands are being put to tender with a guide price - this guide price is to include all associated metadata delivery and interactive content proposed. We are happy to make BBC Studios in New Broadcasting House available for the production of the programmes. However if this option is not taken up the guide price would be increased by 80 per hour to reflect this. Tenders submitted in excess of the guide price are extremely unlikely to be considered further. Separate ad-hoc negotiations would take place to agree a suitable programme cost change for any occasions where the programme is broadcast as an Outside Broadcast. Presenters for all strands are contracted to BBC Radio 1 / Radio 1Xtra directly and these costs are paid for by the Network presenter costs therefore should not feature in the proposed budgets. -- Page 5 --

How to Submit Applications to be considered in the tender process must take the following form failure to comply will result in the application being immediately disregarded: 1) The relevant programme proposal(s) must be submitted via Proteus only and it should cover all the points outlined in this document. (For Proteus access go to the BBC Radio Commissioning page online) 2) Companies may tender for as many strands as they believe they have the expertise to make with each proposal being submitted and judged separately. Where programmes have been bundled together, companies must pitch for all the programmes within that bundle. 3) No additional materials should be submitted at this stage and anything sent will be disregarded The Timetable Tender Document published: 7th January Closing Date for submissions: 12:00pm on Tuesday 3rd Feb 2015 Those shortlisted will be informed: 10 th Feb Shortlisted companies will be asked to present their proposals in person at some stage between: 23 rd and 26 th Feb Decisions made by: New productions start: 27 th Feb w/c 30th March -- Page 6 --

What to Submit To be considered for the tender all Independent companies should ensure that their submitted proposals in Proteus (for whatever strand) can demonstrate the following i.e. this is what proposals will be judged against: Evidence of considerable experience in music-radio production and particularly within the genre(s) being tendered for. A detailed understanding of the musical wants and needs of the young target audience. An ability to understand Radio 1 and Radio 1Xtra as networks and their remit within the wider BBC Radio portfolio. A detailed understanding of BBC Editorial Guidelines An understanding of the issues surrounding talent management A realistic understanding of the pressures, staffing and infrastructure involved in producing weekly shows over a long period. Ability to provide accurate financial information An understanding of any relevant Health and Safety issues around any proposed activity. Ideas on any format or feature development believed necessary to develop the programme Ideas on how the programme could effectively use social media Ideas on how to attract young listeners to Radio 1 and 1Xtra, and how to keep them listening for longer Ideas on how the show could be maximised for distribution to all relevant platforms with resonance with the target audience both traditional and viral. An indication of what studio facilities would be used in the production of the strand A commitment to providing all the necessary meta-data to feed the live stream of the homepages. -- Page 7 --

Bundle 1 BENJI B and B.TRAITS Guide Price: 1000 per episode of each programme Proteus Information Commissioning Year: 2015/16 Commissioning Round: 2 Commissioning Brief: 10056 Benji B Broadcast: 0100 0400 Thursday morning / Weds night (R1 and R1X) As part of the contract, a repeat of the programme from the week before must be provided with full associated paperwork, for tx on 1Xtra from 0400 to 0700. Exploit Benji s reputation as a curator and tastemaker & foster an appreciation of his show within the Radio 1 & 1Xtra DJ family. Ensure he gets credit for supporting new artists early in their career Develop and promote his crafted specials and big stand out moments both inside the building and in off-air spaces. B Traits Broadcast: 0100 0400 Sat morning / Friday night on Radio 1 Continue to develop B Traits as a key part of the Friday night dance line up. Build B Traits on air profile & continue to develop her broadcasting skills. Ensure the show has a musical USP. Bundle 2 TODDLA T AND FRICTION Guide Price: 1000 per episode of each programme Proteus Information Commissioning Year: 2015/16 Commissioning Round: 2 Commissioning Brief: 10057 Toddla T Broadcast: 0100-0400 Friday Morning / Thursday night simulcast on Radio 1 and 1Xtra. As part of the contract, a repeat of the programme from the week before must be provided with full associated paperwork, for tx on 1Xtra from 0400 to 0700. Exploit Toddla s knowledge & passion as a curator at the cutting edge of new scenes and genres Use his natural enthusiasm for forging links with other presenters (particularly Seani B and Rodigan but look for other opportunities). Hone his talent as a broadcaster & capitalise on his appetite for fun features. Friction Broadcast: 0100 0400 Tuesday morning / Monday night simulcast on Radio 1 and Radio 1Xtra As part of the contract, a repeat of the programme from the week before must be provided with full associated paperwork, for tx on 1Xtra from 0400 to 0700. Represent the very best in cutting edge DnB from across the spectrum Build Friction s reputation as a curator & authority in the scene. Exploit Annie s long-standing reputation as a passionate curator to attract key artists. Support new and emerging genres. Engage with the Radio 1 & 1X DJ family. Contract Terms The production contracts will be offered on BBC's standard terms for commissioning programmes made to existing BBC formats, with BBC owning the programme copyright. BBC and independent producer will jointly own all distribution rights, with a profit share to the independent producer of 30% unless: independent producer offers a particular commercial idea and undertakes the commercial exploitation in which case the profit share to the independent producer may be up to 50%; or where exploitation is of the brand/title/format as a historic asset (rather than the actual programmes) the percentage share to the independent producer shall be discussed in good faith depending on the nature of the exploitation proposed and its relationship to the current production of the programme (this may range from 0-50%). The detailed contract will be a variation of BBC's General Terms for Production of Radio Programmes by Independent Producers reflecting these principles. All strands will be commissioned as either Studio-based live or pre-recorded programmes however there will be instances throughout the contract period where it will be necessary to broadcast the show from outside locations and the ability to deliver this (working alongside BBC Radio 1 s Live Music Unit) will be an integral part of the contract delivery. Flexibility over exact transmission times is also a necessity in order to allow Radio 1 to react to the changing demands of its audience. -- Page 12 --
